STATEMENT OF WORK
CATHOLIC RELIGIOUS EDUCATION COORDINATOR
FAIRCHILD AIR FORCE BASE CHAPEL
15 April 2014
1. SCOPE OF WORK
1.1. General: The Catholic Religious Education Coordinator will provide a comprehensive religious education program that meets the spiritual, intellectual, and developmental needs of Airmen and their families at Fairchild Air Force Base, Washington. The Catholic Religious Education Program Coordinator will coordinate and train parish catechists for certification and prepare and coordinate the youth and adult catechetical programs including sacramental preparation.
1.2. Environment
1.2.1. The Fairchild AFB Chaplain Corps Mission is to provide for the diverse religious and spiritual needs of Air Force personnel and their families, support individual rights under the First Amendment of the US Constitution and provide an opportunity for assigned personnel and their dependents to freely exercise their religious beliefs.
1.2.2. The Catholic Religious Education Program is designed to provide religious education opportunities consistent with the tenets of the Roman Catholic Church and the Archdiocese for the Military Services.
1.2.3. The Catholic Religious Education Coordinator serves as resource person, advisor and coordinator for all Catholic religious education offered through the Fairchild Air Force Base Chapel community.
2. QUALIFICATIONS, SKILLS, AND KNOWLEDGE REQUIREMENTS
2.1. General: The Catholic Religious Education Coordinator must be able to lead and manage a multifaceted religious education ministry and possess the knowledge, skills, and capability to effectively operate in the distinctive environment of military communities and the military culture. In addition to having expertise in Roman Catholic religious education, the Catholic Religious Education Coordinator will have an in-depth understanding of the unique needs of military members and their families. The Catholic Religious Education Coordinator will have a proven track record of working with military families in delivering successful religious education programs. The Catholic Religious Education Coordinator will also understand the military chaplaincy and will train and supervise their volunteers to work with chaplains of various faith groups as necessary. The Catholic Religious Education Coordinator must demonstrate competence and the capability to plan, organize, develop, implement, coordinate, and evaluate religious education activities and programs for pre-school, youth, adolescents and adults and be willing to work with family members of all nationalities and spiritual levels in a military environment.
2.2. The coordinator consults and coordinates with the Director of Catholic Ministries and provides administrative support to the Director of Catholic Ministries in the areas of program planning and execution.
2.3. Certification requirements: The Catholic Religious Education Coordinator will obtain, or be currently enrolled and participating in a program that leads to Religious Education Coordinators (REC) Full Certification through the Virtual Learning Community for Faith Formation (VLCFF) Certificate in Catechesis (Level 1 & 2), University of Dayton. The Catholic Religious Education Coordinator will also obtain, within 90 days of this contract, Red Cross First Aid Training and CPR Training at no cost to the government. The Catholic Religious Education Coordinator must provide a copy of his or her Red Cross Card to the Wing Chaplain or NCOIC for his or her file. Additionally, the Catholic Religious Education Coordinator will complete government-provided, formal training for access to Information Technology networks and equipment. The Catholic Religious Education Coordinator will complete a thorough review of all applicable Air Force Instructions to include AFI52-101, Planning and Organizing, 10 May 2005; AFI52-102V1, AFI52-105V1 , Chaplain Service Resourcing, Appropriated Funds, 22 Mar 2004; AFI52-105V2 , Chapel Tithes and Offering Fund (CTOF), 10 Sep 2007; AFI52-105V3, 2 Oct 2006; HCOI 31-1, Installation Records Check, 1 November 2010; HCOI 32-10, Facility Management, 24 October 2010; and HCOI 52-105, Chapel Tithes and Offerings Fund, 24 October 2010.
2.4. Background Check: The Catholic Religious Education Coordinator must be able to complete a Criminal Background Check, Financial Background Check, Driving Record Review, and Child Care National Agency Check with Inquiries (CCNAC-I).
2.5. The Catholic Religious Education Coordinator must have skills in the use of computers using Microsoft TM Office 2007 and above or become proficient in the use of the Chapel’s computer equipment and software programs within two months of hiring.
2.6. The Catholic Religious Education Coordinator must maintain professional standards of conduct and public decorum, including but not limited to dress and grooming.
2.7. The Catholic Religious Education Coordinator must effectively coordinate and liaison with the Fairchild AFB community, Diocese of Spokane, the Archdiocese for the Military Services, and other Catholic educational, relief and service agencies as required.
3. CATHOLIC RELIGIOUS EDUCATION COORDINATOR RESPONSIBILITIES
3.1. Develop, schedule, market, promote, and implement annual Catholic Religious Education programs and activities. These activities include but are not limited to coordinating and training parish catechists for certification; preparing and coordinating youth and adult catechetical programs, including sacramental preparation; Vacation Bible School; supporting and coordinating religious education initiatives of the Catholic Women, Men, and Youth of the Chapel and Catholic men’s ministries; and marketing of these initiatives through the development and publication of the weekly parish bulletin. Integrate Archdiocese for Military Services mandatory curriculum and assessments into the religious education program.
3.2. Develop an annual budget and calendar for the Catholic Religious Education Program detailing specific requirements for each activity and submit both to the Director of Catholic Ministries by 1 June of each year.
3.3. Provide a minimum of one catechist training event during the Religious Education year (September through May).
3.4. Coordinate and organize Religious Education Christmas and/or Easter programs for and including children of the parish.
3.5. Facilitate RCIA, First Communion, First Confession and Confirmation sacramental preparation programs.
3.6. Participate in coordinating the annual visit by the Military Archdiocese bishop.
3.7. Coordinate services and events where initial sacraments are received.
3.8. Advertise religious education activities in the chapel bulletin, base paper, chapel and base marquees, and social medial sites (e.g., Facebook) as required by AFIs and OIs and as directed by Director of Catholic Ministries or designee. E-mail parish event reminders as required prior to all events. Organize and supply all Catholic information racks NLT Fridays at 1600. Maintain Catholic information boards with sign-up sheets for all events, calendars of events, activity sheets with points of contacts, chapel life photos, organized announcements, and local events as appropriate. Maintain the annex activities board with seasonal themes and chapel life photos. Ensure Catholic parish information is current on the official base website and all chapel publications. Respond to parish information requests within 48 hours.
3.9. Coordinate and implement Catholic Religious Education Program business with Chapel staff and other agencies to include finances, publicity, facilities, transportation, etc.
3.10. Participate in monthly and annual parish planning meetings, monthly Parish Advisor Council meetings, and in other meetings as required to accomplish the religious education mission.
3.11. Ensure that a minimum of two adults are present when children age 18 and under are participating in any religious education program and that line-of-sight supervision of all adults is maintained at all times. Ensure all volunteers working with youth below 18 years of age receive a background check as outlined in DoDI 1402.5 and 92 Air Refueling Wing Chapel Operating Instruction 31-1, Installation Records Check.
3.12. Arrive at least 30 minutes prior to weekly Religious Education classes.
3.13. Recruit, train and oversee all religious education volunteers. Assist auxiliary organizations (e.g., the Catholic Women of the Chapel) with religious education programs developed and provided for the Catholic Women of the Chapel.
3.14. Maintain a current roster of volunteer leaders and students to include names, addresses, phone numbers and other vital information as needed, and ensure this information is protected in accordance with the Privacy Act of 1974 (AFI 33-332) and other applicable directives.
3.15. Conduct and document Religious Education training for volunteers on a quarterly basis. Ensure volunteers are aware of local safety requirements and procedures.
3.16. Volunteer Appreciation: Organize a catechist/teacher/volunteer appreciation event annually in May.
3.17. Ensure all necessary supplies needed for the Catholic Religious Education Program are ordered and delivered to the Program Leader in a timely manner.
3.18. Submit all program rosters and attendance reports to the Director of Catholic Ministries or designee no later than the 1st duty day of each month or as requested.
3.19. Submit after-action reports for the Catholic parish and ecumenical Religious Education programs to the Director of Catholic Services within two weeks of conclusion of event.
3.20. Meet regularly with the Director of Catholic Ministries to discuss/review the status of the Catholic Religious Education Program and exchange feedback during the contract period.
3.21. Communicate with parents on a regular basis regarding their child(ren)’s religious education needs.
3.22. Recommend, select and secure appropriate materials and curriculum from approved sources and comply with the requirement that the Wing Chaplain review all religious literature purchased and distributed by the chapel.
3.23. Submit request for facility use, funds, equipment and other support according to chapel procedures.
3.24. Adhere to all Chapel Operation Instructions and Air Force policies.
3.25. Maintain all electronic files on the HC shared drive and comply with all Air Force Information Assurance and applicable ancillary training requirements.
3.26. Monitor and evaluate the quality of resources and instructional materials (toys, books, etc.) and secure required supplies through solicitation of donations or Purchase Request.
3.27. Maintain the Catholic Religious Program Office, storage cabinets, and Religious Education classrooms in a clean, sanitary, orderly, and safe manner. Open and secure the chapel building and other facilities used for Catholic activities as necessary. Ensure program leaders are trained in facility security.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES
4.1. The government will furnish all utilities in the areas of performance. These utilities include heating, fuels, gas, electricity, water, sewer, phone services (local calls only unless required in performance of work), mail distribution, refuse collection, fire and police protection.
4.2. The Government will provide the following equipment, supplies, and services below for services performed inside government facilities.
4.3.1. Equipment/Office Furniture. The Catholic Religious Education Coordinator will be provided space and equipment for performing services required by the contract.
4.3.2. Forms. The Chapel will provide required Government forms, either hard copy or computer-generated used in the performance of duties.
4.3.3. Supplies. The Chapel will provide supplies commonly used in the facility for administrative tasks.
4.3.4. Computer Equipment. The Chapel will provide computer equipment, software and peripherals as required. The Contractor will be required to use Government computer equipment in support of the Air Force Chapel mission.
5. SECURITY REQUIREMENTS
5.1. The Catholic Religious Education Coordinator shall ensure that all issued US Government keys are not lost, misplaced, or used by unauthorized persons. No keys issued to the Catholic Religious Education Coordinator shall be duplicated. The Catholic Religious Education Coordinator shall immediately report any occurrences of lost or duplicated keys to NCOIC, Chapel Operations. The Catholic Religious Education Coordinator will ensure that all facilities are properly secured upon departure following an event.
5.2. Security Training. The Catholic Religious Education Coordinator shall receive initial and recurring security education training from the chapel security manager. Training must be conducted in accordance with DoD 5200.0-R, Information Security Program, and AFI 31.401, Information Security Program Management. Catholic Religious Education volunteers who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, The Air Force Installation Security Program.
5.3. For Official Use Only (FOUO): The Catholic Religious Education Coordinator shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the Catholic Religious Education Coordinator or volunteers shall not be retained by the Catholic Religious Education Coordinator and will be surrendered immediately to an appropriate Government authority.
5.4. Reporting Requirements. The Catholic Religious Education Coordinator shall immediately report to an appropriate government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, Catholic Religious Education Coordinator personnel, resources, and classified or unclassified defense information.
5.5. Physical Security. The Catholic Religious Education Coordinator shall be responsible for safeguarding all government property and controlled forms provided for Catholic Religious Education use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
6. GENERAL INFORMATION
6.1. The position will be paid on the basis of a maximum of 32.5 hours (units) per week.
6.1.1. Each hour will constitute one unit of pay (1,690 units maximum annually; 52 weeks times 20 hours per weel).
6.1.2. Monthly units shall not exceed 162.5 units (for those months with five weeks).
6.2. Hours of Operation. The contractor shall maintain office hours agreed upon by the Director of Catholic Ministries or designee which will not exceed 35 hours per week. Other regular, part-time hours may be considered, depending on the results of this solicitation. In the event the contractor is required to work irregular duty hours; e.g., night/weekend duty, and extended hours due to emergency ministrations, the Wing Chaplain or designated representative, in consultation with the Director of Catholic Ministries, reserves the right to change the work schedule provided the contactor is given notice one week prior notice of the change.
6.3. Absences: The Catholic Religious Education Coordinator will personally perform the services described or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Wing Chaplain or designee in consultation with the Director of Catholic Ministries. The Catholic Religious Education Coordinator is required to submit the name(s) and qualifications of proposed substitute of the Catholic Religious Education Coordinator to the Wing Chaplain or designee for approval at least 14 days prior to the proposed absence. Alternate or substitute Catholic Religious Education Coordinators must meet the requirements for the position as outlined in the Performance Work Statement (PWS). The Catholic Religious Education Coordinator is responsible for payment of a substitute. (AFI 52-105V4 Atch 2 para. 5.21).
6.3.1. Scheduled absences will be identified at least 14 days in advance and mutually agreed upon by the Catholic Religious Education Coordinator and the Wing Chaplain, in consultation with the Director of Catholic Ministries. Scheduled absences include vacation, continuing education, planned hospitalization, spiritual retreat, and other foreseeable events.
6.3.2. Scheduled absences that are planned to last 14 days or more require the contractor to arrange qualified replacements to perform the contractor’s duties while the contractor is absent. The replacement must meet the requirements for the position as outlined in the Performance Work Statement (PWS).
6.3.3. Unexpected, shorter term absences will not require that the contractor provide a replacement.
6.4.
Criminal Background Check Requirement.
6.4.1. Government will conduct criminal background checks on individuals providing services under this contract, using the procedures set forth in Department of Defense Instruction 1402.5, Criminal History Background Checks on Individuals in Child Care Services. Background checks will be based on fingerprints of individuals obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories.
6.4.2. The contractor may provide contract services prior to the completion of background checks. However, at all times when children are in the care of the contractor, the contractor shall be within sight and continuous supervision of a staff person, whose background check has been completed, a chaperone, or parent/guardian.
6.4.3. The contractor shall have the right to obtain a copy of any background check pertaining to him or her and to challenge the accuracy and completeness of the information contained in the report.
6.4.4. The contractor who has previously received a background check shall provide to the Chapel proof of the check or obtain a new one.
6.5. Access to Base Network. Contract personnel requiring access to the Air Force network shall have completed a National Agency Check (NAC) verified through the Joint Personnel Adjudication System (JPAS). This is accomplished by completing the Electronic Personnel Security Questionnaire (EPSQ) or if applicable, completing a SF 85P, Questionnaire for Public Trust Positions. Personnel shall submit all required forms though the Security Forces Squadron for submission to the Office of Personnel Management (OPM) in accordance with AFI 31-501, paragraph 3.24. Upon receipt of proof that contract personnel forms have been submitted to OPM, the commander responsible for the contract may grant interim Local Area Network (LAN) and e-mail access in accordance with AFI 31-501, paragraph 3.27. All Contract personnel shall complete initial training in the Information Assurance Awareness Program (IAAP) and perform all refresher training as required.
6.6. CONTINUATION OF ESSENTIAL DODO CONTRACTOR SERVICES DURING CRISIS. IAW DoDI 3020.42 (Continuation of Essential DoD Contractor Services During a Crisis), and applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that Youth Ministry Coordinator services are not essential for performance during a crisis.
