The purpose of this amendment is to answer final questions, which are on the attached page 2
The quote due date and time remain Thursday 23 August at 4:00 pm PDT. The deadline for submitting questions about this solicitation was yesterday, Wednesday 22 August at 4:00 pm PDT.

1. We are confused as to how the SMA/FE will get proper training from the back and not the front when their duties can’t be achieved from the back. They are to monitor aircraft systems, diagnose and eliminate problems, set and adjust engine for takeoff….etc. These are not possible from the back. Not to mention, if you are adding a third person to the aircraft, we would need to know the weight of the pilots, SMAs and all their gear to ensure the safest training.
Huey SMA’s are a very integrated member of the crew, and pilots often refer to their judgement in unusual situations.
Additionally, we assign experienced SMA’s to fly with low-time pilots to ensure a broad range of experience. The intent is for the SMA to simply observe the training from the back. It will be a high-time instructor/evaluator SMA who will be attending the course with the pilots. If weight and safety are an issue and it is believed they cannot be mitigated, then the SMA will not fly the sortie and will simply be a part of the brief and debrief of the flights. The 3 hour requirement is intended to happen concurrently with pilots.
2. Based on the requirement of the FE’s station in the back of the aircraft, can you confirm that the Robinson R66 and Bell 206 B Models will not be considered in the interest of safety for all involved?
The Bell 206B appears to be capable of the training though weight could be an issue so the entire crew may not be able to go on every flight due to the profile. The major intent on the airframe was to minimize the ‘learning the aircraft’ period that inherently happens when flying a new aircraft, and for the focus to be on point of instruction. We are also only considering high-time instructor pilots for the same reason.
