Sources Sought-Refuse Services-Fairchild Air Force Base, Washington
This is a source sought notice for the purchase of Refuse Services at Fairchild AFB, WA and will be solicited under solicitation number FA4620-18-R-0002. This acquisition will be solicited using FAR Parts 12 and 13. The requirement consists of providing recurring refuse services at Fairchild AFB. All work will be performed in accordance with all federal, state, local laws and regulations, and the Performance-based Work Statement. The requirement will consist of one base year, beginning on 1 October 2018, and will include 4 additional option years. Fairchild AFB intends to solicit this requirement as sole source procurement to Torre Refuse and Recycling. This acquisition will require the contractor to collect refuse and dispose of it in accordance with Washington State Utilities and Transportation Commission (WUTC) regulations, authorized under the Revised Code of Washington (RCW) 81.77.030. The WUTC's purpose is to ensure that refuse collection and disposal are fairly priced, available, reliable, and safe. All solid waste companies in Washington fall under the regulation of the WUTC which dictates where each solid waste company can offer and provide its services. Torre Refuse and Recycling is the firm authorized by the WUTC to provide service for the area of Spokane County that Fairchild AFB occupies. Fairchild AFB is located in a region that has been certified to Torre Refuse and Recycling, under Tariff #3.
Vendors that believe their company is capable to conform to the WUTC requirements above, have a valid certificate for the Fairchild AFB region described above and in the Performance Work Statement, are invited to submit a capability package. The applicable North American Industry Classification System (NAICS) code is 562111 with a small business size standard of $38.5M. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov . Lack of SAM registration will make an offeror ineligible for award.
