STATEMENT OF WORK (SOW)
22TRS ELECTRONIC ACCESS
CONTROL LOCKS
IN
BLDG 1256, BUD DAY

1. Scope of Work:
1.1.The contractor shall expand the current Hirsch Electronic Access lock system into Building 1712 & 1256, 22 Training Squadron (TRS). Both systems buildings will require their own independent local servers and workstations; there will be no connection to current government network systems.
1.2.Hirsch Electronic Access Lock system must have a core and key access IAW base design standards (Division 9-Openings, Section 087100-Door Hardware Data Sheet) SECTION 087100 – DOOR HARDWARE A. IN-HOUSE AND
CORPS OF ENGINEER PROJECTS
1.2.1. There will be 23 doors total within the building 1712 and 1256 requiring electronic locks. These doors will be controlled using a combination of magnetic locks, electric strikes, a Request for Exit (REX) passive infrared eye, emergency overrides for magnetic locks, a door sounder, and doors will be monitored with door positioning switches. All readers will be Common Access Card (CAC) and HID card capable.
1.2.2. All servers and switches and control boxes will be located in the following places: Building 1712 Equipment / Telephone Room adjacent to Room 147;
Building 1256 Communications closet next to room 145. All power supplies for (keypads, magnetic locks and electric strike) will be installed out of site and near the location of the electronic lock door if possible. There will be two workstations installed in room 134 of Building 1256 and one workstation installed in room 107 of building 1712.
1.2.3. The contractor is responsible for providing and installing all equipment that is not clearly identified as “government supplied.” The contractor is responsible for providing and installing all low voltage cabling. Perform panel terminations, commission, download and test. This purchase and installation shall comply with all federal, state, local laws and regulations, commercial standards, manufacturer’s specifications, National Electrical Code (NEC), and this statement of work. The contractor shall purchase and install all equipment.
2. Installation Information: The contractor shall coordinate all equipment installation activities with the assigned Government Points of Contact (POCs) for the respective areas. Installation shall occur with little or no disruption to existing services. Any disruption of service shall be coordinated with the assigned Government POCs.
Upon installation conclusion the project must be cleared by 92 CES/CEOHS, 336 TRG Network Ops and the 92 SFS/ESS Office, and Base Fire Inspectors
2.1.Prior to any work being performed for Bldg. 1712, Rm 147, the POC for this contract will inform Mr. Dave Sherman 92 SFS/ESS, david.sherman.15@us.af.mil, 247-3423 48 hours prior. Failure could result in an alarm activation, gate closure, and commander’s action. This room contains intrusion detection above the ceiling and those sensors are active.
3. Facility Standards: All data lines, cables, and wires shall run in ceilings wherever possible and any exposed wires shall run through new ¾ inch Electrical Metallic Conduit (EMT) and all wires shall enter/exit through walls and ceilings at a point as close to the equipment as possible. Room 147, Video and Equipment / Telephone rooms are monitored with Intrusion Detection and is a classified work area. Level II card reader is required for classified areas. Electronic lock wires penetrating the classified area intrusion detection walls shall have noise disruption attenuation and pour seal material. Above ceiling wires can be free ran. Above ceiling wires will be a minimum 3 feet from all existing ballast lights and shall not lay on the ceiling tile.
Wires can be attached to above ceiling walls. To comply with Fairchild AFB (FAFB) Design Guide all exposed EMT shall be color matched to existing wall color. All data lines shall terminate in an existing or a new wall jack that matches the existing wall jacks and faceplates. All enclosures, cables, and termination shall be labeled. No splices are allowed. All wiring shall be terminated on blocks, neatly routed, plenum rated, and shall be labeled.
4. Location of Work: Fairchild Air Force Base Washington, 22nd Training Squadron, Building 1712 Resistance Training Facility and Building 1256 SERE Academics.
5. Scope of Work Defined 5.1.Locksets, Latchsets, and Deadbolts; the designer shall write the specifications to include the following:
5.1.1. “Locksets, latchsets and deadlocks shall be heavy-duty weight. To the maximum extent possible, all locksets, latchsets and deadlocks shall be from the same manufacturer, and of matching style, finish, color, etc. All key operated locks shall be compatible with the Best Lock Corporation "BEST" interchangeable cores.”
5.1.2. The keying schedule shall be developed by the designer and be included in either the project specifications or project drawings.
5.1.3. Lock cores shall be specified as follows:The contractor shall provide seven pin "BEST" "BIC" keyway cores (no substitutes) keyed to the Base Best Grandmaster Key controlled system. Final "pinned" cores and keys shall be purchased from "BEST" by the contractor and shipped to the base locksmith so that they are received prior to Substantial Completion. The base will install the final cores and return the construction cores to the manufacturer.
5.2.The contractor shall utilize existing electrical runs for power provisions. All un-used electrical runs shall be terminated per code and the facility standards. The finished work shall conceal all electrical feeders from view with terminations contained in approved junction boxes. All alarm points will be supervised.
5.3.All tampers will be individually wired or commonly known as “point wired”. All junction boxes will be individually tamper protected, point wired, and monitored continuously.
5.4.All exposed conduit will match the existing color of paint.
5.5.All tampers terminating at the electronic keypad will be individually labeled. The card reader power supply should be co-located with panel.
5.6.The contractor shall provide 500 HID Prox cards and a labeler at each workstation for the cards.
5.7.Card Readers and associated installation kits will be in accordance with Appendix A. This also indicates their specific locations and equipment requirements.
5.8.There will be two Hirsch Velocity Workstations installed in room 134, building 1256 and one Hirsch Velocity Workstation installed in room 107 of building 1712.
These Workstations will be designed in such a way that they do not interfere with current operations in each room and will run the locks of their respective buildings independently. They will be set up in a user friendly configuration that allows for full access control of each lock. The workstation will also allow for easy Common Access Card and HID Proximity card registration. The Workstation will be set up with the capability to print labels onto HID prox cards.
5.9.Install Passive Infrared REX black in color above each door identified in the tables, the REX will be the authorized departure. Emergency Override buttons (Stopper Station) with clear hinged cover without siren/horn capabilities will be used at all installed magnetic lock locations. Each applicable override button will be individually wired as a separate alarm point.
5.10.The contractor shall provide seven pin "BEST" "BIC" keyway cores (no substitutes) keyed to the Base Best Grandmaster Key controlled system. Final "pinned" cores and keys shall be purchased from "BEST" by the contractor and shipped to the base locksmith so that they are received prior to Substantial Completion. The base will install the final cores and return the construction cores to the manufacture
6. Testing. The contractor shall ensure the product, including integration testing with all new and installed components, is tested prior to activation. All areas subject to any work effort under this contract shall be tested. The contractor shall notify the government at least two days in advance when they shall be ready to perform acceptance testing. The contractor shall perform system component and functionality acceptance testing during the installation phase in accordance with the manufacturer’s and company’s installation and testing procedures. The contractor shall test the system according to the manufacturer’s diagnostic and readiness test specifications and industry standards after installation activities are completed (e.g.
magnetic locks, electric strike, card access, door forced, door propped, entry granted, unknown card, user restricted, invalid time, no access, and AC Power Loss/Restored). CES office will approve a final test validating each tamper lock related function (e.g., REX, emergency override, panic bars).
7. Quality Assurance. The contractor shall utilize their own internal quality control standards and equipment manufacturer’s standard commercial / quality control practices to verify that the system meets the requirements as a basis for acceptance by the Government.
8. As-Builds/Maintenance. Will need to show all card readers, panels, expansion panels, keypads, conduit and wire paths, electric strikes, magnetic locks, emergency overrides, power supplies, REX, electrical panel, breaker, room names.
9. Bill Of Materials (BOM). Contractor shall provide an equipment list which shall include item name, item description, part number, quantity, unit serial numbers (if any) as well as any remarks the Contractor deems necessary.
10. Cleanup. The contractor shall clean the work sites at the end of each installation day, remove and dispose of all debris to an off-base location. Cardboard may be recycled at the base Recycle Center.
11. Government furnished Property, Equipment, and Services. The contractor shall be provided restroom access in the facility, electricity, and police and fire protection in an event of an emergency.
11.1.Rm 147 contains balance magnetic switches (BMS). These BMSs will not be removed or altered. Doing so will affect this room’s intrusion detection system certification
11.2.HIRSCH Government owned equipment that can be used during the installation of the electronic locks; any software/firmware updates needed on the equipment will be the responsibility of the contractor. Any other currently used equipment can be seen in Appendix C. See the following table for current unused Hirsch Equipment:

12. Installation Standards: The following installation standards shall be followed.
All contracted fixed-equipment purchases must be “cradle to grave” installation.
Contracted equipment installation must be 100% complete and functional. Civil Engineering (CE) Customer Service may be contacted at (509) 247-2302/2303 to request consultation and inspection by Civil Engineer craftsmen and/or engineers. CE Customer Service must be notified upon completion of all approved work. CE Engineer Craftsmen Lock Smith need to be present during installation for project continuity.
12.1.A survey to determine the presence, and or abatement of hazardous materials (i.e. asbestos, lead based paint) shall be addressed via the current coordination process for AF IMT 332.
12.2.All equipment mounting brackets shall be secured using finish screws that color-match the mounting brackets. Any damage to the wall and/or ceiling during installation of equipment shall be professionally repaired to match texture and color of surrounding area. Damaged ceiling tiles or flooring material shall be replaced with matching material.
12.3.All power cords and data lines (Any color except for red can be used) shall exit walls and ceilings at a point as close to the equipment as possible. All data lines shall enter walls in boxes with color coded faceplates that match the type originally installed at the facility.
13. Life Safety
13.1.The contractor is responsible for completing the emergency fire release cable for ACS power regarding only magnetic locks. All magnetic locks must be installed in accordance with Life Safety Code
13.2 All exit doors that will have magnetic locks installed must have working emergency lights on the egress side. The system will not be certified operational without this.
13.3.The contractor will terminate both fire release ends, defined as the locking power source and fire alarm panel.
13.4.The Base Fire Prevention Office will perform a joint (Fire Company, 22 TRS,and the contractor) overall magnetic lock system test with multiple buildings ensuring compliance with Life Safety Code(s).
16. Period of Performance. All work will be completed within 120 days from date of award.
17. Continuation of Mission Essential Services.
17.1.IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that these fixture installations are not essential for performance during a crisis.
18. Appendixes:
18.1.Appendix legend: Card Reader– CR, Door Position – DP, Keypad – KP, Electric Strike – ES, Magnetic Lock – ML, Emergency Override – EO, Request For Exit – REX, Host Panel – HP, Expansion Panel – EXP, Door Sounder – DS, and Altronix for door lock power.

19. Maintenance. The Customer (22 TRS) SERE personnel or contractor will be responsible for any maintenance on the Hirsch Electronic Access Lock System. The 92 CES/CEOHS will only be responsible for maintenance for cores and keys.
14. Training. Contractor will ensure government POC’s are adequately trained on using the Hirsch/Velocity Workstation, CAC/HID card registration, Door Access Control, Door/User Groups, and label making.
15. General Information:
15.1.Hours of Operation: Due to restrictions of contractor work hours it is highly recommended that this project be completed during the two week summer stand down, or the three week Christmas break; during these periods there are no restrictions on work hours. Bldg. 1712 has restrictive work hours due to facility’s classified training and the installers can only perform work Friday through Monday, 7:30 AM to 4:30 PM, excluding federal holidays. Building 1256 has restrictive work hours due to facility’s classified training and the installers can only perform work Tuesday through Thursday 10:00 AM to 5:00 PM, including federal holidays.
