STATEMENT OF WORK

SERE TALENT ASSESSMENT

21 May 2019

1. GENERAL

1.1. Background: The 66 Training Squadron requires a training data collection program to track task performance and behavior metrics throughout the SERE training pipeline. The Horizon Performance GideonSoft software will be used by the government to reduce the high (87%) attrition rate. Reducing the attrition rate will reduce costs and increase throughput.. The contractor shall provide continued sustainment for Fairchild AFB and initial set up at Lackland AFB as described below. Additionally, the contractor shall provide one context unique Whole Person Assessment System module configured for Professional Training at Lackland AFB, TX.

This training will directly support course S-V70-A SERE Specialist Training Orientation Course (SST-OC) a 15 training days/19 calendar days training class that runs ten times annually, using 6-8 cadre to assess and prepare a max of 42 students per class.

1.2. Scope

1.2.1. CLIN 0001 (Fairchild AFB support) shall provide sustainment for the already implemented program at Fairchild Air Force Base in support of S-V89-A and S-V81-A:

1.2.1.1. The period of performance for this contractor support is 13 September 2019 through 1 June 2020.

1.2.1.2. Contractor shall provide the following:

1.2.1.3. Software use and licensing of Gideon Soft including user and customizable modules

1.2.1.4. Required technical support to software and “black box” or cloud server

1.2.1.5. Configuration of software via telephone or on location support

1.2.1.6. Data analysis and subject matter expert (SME) analysis

1.2.2. CLIN 0002 (Lackland AFB) shall provide program implementation at S-V70-A:

1.2.2.1. Period of Performance shall begin 1 June 2019 and run until 31 May 2020.

1.2.2.2. Shall cover the initial software configuration

1.2.3. CLIN 0003 (Lackland AFB) 1 year of full licensing/execution/support of the program for S-V70-A at Lackland AFB, TX.

1.2.3.1. Software use and licensing of Gideon Soft including user and customizable modules

1.2.3.2. Required technical support to software and “black box” or cloud server

1.2.3.3. Configuration of software via telephone or on location support

1.2.3.4. Data analysis and SME analysis

2. REQUIREMENTS

2.1. For both courses, the contractor shall provide a COTs mobile software solution to capture task and behavioral data, document training performance, and provide a whole person talent assessment program.

2.2. The contractor’s whole person assessment system shall be established by working with behavioral SMEs, and the vendor must provide both the required software configurations and behavioral SMEs. Each configuration must be an Industrial Organizational (I/O) Psychology-backed, performance model which will capture 66 TRS performance data.

2.3. Data collection shall be aligned to measure 66 TRS objective results against current 66 TRS standards.

2.4. Software shall:

2.4.1. Automate, facilitate and improve the collection, synthesis, analysis and reporting of objective and subjective performance data.

2.4.2. Be configured to provide specific measurement modeling, and give offline feedback.

2.4.3. Collect structured and unstructured data (i.e. alphanumeric characters) in large volumes.

2.4.4. Have a mobile application which function online or off-line.

2.4.5. Be WiFi-capable, secure, and compatible with current Android, iOS and Windows based devices.

2.4.6. Meet Defense Information Systems Agency (DISA) requirements for Unclassified Federal

Risk and Authorization Management Program (FedRAMP) Impact Level 4 use through Amazon Web Services (AWS) GovCloud Infrastructure as a Service (IaaS).

2.4.7. Be able to connect to the 66 TRS internal Local Area Network (LAN) or a “Stand Alone”

LAN.

2.4.8. Generate expertly aligned, customizable “Whole Person” performance reports.

2.4.9. Quantitatively synthesizes subjective performance measurements (opinions) in conjunction with objective measurements (scores).

2.4.10. Synch and exchange data for all devices in the network.

2.4.11. Operate and store data on a 66 TRS chosen network allowing instant access, download, and upload of information.

2.4.12. Provide security protections in layers of architecture and topology:

2.4.13. Encrypt all data transferred over TCP/IP to a minimum of 256-bit encryption to ensure the data is not compromised.

2.4.14. Store sensitive data hashed and encrypted in the database using AES 256-bit encryption.

2.4.15. Support use of Common Access Cards for both mobile devices and workstations.

2.4.16. Include controls to assign levels of user authorization that can restrict access to certain data.

2.4.17. Allow for importing data from authorized sources (.CSV).

2.4.18. Allow for authorized access to data for the 66 TRS in the .CSV format.

2.4.19. Be able to aggregate historical information.

2.4.20. Allow controlled exchange of selected data within the 66 TRS as required.

2.4.21. Provide attribute measurements tuned to 66 TRS performance metrics;

2.4.22. Have comprehensive surveys that can be applied to individual or team evaluations;

2.4.23. Have the option to attach pictures to observations;

2.4.24. Be capable of voice to text on select mobile devices.

2.4.25. Enable specified users to add and remove events within an evaluation period.

2.4.26. Provide targeted feedback from cadre to students.

2.4.27. Show active or inactive accounts.

2.4.28. Store structured data collected under the contract for future analysis.

2.5. The vendor shall provide analysis services and technical sustainment support to the system and modules on the phone or on location.

2.6. Software and Hosting Infrastructure Service Requirements

2.6.1. The vendor shall configure and install their whole person assessment software and 66 TRS data on a secure server. Depending on the network, the vendor will facilitate the approval of 66 TRS use on a secure web location, maintain or be capable of accreditation for use on a 66 TRS network.

2.6.2. TRS may use the vendor-provided software, configurations, and store data on the AFNet or gov cloud. The vendor must demonstrate the ability to facilitate accreditation of their software to meet the requirements of these government networks.

2.6.3. Until the 66th TRS migrates the program to an authorized government cloud system, the vendor will continue to provide a stand-alone network and server capable of use in the syllabus driven field conditions. A power source will be provided by the government in field condition.

2.7. Software Service

2.7.1. The vendor shall service their software and data on the identified network in accordance with their Software Licensing Agreement. Software service shall consist of installation, scheduled software updates, and episodic maintenance.

2.8. Behavioral Analysis Service Requirements. The contractor shall provide:

2.8.1. Focused performance assessment and development demands a thorough application of SME analysis with a provided automating technology to ensure the assessment and development of talent, which will enable an enhanced operational capability.

2.8.2. The contractor shall provide SME analysis services to address 66 TRS assessment metrics against the current system to provide a modified whole person assessment system for SERE Specialist Training courses.

2.8.3. Vendor SME analysis shall align software to the established whole person performance model, technically configure the software, train cadre, and facilitate the integration of a whole person assessment system into 66 TRS SERE Specialist Training courses.

2.8.4. A minimum of one behavioral SME shall be an I/O psychologist.

2.8.5. The I/O psych will select additional SMEs as needed.

2.9. Project Management Requirements

2.9.1. The vendor shall maintain oversight of the entire contract and deliverables. The vendor shall provide a Project Manager for the period of performance to plan, direct, and schedule the timely and successful delivery.

2.9.2. The Project Manager shall be the same for both Lackland AFB and Fairchild AFB.

3. DELIVERABLES

3.1. The vendor shall provide configurable software and licensing in support of multiple AETC formal courses used for the development and training of SERE Specialists and partner students.

I/O and technical analysis services, software configuration, project management and work breakdown requirements. The Contracting Officer or representative will perform inspection and acceptance of the monthly deliverables furnished under the contract. The vendor will be notified of acceptance after the Contracting Officer and representatives have received required documentation of inspections performed by the accepting authority. The vendor will provide all data and reports in electronic format compatible with Microsoft Office 2000® or Adobe Acrobat Reader ®. All data shall be delivered in accordance with the schedule and format.

3.2. Contractor shall provide software licensing and support for: Fairchild (CLIN 0001) that includes:

3.2.1. Gideon Soft licenses for 90 users and 2 custom modules ISO S-V81-A and S-V89-A

3.2.2. 55: Students (55 is max PFT)

3.2.3. 35: Cadre (25 Cadre, 4 Psychs, & 6 leadership)

3.2.4. Software

3.2.4.1. The vendor shall deliver whole person assessment software configurations in accordance with the vendor-provided Software Licensing Agreement, through Software as a Solution (SaaS) to support the 66 TRS requirements .

3.2.5. Hardware

3.2.5.1. The vendor shall facilitate 66 TRS identification of any hardware requirements.

66 TRS will provide all hardware associated with the rapid integration of the required assessment system.

3.3. Analysis Services

3.3.1. Vendor shall provide I/O SME data analysis and expertise throughout the period of performance to ensure that data collection techniques are effective, and provide program recommendations once statistically significant trends are established.

3.3.2. Provide the government an end of course update for each completed course.

3.4. Project Management

3.4.1. The vendor shall provide a project manager to provide oversight of the entire program, report on implementation status, provide feedback and recommendations, and document all significant technical and programmatic events to date.

3.5. Contractor shall provide software licensing and support for Lackland AFB (CLIN 0002) that includes:

3.5.1. Vendor shall provide the initial configuration and program implementation for S-V70-A.

This will include a new Gideon Soft course module, additional licenses, collaboration with 66 Det 3 Cadre and Psych team, initial user/administrator training and on site configuration for a minimum of one complete course. This option shall maintain the same standards in both locations for continuity purposes.

3.5.2. Gideon Soft licenses for 55 users and 1 custom module ISO S-V70-A

3.5.3. 42: Students (max PFT 42)

3.5.4. 13: Det 3 Cadre (7 Cadre, 2 Psychs, & 4 leadership)

3.6. Schedule

3.6.1. The kick-of meeting shall be held at a mutually agreed time within 30 business days after contract award. Meeting may be held via teleconference for the majority of attendees however a minimum of two contractor representatives shall attend in person to facilitate fully understanding the SERE requirement.

3.7. Government Furnished Items/Materials

3.7.1. The vendor shall identify requirements to the Government (66 TRS) for evaluation for the effective integration of this program.

3.7.2. The government shall provide Apple OS or Android phones or tablets for cadre and student data collection.

4. DISTRIBUTION OF REPORTS AND DATA RIGHTS

4.1. Data Rights

4.1.1. This material may be reproduced by or for the U.S. Government pursuant to the copyright license under clause at DFARS 252.227-7013 (November 1995).

4.1.2. The U.S. Government retains Unlimited Rights to all user data under this program.

(DFARS 252.227-7013(a)(15)).

4.1.3. The U.S. Government will have Restricted Rights to the noncommercial computer software developed with private funding (DFARS 252.227-7014(a)(15)).

4.2. Distribution/Release Limitation Statements

4.2.1. All data provided to the vendor by the Government and/or developed by the vendor for the Government will be protected from disclosure in accordance with the markings contained on each document and as described in the following text. All other information relating to the items to be delivered or services to be performed under this delivery order may not be disclosed by any means without prior approval by the Government. Dissemination or public disclosure includes, but is not limited to, permitting access to such information by foreign nations or by any other person or entity; publication of technical or scientific papers; advertising; or, any other proposed public release. The vendor shall provide adequate physical protection to such information so as to preclude access by any person or entity not authorized such access by the Government.

4.2.2. Commercial Software and Software Documentation Rights

4.2.3. The vendor will be providing commercial software for this project. The Government retains rights to use the vendor’s Software and Technology as provided in the attached Software Licensing Agreement for the term of this project. The vendor’s Software Licensing Agreement is considered part of any proposal. Execution will include terms provided in the Software Licensing Agreement.

4.3. Security

4.3.1. No data or other deliverable from this project will be printed, distributed, published, briefed, or otherwise used without the expressed approval of the Contracting Officer.
