STATEMENT OF WORK (SOW)
UPGRADE ACADEMICS UNCLASSIFIED &
CLASSIFIED CCTV SYSTEM
IN
BLDG 1256, BUD DAY CENTER

UPGRADE CAMERA SYSTEMS, BLDG 1256,
ROOMS 134,135,136,137,138,139, 140, 141,
142B AND 130B
1) PROJECT LOCATION: All work will be performed in building 1256, Bud Day Center; Rooms 134,135,136,137,138,139,140,142B and 130B. The building is located at 1025 W. Survival Loop, Fairchild AFB WA 99011.
2) PERFORMANCE PERIOD:
a) The period of performance will be 60 calendar days, beginning the day after the contract is awarded.
b) Service work can be completed from Tuesday-through-Thursday, 0900-1600hrs each week to ensure operational tests of the camera systems can be conducted when classified operations are not occurring. Extended hours may be made available if required and in the best interests of the Government.
3) DESCRIPTION OF SERVICES: All work shall be performed in accordance with all federal, state, and local regulations. The contractor shall install new Camera network/communications systems in room 135,136,137,138,139,140, 141 142B, 134 & 130B of the Bud Day Building and resolve POE camera’s being able to reach back to classified hard drives from rooms 135,136,137,138,139, 140, 141 and 142B. Pelco/endure workstation will be rearranged into a user friendly setup and will be upgraded to the most up-to-date software version. Endurea Workstation will include the ability to connect a standalone hard drive to the current network video recorder. Back-up recording system will be installed in room 141 for the classified camera storage system. All audio recording and listening from microphones and sound bars, will have all reverberation and static removed during actual training use, and contractor will improve audio quality throughout entire system.
4) WORK SPECIFICATIONS:
a) Room 135,136,137,138,139 AND 140:
i) Contractor must resolve issue of Power Over Ethernet (POE) devices having potential access to classified material.
ii) Installing new fiber optic secure network switches to connect POE devices from room 141 back to each room. Ensure all cables only allow audio/video information to be sent from inside classified safes to POE devices.
iii) Contractor must secure all network and audio/visual wall exposed cables with hard metal conduit, in all rooms. Minimizing potential breach of classified information.
iv) All audio visual devices will incorporate digital optical audio/HDMI capabilities including but not limited to all T.V monitors and audio sound bars. Contractor will install sound bars with a wall mount, directly under the T.V monitors.
v) All non-POE cameras will be replaced with new Pelco POE HD cameras
vi) All rooms will have new ceiling-mounted boundary layer-Omnidirectional microphones, designed for speech. Microphones must have a maximum sound pressure level (SPL) of 120dB with no more than 3% total harmonic distortion (THD). Microphones will be installed in the middle of room and include removal of old microphones.
vii) Move all Video Encoders from the ceiling into room 141. Encoders may fit into one of the two Safes or contractor can utilize A/V rack that is currently not in use to store encoders.
b) Room 141:
i) Installation and testing of system upgrades to current PELCO camera system (including backup recording to current storage with an NSM).
Ensure current workstation is secure of network cable reach-back into classified safe. Removal of unused audio/visual equipment from small IT case inside room. Relocate any currently used audio/video equipment to the single A/V safe.
ii) Provide encoder capabilities from projector in room 142 to room 142B.
c) Room 130B/134
i) Operational test of current unclassified Pelco camera system. Repair including one Dell CPU Workstation, Installation, testing of VICONET workstation systems (including one closed network connection in room 133 to VICONET system).
ii) Contractor will provide one working 55” minimum television monitor for the VICONET workstation in room 134. The Monitor will not have wireless capabilities and will be mounted on current wall mount bracket.
d) Room 141 & 142B:
i) Installation and testing of hardline audio communications telephone between room 141 workstation area and room 142B role play training room.
ii) Installation of new HDMI plug-in for hand held camera and lines run from Room 142B to room 141.
iii) Contractor will provide one working 55” minimum television monitor for the PELCO workstation in room 141. The Monitor will not have wireless capabilities and will be mounted on current wall mount bracket.
iv) Installation of ceiling mounted boundary layer-Super cardioid microphone, designed for speech. Microphone must have a maximum sound pressure level (SPL) of 120dB with no more than 3% total harmonic distortion (THD). Will be installed in the middle of room 142B and include removal of old microphones.
e) Removal of System: All non-POE cameras in all rooms and their hardware that is inside classified safe will be removed, as well as all outdated or unused cables and microphones. The small audio/visual storage rack can be removed if needed and all hardware will be incorporated into current two safes and single A/V rack upon completion.
f) Back up Mobile Training Team Kit: provide backup system consisting of HDMI projector, 2 hand-held HDMI video cameras, 2 external microphones for video camera, hardened case capable of fitting all items in kit, & all necessary HDMI Power/Audio cables to run this back-up system from room 142B to room 142.
g) Bill Of Materials (BOM): Contractor shall provide an equipment list which shall include item name, item description, part number, quantity, unit serial numbers (if any) as well as any remarks the Contractor deems necessary.
h) Cleanup: The contractor shall clean the work sites at the end of each installation day, remove and dispose of all debris to an off-base location. Cardboard may be recycled at the base Recycle Center.
5) GOVERNMENT FACILITIES AND SERVICES: The Government shall furnish all site access, restroom facilities, electrical power, and security escorts during classified training.
6) INSTALLATION STANDARDS: The following installation standards shall be followed.
a) All contracted fixed-equipment purchases must be “cradle to grave” installation. Contracted equipment installation must be 100% complete and functional
b) All equipment mounting brackets shall be secured using finish screws that color-match the mounting brackets. Any damage to the wall and/or ceiling during installation of equipment shall be professionally repaired to match texture and color of surrounding area. Damaged ceiling tiles or flooring material shall be replaced with matching material.
c) All wiring throughout this CCTV project will be hidden from plain site above the ceiling. Any wiring that must be visible on walls will be placed inside ¾” Electric Metallic Tubing (EMT). Exposed conduit shall match the color of adjoining walls. Ground mounted conduit and boxes are prohibited.
d) All power cords and data lines shall exit walls and ceilings at a point as close to the equipment as possible. All data lines shall enter walls in boxes with color-coded faceplates that match the type originally installed at the facility.
e) Any electrical work necessary for project equipment install or removal of old equipment shall be the responsibility of the contractor, and all work must meet and pass all base codes and inspections. All pre-existing cables and wires shall be removed by the contractor and disposed of. All un-used electrical runs shall be terminated per code and the facility standards. The finished work shall conceal all electrical feeders from view with terminations contained in approved junction boxes.
7) GENERAL INFORMATION:
a) Detailed contract information shall be included with project proposal upon award of government contract.
b) See below for graphic breakdown of each section and the placement of current
CCTV unclassified and classified systems.
