Synopsis:
The 90th Contracting Squadron located at Francis E. Warren AFB, WY, intends to award a sole source contract for the repair of the Gamesa Wind Turbine, under Federal Acquisition Regulation
(FAR) Part 15 and Part 6 using other than full and open competition based on Authority 10 U.S.C.
2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B). In response to Gamesa stating that they will not sell their hardware or software to a third party and the fact that the Gamesa wind turbine is not commissionable without Gamesa’s safety checks and upgraded proprietary software, the
Government is sole sourcing this repair effort.
It is necessary to use other-than competitive procedures to repair the wind turbine to get it operating again. Gamesa is the only contractor who has the proprietary date needed to ensure and certify the necessary safety and operational requirements.

The Government is seeking information on other interested parties who would be capable of providing the proprietary software and upgrades to return the Gamesa Wind Turbine to its operational status. Interested parties must also provide a complete capabilities statement empirically outlining how this is to be accomplished.
Parties may identify their Gamesa Wind Turbine repair capabilities to the Contracting Officer no later than 11:00 AM Mountain time on 28 Dec 2017. The information shall clearly present evidence that the respondent is fully capable of providing the required repair services, fully compliant with all the necessary software and updates, and as such may contain any information that the interested party feels is relevant. Responses should be sent to: melissa.battiste.2@us.af.mil and mary.good.2@us.af.mil. No telephone responses will be accepted.
