PERFROMANCE WORK STATEMENT FOR INSPECTION, MAINTENANCE, AND

REPAIR OF MXG FIRE EXTINGUISHERS

FAIRCHILD AFB WA

1. DESCRIPTION OF SERVICES

The contractor shall perform service on portable and wheeled fire extinguishers located on Fairchild AFB, Washington. The service shall include required maintenance IAW NFPA 10 Standard for Portable Fire Extinguishers (latest edition), TO 13F4-4-121, and manufacturer specifications.

2. SCOPE OF WORK.

2.1. The contractor shall provide maintenance and service for all portable extinguishers listed on in appendix 1. The contractor shall provide maintenance and service for 150lb wheeled Halon extinguishers. All recharge, and reclaim, shall be included in this contract. The contractor shall provide each extinguisher with a unique three digit identification number in 4 inch high reflective letters. The contractor shall also be responsible for repairing or replacing all reflective materials identified in Figure 5-7 of TO 13F4-4-121.

2.2. Testing: All extinguishers requiring hydrostatic testing must be tested per manufacturers specifications. The contractor shall attach proper documentation to each extinguisher identifying when the testing was conducted and that the unit passed IAW NFPA 10 (latest edition).

Extinguishers that fail the hydrostatic test or cannot be repaired shall be identified and approved by the Government for disposal.

2.3. Documentation: The contractor shall provide the government representative a report that at a minimum identifies the extinguisher’s base ID number, serial number, class, model number, inspection date, next inspection due date, maintenance due date, hydrostatic due date and comments on service/testing. Detailed invoicing of repairs is required, to include, but not limited to, the number of each type serviced and a bill of materials for any repairs.

2.4. Government-furnished material and facilities. The Government will provide all Halon required for extinguisher maintenance. All halon provided to the contractor for use in the extinguishers shall be tracked by the contractor and quantities provided in the inspection report.

The Government will provide a shop and storage facility on base for use by the contractor to inspect and repair flight line fire extinguishers.

2.5. Repairs: The contractor shall provide parts and labor to repair fire extinguishers as needed to bring them into full working order up to the $500.00 limit, beyond that limit the contractor must get approval from the Assistant Chief of Fire Prevention or designated representative before the part is ordered or the repair completed. Repair costs up to the limits below can be made by the contractor and invoiced to the repair CLIN in Wide Area Work Flow. These repairs must be documented thoroughly in the invoicing in order for payment to be authorized.

The maximum repair allowance are as follows:

All extinguishers: not more than $500.00 per extinguisher.

Any repair exceeding the amounts listed above is not covered in this contract. If the contractor believes that the repair of the extinguisher exceeds the maximum repair allowance for the unit, they shall notify the government representative listed above for further instructions.

3. GENERAL INFORMATION.

3.1 Hours & Holidays:

Normal business hours for installation and training are 0700-1700 PST.

The following federal holidays are observed:

3.3 Contractor will coordinate with customer regarding any passes and/or escorts onto the base and into any secure areas, as necessary for this contract.

4. CONTINUATION OF MISSION ESSENTIAL FUNCTIONS. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that fire extinguisher maintenance services are essential for performance during a crisis.

5. Workload Data. The fire extinguishers to be inspected by the contractor are shown in appendix 1.

6. Schedule. Contractor shall have five business days, starting after the day they receive notification from the Government representative, to begin performance.
