1. DESCRIPTION OF SERVICES. The Contractor shall remove and dispose of all existing playground materials, perform site preparation, and provide and install new playground safety tile with a concrete subsurface and EPDM colored tile at the Child Development Center playgrounds at Fairchild AFB, WA. All work shall be in accordance with federal, state, local laws, and regulations guidelines established by the U.S. Consumer Products Commission (CPSC) and the American Society for Testing and Materials (ASTM) for playground surfacing and this Performance Work Statement (PWS).

2. SCOPE OF WORK.

2.1. Removal of Existing Materials. The contractor shall remove existing poured in place surfacing and if necessary, subsurface material if not in accordance with manufacturer’s specifications without disturbing the existing playground equipment. Note: Preschool Playground #1 existing poured in place tile has already been removed. Poured in place surfacing will need to be removed for all others. The contractor is responsible for disposal of the existing poured in place material. The contractor shall set aside the subsurface material for Government removal. The subsurface material may be stock piled outside the north fence of the playground.

2.2. Surface Preparation. The contractor is responsible for all site preparation prior to installation. The subsurface shall be prepared in accordance with manufacturer’s specifications to ensure proper support and drainage in order to maintain longevity of the installed safety tile system. Preparation includes but is not limited to removing existing topsoil if required, adding approved backfill, installing a draining system if required, leveling, compaction, and pouring a concrete subsurface.

2.2.1. Inspection. Upon surface preparation completion, the government will perform a site inspection ensuring that all manufacturers’ recommended specifications have been followed. If a drainage system is required, the contractor shall notify the government representative upon completion so that an inspection can be conducted prior to completing the surface preparation. When all surface preparation is complete, the contractor shall again notify the government representative so that a final inspection of the surface preparation phase can be performed.

2.3. Installation of Safety Tile. The contractor shall install approximately 9,000 square feet of new playground safety tile. The tiles shall have a minimum fall rating of 6’, be interlocking, have a minimum Abrasive Wear Index (AWI) of 140 and be able to withstand local weather extremes. Average low during winter months (Nov-Feb) is 25 degrees Fahrenheit. Average snowfall during winter months is 40”.

2.3.1. The contractor shall install the new tile around existing playground equipment and any permanent fixtures located in the installation area. Provide a transition or ramp tile that is in accordance with the manufacturer’s specifications for such a transition. Tiles shall be free of excess adhesive.

2.4. Site Condition. If during site preparation or tile installation, and before the condition is disturbed, contact the Contracting Officer in writing of any physical condition at the site of an unusual nature from those normally encountered in performance of this type of work.

2.5. Environmental Requirements.

2.5.1. In order to comply with federally mandated environmental preference programs and Department of Defense (DOD) “Green Procurement Program” (GPP) policy, Fairchild AFB requires the use of environmentally preferable products and services. These program elements include: recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov <http://www.ofee.gov/>), Executive Order 13423.

2.5.2. Products and Materials. Products that fall under the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG) (http://www.epa.gov/cpg) shall meet the minimum recovered (recycled) content. If it is determined that a product does not meet Government performance requirements, the contractor shall submit a proposed alternative that would meet the performance requirements with the lowest environmental impact for evaluation and acceptance. Bio-based products shall be used upon issuance of the bio-based product listing from the United States Department of Agriculture (USDA) (http://www.usda.gov <http://www.usda.gov/>). The contractor shall purchase and use Energy Star or other energy-efficient items listed on the Department of Energy’s Federal Energy Management Program (FEMP) Product Energy Efficiency Recommendations product list if used.

Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. Before implementing any change associated with use of these products the contractor shall submit to the Contracting Officer a price proposal within 30 calendar days following receipt of the change. An equitable adjustment (increase or decrease) will be negotiated, if applicable.

2.6. Contractor shall provide a schedule detailing the order in which the playgrounds will be completed, beginning with the Pre-School playground first. The contractor may not work on more than two playgrounds at a time and no two playgrounds on the same side of the building shall be worked on simultaneously.

2.6.1 The period of performance for this work is not to exceed 75 calendar days not including the winter exclusion period. The winter exclusion period is 15 Nov 09 to 15 Apr 10. A written request to the contracting officer may be submitted for approval to work if the contractor determines that the weather is within standards of the manufacturer’s specifications during the exlusion period.

2.7. If required in the performance of this contract or by the Contracting Officer, the contractor shall obtain the Contracting Officer’s approval of material or articles which the contractor contemplates incorporating into the work as a replacement item. The contractor shall provide full information concerning the material or article and if required by the Contracting Officer, submit samples for approval.

2.7.1. All work shall be performed in a skillful and workmanlike manner.

2.8. The contractor shall ensure that the worksite is secure at all times. All debris shall be removed and properly disposed of daily. Upon completion of work, the site shall be returned to its original condition.
