Section B: Description of the Supplies/Services Required
The 509th Weapons Squadron (WPS) is soliciting the purchase of a Long Wave Infrared (LWIR) Camera for the existing MANPADS 7 training simulator, Part Number GMR2017-MSIM-0003, at Fairchild AFB, WA.
The required LWIR camera will have the capability to interface with the MANPADS 7 training simulator and has the following salient qualities:
- MANPADS Portable instrumentation unit with infrared video acquisition and data recorder.
- 25" x 20" X15" footprint
- CAT-5e connectivity to power and gas regulation unit
- 640x512 pixel display
- Launch tube mounting bracket
- Solid state disk data recorder
- Operational modes for dark and bright backgrounds
- GPS time code receiver
- HD-SDI video output
- Embedded video overlay processor
- Optimized electrical signal filtering for reticle coordinate generation
- 80 W Max power consumption
- Automated through missile power relay
- 100 - 240 VAC, 18-28 VDC Power input
Section C: Justification for Soliciting from a Single Source or Brand Name
The 509th WPS currently uses the MANPADS 7 training simulator and additional equipment must be compatible with the existing system. Due to the complexity and proprietary rights of this system, Green Mountain Research, is the only company capable of providing an LWIR Camera for the existing MANPADS 7 training simulator. Green Mountain Research as the sole designer, developer and manufacturer of the MANPADS 7 system, owns the proprietary rights, hardware schematics and data rights for this system. The original procurement for the MANPADS 7 system was solicited and awarded to Green Mountain Research as a Sole Source under contract number FA462017PA094.
Development of a LWIR camera specifically modified for the existing MANPADS 7 simulator is unique to this specific vendor and incorporates rare parts, research, and engineering in order to develop an effective system capable of high fidelity engagements. This simulator is built using precisely replicated equipment to simulate actual engagements from the shooter's prospective. Any other camera systems will not have the desired technical capability, nor will it interface correctly with the existing MANPADS 7 simulator system. The MANPADS 7 system software will need to be modified to allow for the addition of a LWIR camera. The camera will be installed at Fairchild AFB and requires a technician capable of providing software modifications to the MANPADS 7 simulator to allow for successful product integration.
Green Mountain Research was called in regards to the MANPADS 7 Trainer System and the process required to incorporate a LWIR. They stated that for another contractor to attempt to install a LWIR system onto the existing MANPADS 7 they would be required to reverse engineer the entire system. This is not a viable option as Green Mountain owns the proprietary right to this system.
Section D: Efforts to Obtain Competition
Market research was conducted to determine if any vendors, other than Green Mountain Research Inc., are capable of meeting the requirements of the 509th Weapons Squadron. Similar products were found but none that are compatible with the current MANPADS 7 system in use by the 509th WPS.
In an effort to obtain competition a sources sought was posted on FBO.gov (FBO). Green Mountain Research was the only company that submitted a response to the Sources Sought stating " Green Mountain Research will be able to fulfill the MANPADS IR camera requirement. Our proposed solution is semi-custom integration based on the required salient qualities document".
Section E: Steps to Preclude Future Single Source or Brand Name Awards
At this time there are no plans to preclude future single source awards of a product of this nature. This is likely due to the limited number of parts available, the nature of the product, and the specific knowledge/production capability required to develop and install a LWIR system on the current MANPADS 7 training simulator. Until such time as the current system is replaced, the 509th WPS will have a requirement to use Green Mountain Research as the Sole provider of product to be utilized in conjunction with the MANPADS 7 system to ensure interoperability with the existing equipment. Market surveys will be done by the government prior to any award for this type of product to ensure maximum competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
