DRAFT STATEMENT OF WORK (SOW)
FOR
INSTALLATION OF INDOOR SPORT FIELD
FAIRCHILD AFB WA
1. INTRODUCTION: Fairchild AFB is seeking a contractor to provide, deliver, assemble, and install a turnkey indoor sports field located at BLDG 2452 Red Morgan Center, Fairchild AFB, WA 99011. Indoor Sports Field will consist of a dasher boards, premium turf, protection netting, storage area, viewing area, multiple access/entry doors covering 4,500 square feet at Fairchild Air Force Base, Washington. This project is meant to enhance Airman & Family Resiliency by providing a state of the art indoor sport court for the airmen and their dependents of our military community. The facility will be available for work on 1 May 2019.
2. GENERAL DESCRIPTION OF WORK: (For detailed requirements and detailed descriptions see section 9) The contractor shall provide, deliver, assemble and install an indoor sport court and storage area in a family recreation center. Sport court will measure ~ 48’ x 86’ with an additional 6’ of storage at the south end of the court. See attached drawing. See section 18 for a floor plan of the facility, detailed floor plans can be provided upon request. All work shall be in accordance with federal, state, local laws, and regulations guidelines established by the U.S. Consumer Product Safety Commission (CPSC), the American Society for Testing and Materials (ASTM) for sports equipment, Americans with Disabilities Act (ADA), the Architectural Barriers Act (ABA), this Statement of Work (SOW), Base Building Standards, Base Fire and Safety regulations. The Contractor shall prepare and complete applicable documents for all work designed as required by the Request for Quote (RFQ). Furthermore, the contractor is responsible for final design and obtaining all permits in accordance with this document and applicable building codes. The Contractor shall remain completely responsible for all deliverables in full compliance with the requirements of this contract.
2.1 The documents to be prepared include, but are not limited to drawings, specifications, submittals, and design analysis. The contractor shall provide comprehensive technical documentation (cut-sheet) including product specifications.
2.2 Contractor will provide air ventilator to clean the air from any chemicals used during the site installation.
3. DESIGN REQUIREMENTS: The project shall be designed in accordance with the RFQ using sustainable design principles and efficient practices. The design in the building and the materials selected shall be high quality, durable and easily maintained. The Contractor shall be responsible for the professional quality, code compliance, technical accuracy, and coordination of all designs, drawings, specifications, and other documents or publications upon which the design and construction are based.
4. QUALITY OF WORK: Project documents shall be of sufficient detail to afford a clear understanding of the install work required. The work shall be organized in a manner that will assure thorough coordination between the various details on the drawings and the specifications. The Contractor shall crosscheck all work until all conflicts have been reconciled.
5. RFQ DESIGN AND TECHNICAL CRITERIA: Design and install shall comply with RFQ’s Specifications: the drawings and requirements contained in this RFQ. The design and technical criteria contained and cited in this RFQ establish minimum standards for design and quality. The objective of this solicitation is to obtain functional, fully operational and sustainable equipment that conforms to the basic dimensions and configurations presented in the RFQ. The drawings provided within this RFQ represent the functional and organizational space arrangement requirements of the funding agency and building Users. Any contractor proposed modification(s) to the RFQ floor and site plans are strictly limited to accommodate actual design and building conditions.
5.1 The Contractor will be responsible to perform a full code research for the project and design/construct a facility in compliance with applicable codes. The Contractor has final design responsibility and at a minimum shall be responsible for building code and life safety compliance, regulatory compliance, and RFQ criteria compliance.
5.2 Architectural detail, materials and finishes are paramount to the success of this project. All efforts have been made to specify compatible products and structure materials.
5.3 The Contractor is responsible for providing documentation verifying that children are not exposed to lead-based paint, volatile organic compounds, and heavy metals.
5.4 The applicable building codes and standards shall be used as the minimum criteria to develop the install documents for areas of work not specifically defined.
6. DESIGN CODES, STANDARDS AND CRITERIA: The design shall comply with the base specific General Design Guidelines and the base’s Architectural Compatibility Guidelines.
In addition to the specific codes, standards and criteria referenced throughout this RFQ, the Contractor shall prepare, design and submit documents for all elements of the project in accordance with the Consumer Product Safety Commission, ASTM F2373 (if appropriate) & ASTM F1918 and the following codes using the most current editions. Where conflict between RFQ and building codes or if there is a conflict between codes, UFC 3-600-01 shall apply. This list is not intended to be a complete list. All work shall be designed and installed to meet all applicable codes, standards and laws.

The Contractor shall also follow all current national and state codes, regulations and specifications involving civil, architectural, interior design, structural, mechanical, electrical, and environmental disciplines which are applicable to the engineering design and construction industry, including OSHA Safety and Health Standards and Air Force policy on Ozone Depleting Chemicals (ODC’s).
Use the most current versions of the National Fire Codes and Life Safety Codes published by the National Fire Protection Association (NFPA) with the incorporation of the Department of Defense permanent compensatory measures, the International Building Code (IBC) and the Architectural Barriers Act (ABA) is mandatory. In case of conflict between code requirements, the most stringent criteria shall apply.
7. DESIGN UNITS: The design shall be developed using English units.

9. DETAILED SPORT COURT REQUIRMENTS
• Sport Court will be ~48’ wide by ~86’with inlayed goals extending 1’-1.5’ out. They will be mounted between the pillars of the facility utilizing all space
• Court will be surrounded by 8’ dasher boards. All boards facing customer viewing areas will be made from clear tempered glass allow customer viewing. Remaining boards can be made from non-viewable panels. See drawing under section 10 for diagram of where walls need to be clear
• Corners of field will be rounded, field will have lines painted to support indoor soccer
• Provide additional 2’ by 16’ minimum plastic or durable surface above dasher boards over goals to protect against shots on goal
• Provide and install padded green sport turf surfacing for entire area enclosed by dasher boards
& inlayed goals. Turf must be professional grade designed for high traffic sports (soccer). No turf that requires infill. Minimum Face Weight: 48 oz/ and minimum Pile Height: 1 in
• Paint center line, center circle and goal boxes on turf.
• Surfacing must be easy to clean and meet all safety and fall standards. No infill
• Provide netting around entire field that can block soccer and dodge balls from exiting the field.
Net must go from top of 8’ boards to 14’ beams and cover entire ceiling at 14’ height over entire field to keep balls from going into the rafters
• Provide 8’wall for storage area from start of field corner to south wall with a large door that can be secured. See section 10 diagram
• Provide a total of 8 entrance/exit doors, see section 10. Doors be durable an easy for customer use. Door at bottom of sports court leading to storage from customer area by bleachers must be able to be locked.
ADDITIONAL REQURIED FOR ALL AREAS
• Provide signs - Appropriate signs listing rules and safety guidelines; must be approved by user
• Ensure all fire, building and safety codes are met
10. GENERAL LAYOUT AND STANDARDS
11. INSTALLATION OF SPORT COURT & STORAGE AREA: The contractor shall assemble and install the sport court, storage area and surfacing in accordance with the manufacturer’s specific instructions. This will include, but is not limited to manufacturing, purchasing, shipping, uncrating, assembly, anchoring and/or bolting the structure to the facility floor, placing approved surfacing in all required areas, removal of all shipping materials, and cleanup of site.
12. SITE CONDITION: If during court/surfacing installation, and before the condition is disturbed, contact the Contracting Officer in writing of any physical condition at the site of an unusual nature from those normally encountered in performance of this type of work.
13. BASE AND SAFETY REGULATIONS: The contractor shall comply with all applicable provisions of the Corps of Engineers Manual, EM385-1, entitled “General Safety Requirements,” and Air Force regulations and directives pertaining to security, safety, fire, traffic, and personnel clearances insofar as they pertain to the contractor’s activities on Fairchild Air Force Base. The contractor shall be responsible for providing, placing, and removing all barricades and safety devices during work performance activities. The contractor will also provide a laydown area close to project for materials and dumpster. Secondly, background investigation must be complete and passed by contractor and installer in order to gain access to the base.
13.1 The contractor shall protect from damage all government and personnel property located adjacent to the work site and shall repair, replace or otherwise be held liable for all such damage.
Property includes, but is not limited to facilities, structures, furniture, equipment, materials, vehicles or items of supplies. Contractor shall also be responsible for providing a safe work area that also restricts access from facility occupants.
14. ENVIRONMENTAL REQUIREMENTS: In order to comply with federally mandated environmental preference programs and Department of Defense (DOD) “Green Procurement Program” (GPP) policy, requires the use of environmentally preferable products and services.
These program elements include: recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov/), EO 13423.
14.1 Products and Materials. Products that fall under the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG shall meet the minimum recovered (recycled) content.) If it is determined that a product does not meet Government performance requirements, the contractor shall submit a proposed alternative that would meet the performance requirements with the lowest environmental impact for evaluation and acceptance. Bio-based products shall be used upon issuance of the bio-based product listing from the United States Department of Agriculture (USDA) (http://www.usda.gov/).
All work shall be performed in a skillful and workmanlike manner.
15. STANDARD WORK DAY/WEEK: Contractor shall submit a detailed schedule of all work to be performed including the time frame for installation and completion. Work should normally be accomplished during the standard 8 hour day, 5-day week, Monday through Friday, between the hours of 7:30-4:30 P.M. local time, excluding federal legal holidays and non-work days resulting from holidays occurring on weekends. When the contractor desires to work at other than the aforementioned he/she shall submit a written request to Contracting Officer for approval, and written approval thereof shall be received prior to proceeding with work. The request shall be submitted at least 3 work days prior to the proposed performance of work, and shall indicate the day/days/, time/amount of work, and reason why permission should be granted to perform work during nonstandard hours.
16. FINAL CLEANUP: The contractor shall ensure that the worksite is secure at all times. All debris shall be removed and properly disposed of daily. Upon completion of work, the site shall be returned to its original condition. The contractor shall provide the 92th Force Support Squadron staff with any manufacturer installation and care manuals at project completion.
17. WARRANTY ITEMS. Contractor shall warrant all labor and materials used for a period of 1 year from acceptance of work.
17.1 Response Time. There shall be a maximum 24-hour response time by the contractor on all work performed under this contract and identified as defective after acceptance of the item. The contractor shall notify the Contracting Officer and the Project Manager of the date, place, and time that the contractor will be on location to determine the cause of the problem. Response time shall be defined as the time from when the Contracting Officer contacts the contractor until the time the contractor is present at the location of the equipment with the appropriate personnel to determine what the problem is and what is necessary to correct the problem or malfunction.
17.2 Corrective Action. Shall be completed within 5 workdays from the time the contractor visits the location of the defective work. Where materials are required to correct a deficiency, corrective action shall be completed within 5 work days from the time materials are received.
17.3 Failure to Respond. If the contractor fails to respond within the time frame indicated above, the government shall declare the contractor non-responsive and shall take all actions necessary to correct the problem with government resources. All costs incurred, as a result of the government taking this action, shall be properly accounted for and back-charged to the contractor.
