Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 92 Contracting Squadron 110 W. Ent Street Fairchild AFB, WA 99011
Project/Program Name: SERE Medic UTVs
Purchase Request/Identification Number: F1XTRS8139A001
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The Survival Evasion Resistance Escape (SERE) Medical Clinic is requires two Polaris Ranger Crew XP 900 UTVs. The UTVs will be utilized during SERE training as a method of egress for medical emergencies. They will enhance mission effectiveness by providing access to patient providing care in a timely manner over rough terrain in the austere locations in which SERE training takes place.
Section C: Justification for Soliciting from a Single Source or Brand Name
The SERE medical clinic currently has an inventory of Prospector Pro Tracks (model #2876987) to be utilized during the winter months which are only compatible with Polaris UTVs which SERE already operates. With these quantities on hand (bench stock quantities) they are able to respond to maintenance/track replacement issues for existing Polaris UTVs before subsequent emergencies arise. In the event that the tracks become inoperable, quick replacement is required prior to emergency response. As the SERE Medical staff is trained to change the current track model, a alternative UTV and subsequent track would increase training required decreasing emergency response capabilities. As a result in order to prevent undue costs caused by the re-procurement of an entire stock of UTV tracks, the UTVs acquired by this contract must be compatible with the aforementioned tracks. Therefore, limiting this acquisition to a brand name requirement of Polaris Ranger Crew XP 900 UTVs.
A sources sought document was posted on the GPE for one week. There were no responses that claimed that any other brand name UTV would be compatible with the Prospector Pro Tracks. Thus, confirming that the brand name of Polaris is the only acceptable procurement.
Section D: Efforts to Obtain Competition
Until the Prospector Pro Tracks are no longer serviceable, there are no feasible efforts to dissolve the brand name requirement of this acquisition. However, the market research was initially conducted by the mission partner who collected three informal quotes. We then contacted the businesses who submitted quotes from the FY17 requirement who provided positive responses when asked if they would be interested in providing a quote. Additionally, a Dynamic Small Business search conducted on the Small Business Association (SBA) website yielded 30 profiles that matched the criteria of a small business registered under NAICS 336999 in the state of Washington alone. Although competition is limited by the brand name requirement, market research predicts we will still receive adequate small business competition.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
There are no actions that can be taken at this time to prevent barriers to competition for this existing need. For the reasons listed in section D, Polaris is the only brand that will meet the requirement. However, any future UTV requirements will be made available to all vendors that are capable of providing the items that meet the needs of the government at that time.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
