QUESTIONS AND ANSWERS
RESPONSES TO SOLICITATION QUESTIONS
Question 1: Is there an incumbent?
Answer 1: As stated on the solicitation posting, there is an incumbent for the social worker position and contact information for this individual will be provided upon request to the contract specialist (john.havens.4@us.af.mil). This incumbent is currently employed under contract FA8053-12-D-0034-F805.
Question 2: Is this a new requirement?
Answer 2: The social worker position is an ongoing requirement (see Question 1 above). The requirement for the RN is new.
Question 3: DOL Wage Determination Schedule for Washington does not list a wage for the Social Worker. Is the offeror to use the social worker rate provided in the table on page 35 (FAR 52.222-42, Statement of Equivalent Rates for Federal Hires)?
Answer 3: No, the information provided in FAR 52.222-42 is not for SCA use. Contract clause FAR 52.222-41 instructs contractors how to proceed when a labor category is not covered by the wage determination.
Question 4: Where can the Pricing Schedule be found that is referred to?
Answer 4: The “pricing schedule” language merely refers to the contract line items found in the body of the SF 1449. Contractors should propose hourly prices and extended prices directly on the SF 1449.
Question 5: Is there a page limit and font type/size specified for the technical proposal?
Answer 5: The technical proposal should consist of two candidate resumes. There is no page limit or format specified.
Question 6: In what Part are the Offerors Representations and Certifications to be inserted?
Answer 6: There is no particular “Part” that must contain the Representations and Certifications. They simply must be completed and included. As a reminder, most companies have completed these electronically via the SAM.gov website. If this is the case, and the certifications listed on the SAM website are still current and accurate, no further completion of the Representations and Certifications are required.
Question 7: Can we bid on only the social worker position and not on the nurse position?
Answer 7: This requirement is for social worker AND nursing services. Proposals that do not include pricing for all CLINS may be determined non-responsive.
