Joint Personnel Recovery Agency (JPRA)

Statement of Work dated 05 Dec 2014 Spokane, Washington

1. INTRODUCTION. Background and Objective. This Statement of Work (SOW) defines the efforts required for the contractor to perform alarm monitoring in support of the JPRA-Personnel Recovery Academy alarm accounts. Contractor will monitor all facilities with security alarms and report (notification) all active alarms as applicable.

2. SPECIFIC TASKS AND REQUIREMENTS.

2.1. General Requirements. Contractor agrees that it will, by its authorized representatives, monitor all accounts and provide timely notification on all active alarms for each facility located at 11604 West Newkirk Road, Spokane, WA 99224 and 800 West Survival Loop, Fairchild AFB, WA 99011. There are a total of nine (9) accounts associated with JPRA-PRA.

2.2. The contractor shall monitor all alarms through a central monitoring station. Notification of alarm conditions will adhere to contractual agreement agreed upon by contractor and owner/user. Procedural letter provided by owner/user.

2.2.1. The following tasks are the areas that the Alarms and monitoring contract are required to cover;

2.1.1. Zone reporting, for intruder alarm activation (by individual alarm activation). Contractor Alarm Monitoring station calls designated personnel with pertinent information.

2.1.2. Monitors for low battery and trouble signals.

2.1.3. Opening and closing signals (who, what, where, and when).

2.1.4. User identification of who is in after hours and for how long.

2.1.5. Notification if alarms are not armed/disarmed at scheduled times (0600 – Open, 1800-Close).

2.1.6. Notifications for opening will occur no later than 0815 and for closing no later than 1815.

2.1.7. Monthly report on each account of opening and closing, alarm conditions and resolution.

2.1.8. Tests on alarm control panels, sending/receiving signals to and from each alarm panel (this is to ensure phone lines are working for transmission of alarm signals). If panels fail to report, alarm monitoring center contacts designated personnel to report communication failure.

2.1.9. Daily test of alarm signal from customer locale to monitoring station, ensuring alarm signal transmission.

2.1.10. Uploads and deletions of personnel from each alarm account. Software must be compatible with existing system.

2.2.2. Specific Requirements.

2.2.2.1. Contractor will coordinate all changes to alarm accounts, i.e., updates, deletions or any modifications to existing accounts.

2.2.2.2. Contractor will not have remote connect capability without permissions from JPRA Security personnel.

2.2.2.3. Contractor shall re-verify all requirements and measurements identified in this Statement of Work (SOW) by performing a post award site survey of the areas worked.

2.2.2.4. Expertise and Experience. The contractor at a minimum will have: 2 Years’ experience working with existing system or similar system.

3. DELIVERABLES.

3.1. Required Deliverables. All deliverables are subject to Government acceptance and shall meet professional standards and meet the requirements set forth in contractual documentation. All deliverables shall be produced using recommended software tools/versions as accepted by the Government and are compatible with current system. All materials, documents, notes, records, software tools acquired, and/or software produced by the contractor under this SOW shall become the property of the U.S. Government, which shall have unlimited rights to all materials and determine the scope of publication and distribution. The contractor shall be required to deliver electronic copies of all documents, notes, records and software to the Government upon termination of the contract services or expiration of the contract period. To the fullest extent possible, the contractor shall use processes taking full advantage of electronic storage, distribution and manipulation of information. The contractor shall be responsible for delivering all end items specified. Acceptance for all deliverables shall be based upon all previously mentioned standards and criteria and standards listed in this SOW.

3.2. Technical and Cost Proposals: Need to be turned in before contract award.

3.3. Other Reporting Requirements. In addition to the deliverable requirements identified above, the contractor shall comply with the following:

3.3.1. The contractor shall inform the assigned JPRA POC in writing, of the actual task starting date, on or before the starting date.

3.3.2. The contractor shall bring problems or potential problems affecting performance to the attention of the JPRA POC as soon as possible. Verbal reports shall be followed up with written reports when directed by the JPRA POC.

3.3.3. The contractor shall provide in writing the results of all meetings with the client that affect and/or change conditions, or result in additional agreements or requirements to the JPRA POC.

3.3.4. The contractor shall prepare additional written reports as required and negotiated.

4. PERFORMANCE. Alarms will be monitored continuously, 24/7.

5. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION/ACCESS/STANDARDS. The contractor shall specifically identify in the task proposal the type, amount, and time frames for any government resources required for task performance.

6. SECURITY.

6.1. Authorized representatives must be US citizens and pass a security background check satisfactorily.

6.2. Work on this project may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

6.3. Monitoring station and/or Alarm Company must provide copy of current UL 2050 certification for classified alarm system monitoring.
