The contractor shall provide all management, tools, supplies, equipment, uniforms and labor necessary to provide Vehicle Maintenance (VM) uniform lease and laundering services for the 90th Logistics Readiness Squadron (LRS) at F.E. Warren Air Force Base, Wyoming, in accordance with all applicable federal, state, local laws andregulations and this performance work statement (PWS).

1.1. Basic Services. The contractor shall issue, inspect, repair, clean, and return each week, or as otherwise coordinated (with Contracting Officer's Representative (COR) or Contracting Officer) all leased garments. All items, to include work shirts, cotton shirts, work pants, and coveralls, shall be blue. Each shirt and coverall shall have an embroidered name or embroidered patch on the right breast and the squadron mechanic logo either embroidered or on an embroidered patch, per the attached sample. Each item shall be free of all grease, debris, cleaning residue, mud, and other foreign material after cleaning. Small tears shall be repaired; major tears not on a seam shall require replacement of the garment. Acceptable repairs shall use color-matched thread and be stitched to lie flat with no puckering of the original fabric. The COR reserves the right to reject any garment if a repair does not meet appearance standards. The contractor shall produce an itemized delivery / pickup receipt (with each delivery / pickup) listing the exact number of each type of item.

NOTE: All garments shall be returned ready for immediate issue. Each item shall be clean, completely dry, and individually folded to present a neat, uniform appearance free of excessive wrinkling. The cleaning and drying process shall not result in any damage, such as shrinkage, discoloration, or fabric degradation.

1.1.1. Re-performance of Laundering. Any items found to have been unsatisfactorily laundered, as determined by the Contracting Officer or the COR, shall be re-laundered at no additional charge to the Government. The COR shall identify such items to the Contractor after the unsatisfactory condition is discovered. The item(s) shall be re-laundered and returned on the next scheduled delivery day. If the return falls on a weekend or legal holiday, the items shall be returned on the next normal delivery day.

1.1.2. Issuance of Garments. The contractor shall provide technicians with a quantity not to exceed 77 shirts (including cotton shirts), 77 pants, and 160 coveralls per year. This allocation includes no more than seven (7) shirts and seven (7) pairs of pants per civilian employee and no more than four (4) coveralls per military member. The contractor shall perform an onsite measurement of all personnel within 10 business days of contract award. The contractor shall revisit the site to measure any new employees within 14 days of notification from the COR. New garments shall have the VM Logo and Name patches attached in accordance with Appendix C – Patch Standards. The Government will be responsible for garments that are lost or damaged due to negligence or misuse.

1.1.2.1. Delivery of New Garments. The contractor shall provide four shirts and four pairs of pants or two sets of coveralls per individual within 30 days of measurement. The remaining garments shall be delivered within 60 days of measurement.

1.1.2.2. Replacement of Garments. If a garment cannot be repaired, the contractor shall replace it. This shall be treated as a new garment for measurement (para 1.1.2.) and delivery (para 1.1.2.1.) purposes. This is a one-for-one swap and shall not count against the "not to exceed" number of garments per year defined in section 1.1.2.

1.1.3. Missing / Damaged Items. If an item is retained by the contractor for repair, it shall be repaired and returned to the Government within 30 days. If items are lost or damaged by the Contractor beyond repair, the Contractor shall replace the item with one of identical make and quality at no cost to the Government within 30 days. This replacement shall not be counted against the annual garment allocation limits in para 1.1.2.

1.1.4. Industrial Laundry Carts. The contractor shall provide laundry cart(s) for the storage of soiled items.

Clean items shall be left at the designated drop-off locations (Bldg 1245), and the contractor shall reutilize the cart(s) to collect soiled items for the next scheduled pickup.

1.1.5. Inventory Accountability & Reconciliation. The contractor shall be responsible for accounting for all leased garments. Within 10 business days of COR notification that an employee has departed, the contractor shall retrieve all issued garments from the designated collection point. A full inventory reconciliation shall be conducted jointly by the contractor and the COR on an annual basis to account for all issued garments.

1.1.6. Garment Sizing and Availability. The contractor shall be responsible for providing properly fitting garments for all personnel covered under this PWS. The contractor's proposed price shall be inclusive of all standard commercially available sizes required to fit the workforce. For the purpose of this contract, standard sizes are defined as shirt and coverall sizes from Small to 3XL and pant waist sizes from 28 to 44 inches. The replacement of a garment due to personnel turnover (i.e., an outgoing employee is replaced by a new employee of a different size) is considered a one-for-one swap of the service and shall not incur any additional charges, surcharges for larger sizes, or count as a new garment against the annual limits defined in paragraph

1.1.2. The contractor is responsible for managing their inventory pool to accommodate these changes as a normal cost of doing business.

2. Services Summary.

The contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards.
