FIRE EXTINGUISHER MAINTENANCE

FAIRCHILD AFB

20 September 2016

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

The purpose of this amendment is to answer questions asked by vendors and extend the quote due date, insert FAR Clause 52.223-3 Hazardous Material Identification And Material Safety Data by reference, and time to Thursday, 22 September 2016 at 2:00 PM PST.

Question 1. AFFARs Clause 5352.223-9000 (C) States “The requiring activity has obtained SAO approval to permit the contractor to use the following Class I ODS(s):” Is the contractor authorized to perform work on halon systems?

Answer 1. Yes. The contractor is required to fill out attached Material Data Safety Sheet (MSDS).

Question 2. Paragraph 1.1 of the PWS states “Personnel, 7.1.2.1. “Shall be certified”. IAW NFPA 10 -

7.1.2.1.2 Certification requires that a person pass a test administered by an organization acceptable to the Authority Having Jurisdiction (AHJ).” How will this be evaluated?

Answer 2. The Government will accept in-house certification/training. Contractor is required to provide the Contracting Officer Representative (COR) and AHJ with the training records of any technicians that are to perform work on this contract.

Solicitation FA4620-16-T-A317 for fire extinguisher inspection, maintenance, and testing for the Fairchild AFB 92 Civil Engineer Fire department is hereby issued as a Request for Quotation (RFQ).

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2005-89.

This solicitation has been set aside for 100% Small Business under the NAICS Code of 811310, with a small business size standard of $7,500,000.00.

PERFROMANCE WORK STATEMENT FOR INSPECTION, MAINTENANCE, AND

REPAIR OF BASE FIRE EXTINGUISHERS

FAIRCHILD AFB WA

1. DESCRIPTION OF SERVICES

The contractor shall perform service on portable and wheeled fire extinguishers located on Fairchild AFB, Washington. The service shall include required maintenance in accordance with (IAW) NFPA 10 Standard for Portable Fire Extinguishers (latest edition), NFPA 408 Standard for Aircraft Hand Portable Fire Extinguishers (latest edition), TO 13F4-4-121, and manufacturer specifications.

1.1 Scope of Work: The contractor shall furnish all labor, parts materials, equipment, and transportation necessary to perform maintenance and service for all portable extinguishers in Appendix 1. The contractor shall provide maintenance and service for 125lb Wheeled Dry Chemical extinguishers, Class D Extinguishers, and Class K extinguishers. The contractor shall provide maintenance and service for both 5lb portable Halon and 150lb wheeled Halon extinguishers. The contractor shall provide Hydrostatic testing as outlined in Appendix 1. All disposal, recharge, reclaim, and CO2 conductivity fees shall be included in this contract.

a. During the performance of this contract the contractor shall follow all state/federal laws, and current National Fire Protection Association (NFPA) Standards 10 (current edition), NFPA 408 Standard for Aircraft Hand Portable Fire Extinguishers (latest edition), TO 13F4-4-121, and manufacturer specifications for the inspection and maintenance of portable fire extinguishers.

b. IAW NFPA 10 (current edition) 7.1.2. Personnel, 7.1.2.1. “Shall be certified”. IAW NFPA 10 -

7.1.2.1.2 Certification requires that a person pass a test administered by an organization acceptable to the Authority Having Jurisdiction (AHJ). (For FAFB the AHJ is the Fire Chief) IAW NFAP 10

– 7.1.2.1.6. Contractor shall provide COR and AHJ technicians’ training records if taining is done in-house. The document or certification shall be made available when requested by the authority having jurisdiction.

c. The contractor shall not employ any person who is an employee of the United States Government if that person would create a conflict of interest.

1.1.1 Portable Type Fire Extinguisher Inspections:

a. The contractor shall perform annual inspections IAW NFPA 10 (current edition) on extinguishers identified in Appendix 1.

b. The contractor shall tag each extinguisher showing at a minimum: name of company, technician inspecting, date of inspection, and any repairs that are required.

c. The contractor shall provide the Contracting Officer’s Representative (COR) with a computer generated updated listing by fire extinguisher inspected showing:

(1) Extinguisher type

(2) Manufacturer

(3) Model number

(4) Size

(5) Serial number

(6) Date of manufacture

(7) Date of last hydrostatic test or 6 year inspection

(8) Annual inspection date (if applicable)

(9) The listing shall include due date of next 6 year maintenance and hydrostatic tests of each extinguisher.

d. The updated listing will be reviewed by the COR with the contractor.

1.2 Six Year Maintenance:

The contractor shall provide six year maintenance of fire extinguishers IAW NFPA 10(current edition), Chapter 7, NFPA 408, and manufacturer’s instructions.

1.3 Twelve Year Maintenance:

All extinguishers that are required to be hydrostatically tested per manufacturer’s recommendations, shall be tested IAW NFPA 10. The contractor shall attach proper documentation to each extinguisher identifying when the testing was conducted and that the unit passed. Extinguishers that fail the hydrostatic test shall be identified to the Government for disposal.

1.4 Annual Maintenance Schedule:

Upon contract award, a recommended annual maintenance schedule will be provided to the contractor. At a minimum, monthly visits with a variance of inspections will be required by contractor. Limited variance of the schedule will be allowed due to compliance.

1.5 Repairs: The contractor shall provide parts and labor to repair fire extinguishers as needed to bring them into full working order up to a $25 limit. Parts in excess of $25.00, required for repair, not due to contractor negligence, shall be reimbursed by the Government using the parts CLIN.

The contractor must get approval from the COR or designated representative before the part is ordered and the repair completed. Repair costs up to the $25 limit are the sole responsibility of the contractor and shall not be invoiced under the parts CLIN. All repairs and parts must be thoroughly documented in accordance with Paragraph 1.7 and through invoice documentation in order for payment to be authorized. Total cost of reimbursable repair parts shall not exceed the $5,000 annual limit.

Any repair exceeding the amounts listed above is not covered in this contract. If the contractor believes that the repair of the extinguisher exceeds the maximum repair allowance for the unit, they shall notify the government representative listed above for further instructions.

1.6 Maintenance and Recharging:

a. The Contractor shall coordinate inspection scheduling with the COR.

b. Recharging shall be performed in accordance with NFPA 10(current edition), chapter 7 and the manufacturer’s recommendation.

c. The contractor shall be responsible for maintenance and recharging including hydrostatic testing.

d. The contractor shall be responsible for providing all parts, labor, and agent/pressurization needed to keep extinguishers in a serviceable condition, and shall be included in maintenance cost.

e. Six year maintenance or hydrostatic testing shall be IAW NFPA 10 (current edition) chapter 8.

f. Frequency of hydrostatic tests shall be as stated in NFPA 10 (current edition) chapter 8.

1.7 Service Tickets: Upon completion of each service accomplished under this PWS paragraph, the contractor shall have the COR sign off on a service ticket. A copy of the ticket shall be provided to the COR with in five (5) business days. These tickets shall be used by the Fire Prevention Office to verify invoices submitted by the contractor through the Wide Area Work Flow system (WAWF). The contractor shall ensure the ticket number is on the WAWF invoice and is submitted in accordance with the pricing schedule.

3. GOVERNMENT-FURNISHED MATERIAL AND FACILITIES. The Government will provide all Halon required for extinguisher maintenance. All halon provided to the contractor for use in the extinguishers shall be tracked by the contractor and quantities provided in the inspection report. The Government will provide utilities, a shop, and storage facility on base for use by the contractor to inspect and repair facility and flight line fire extinguishers. Applicable National Fire Protection Association Standards will be provided to contractor if requested.

4. GENERAL INFORMATION.

4.1 Quality Assurance. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract and FAR 52.212-4, Contract Terms and Conditions – Commercial Items. The COR will periodically inspect by watching actual task performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not the performance meets the standards contained in this PWS.

4.2 Hours & Holidays:

Normal business hours for installation and training are 0700-1700 PST.

The following federal holidays are observed:

4.4 CONTINUATION OF MISSION ESSENTIAL FUNCTIONS. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that fire extinguisher maintenance services are essential for performance during a crisis.

4.5 WORKLOAD DATA. The estimated numbers of fire extinguishers to be inspected by the contractor each year are shown in Appendix 1.

4.6 SCHEDULE. Contractor shall have five business days, starting after the day they receive notification from the Government representative, to begin performance.
