STATEMENT OF WORK
HARD COPY BOOK LEASE AND AUDIO BOOK PURCHASE PLAN
FAIRCHILD AIR FORCE BASE LIBRARY
92FSS
1. DESCRIPTION OF SERVICES. The contractor will supply new Adult, Teen and Children’s fiction and non-fiction books and new Adult and Young Adult fiction and non-fiction audio books to the Fairchild AFB Library, in accordance with this Statement of Work.
2. REQUIREMENTS.
2.1 Number of Books:
2.1.1. Adult & Teen Books: The annual book allowance is 660. One book allowance is deducted for each book with a publisher list price of $27 or less. An additional allowance is deducted for each $10 increment added to publisher list price. Titles and prices can be found in the contractor’s online and print catalogs. Three books for every ten books (30%) shipped to the Fairchild AFB Library through this lease plan may be retained for transfer to the permanent collection at no additional charge.
2.1.2. Children’s Books: The annual allowance is 2,520 points. The number of points required per book is based upon its publisher list price. Point values for each title can be found in the contractor’s online and print catalogs. All books ordered through this purchase subscription point plan become the property of the Fairchild AFB Library upon receipt (100% retention).
2.1.3. Audio Books: The annual allowance is 1,800 points. The number of points required per audio book is based upon its publisher list price. Point values for each title can be found in the contractor’s online and print catalogs. All audio books ordered through this purchase subscription point plan become the property of the Fairchild AFB Library upon receipt (100% retention).
2.2 Unused Points: Unused point allowances automatically “roll over” into the next subscription year as long as the contract is renewed. Unused allowances are lost when the service is terminated.
2.3 Delivery of New Books: Books will be delivered to the Fairchild AFB Library directly, via UPS or the Postal Service. Shipping and standard cataloging and processing are included in the subscription price.
2.4 Pick Up of Returned Books: Leased Adult and Teen books can be returned at any time during the contract period. The contractor will provide UPS Authorized Return Service shipping labels for return of leased books during the contract period. The library should have the UPS driver take the returns during a regular delivery to the Fairchild AFB Library.
There will be a non-refundable service charge to the government if UPS is called for a special ARS pick up. Contact the contractor about using a freight service for shipments in excess of 200 books. The government is responsible for costs associated with returning the books in the leased collection if the service is terminated.
2.5 Lost or Stolen Books: Up to ten percent of the Fairchild AFB Library's annual leased book shipments may be deducted to cover lost or stolen items.
3. QUALITY ASSURANCE
3.1 Incorrect Orders: Orders that have already been shipped cannot be changed or canceled.
Children’s books become the property of the government upon receipt. Leased Adult and Teen books can be returned but points cannot be restored for government errors.
3.2 Incorrect Delivery: Return shipping labels will be provided if necessary to correct errors in order fulfillment made by the contractor. Credit will be given for points deducted.
3.3 Damaged Books: No-charge replacements will be provided for damaged items up to six months after receipt, and publisher defects will be replaced with no time limitations.
3.4 Continuation of Mission Essential Functions. DFARS 252.237-7023, Continuation of Mission Essential Functions (Mar2010), and any aforementioned Air Force Implementation, unless otherwise directed by an authorized Government Representative, it is determined that the requirements under this Statement of Work are considered non-essential) during a crisis.
