PERFORMANCE WORK STATEMENT
1. OVERVIEW.
Description of Services. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform camera installment services at F. E. Warren (FEW) Air Force Base (AFB), Wyoming, in accordance with all applicable federal, state, local laws and regulations and this performance work statement (PWS).
2. LOCATION.
2.1. Within the 90th Security Forces Group Building (Bldg. 34) to provide camera viewing capabilities to observe and monitor confinees within the confinement facility.
2.1.1. Monitored viewing and recording capabilities must occur within the facility’s security office.
2.1.2. Controlled viewing and recording capabilities must occur at the Base Defense Operations Control Center (BDOC).
2.2. Pictures of FEW AFB perimeter can be viewed from commercial search via open internet;
however, specified perimeter drawings/pictures are “Controlled Unclassified Information (CUI)” and is not releasable for public use but can be provided during any site visits.
3. BACKGROUND:
3.1. This PWS outlines requirements necessary to support Contractor furnished/Contractor installed (CFCI) cameras to provide monitored viewing capability as a security requirement for the confinement facility.
3.2. The person(s) or entity performing the work outlined in this PWS is referred to as “Contractor” hereafter.
3.3. The 90th Security Forces Squadron (90 SFS) is the responsible “end-user.” The Operations Section (S-3) (90 SFS/S3) is the office of primary responsibility (OPR) and is identified as the “customer” hereafter, whereas the 90th Security Forces Group Plans, Programs, and Requirements Division (90 SFG/A5) is the project facilitator for the customer’s needs/intent between the Government, Project Manager(s), and/or Contractor(s).
3.4. Compliance Documents. The following documents provide specifications, standards, or guidance that must be complied with to meet the requirements of this work.
3.4.1. AFMAN 31-115V1, when applicable.
3.4.2. AF Level 1 PREA Guidance, When applicable.
3.4.3. ICD-705, when applicable.
3.4.4. Unified Facilities Criteria, as applicable (i.e., UFC 4-022-01).
3.4.5. Configuration Management Database (CMD) equipment approval list, when applicable (list may be sourced from 90 SFG/A5E, Electronic Security System (ESS) office – bldg. 34, Room 180, or via office phone at 307-773-2479).
4. PERFORMANCE OBJECTIVES
4.1. All equipment shall meet all applicable TAA/BAA/NDAA requirements. Products cannot be sourced from China. Contractors should verify place of origin of all components prior to installation.
4.2. The Contractor shall provide a breakdown of the equipment to be installed per building as well as subsequent data sheets and documentation to further explain the capabilities of the equipment.
4.3. The system shall be designed with future expansion capabilities and should support up to 32 cameras with full redundancy. Must have the ability to add cameras to the system at any time without the need to modify or upgrade the headend equipment.
4.3.1. All licensing associated with the system shall be perpetual; no licensing fees or reoccurring costs shall be part of the camera system.
4.4. Camera System Requirements:
- Perpetual Licensing.
- Redundant Servers that Provide Automatic Failover.
- High Resolution 4K 8MP/12MP Cameras with 90 Day Video Retention.
- Compression Method H.254 or H265.
- Integrated with BDOC for Central Monitoring (t.v. located at BDOC).
- Monitoring Station at BDOC with Advanced User Permissions.
- Powerful Analytics including Object/Vehicle/Person Detection, Intrusion Detection and Event Filing.
- System Shall have a mix of fixed/Pan Tilt Zoom (PTZ) cameras to cover each individual entry/exit point and parking lot areas at each building.
- System shall have the capability to display streaming video from multiple sources (i.e., other buildings) to CFP simultaneously, while being able to view specific cameras, as desired by customer
- System shall have alternate stand-alone power source, for example, Uninterrupted Power Supply (UPS) capability to ensure both the camera heads at the building and the monitor at CFP have UPS to prevent loss of power.
5. GENERAL REQUIREMENTS.
5.1. This work is a combined Government Furnished Property (GFP) and Contractor Furnish/Contractor Install (CFCI)
5.1.1. The Contractor shall ensure that system is configured to be compatible with BDOC’s operating system (WiseNet Wave).
5.2. The Contractor shall coordinate with the Government before purchasing additional systems/equipment/mounting devices than what is provided.
5.3. The Contractor shall install all materials in strict accordance with the manufacturer’s printed instructions and details: rigid, secure, plumb, level, aligned, square and straight with suitable fastening devices. Please note: specific fastening devices may be required for historic buildings depending on attachment location.
5.4. The Contractor shall be responsible for the disposal of all broken/non-functional hardware as necessary.
5.4.1. Dispose of all waste generated by this work according to all applicable regulations.
5.5. The Contractor is responsible to verify site conditions, measurements, quantities, and materials needed to complete this work prior to submitting a proposal, ordering materials, and starting work activities. All materials including those concealed or covered shall be new and of the most suitable and highest grade and type for the intended use unless otherwise indicated.
5.6. The term “provides” means provide (or furnish) and install.
5.7. The term “replace” means remove existing material or items and furnish and install a similar new material as required to match existing adjacent material or items.
5.8. Products cannot be sourced from China. T h e Contractor should verify place of origin of all equipment/components prior to installation.
5.9. The Contractor shall provide a breakdown of the equipment to be installed, as well as subsequent data sheets and documentation for further explanation of the capabilities of the equipment.
5.10. All licensing associated with the system/equipment shall be perpetual; no licensing fees or reoccurring costs should be part of the system/equipment.
5.11. The Contractor shall ensure the work area is to be cleaned of debris daily. Work areas shall be cleaned prior to departure for the workday and to limit hazards of neighboring work, common areas, and/or walkways. Protect the existing facility, sidewalks, and landscaping from damage due to equipment or personnel. Promptly remedy all damage or loss thereto. The Contractor shall avoid attachments of penetrations to historic building components. All work shall be left free of blemishes and defects. Where existing surfaces are damaged or where existing equipment is removed and new equipment is not installed in the same location, the Contractor shall repair all surfaces to like new/existing condition.
5.11.1. Contractor will ensure that all historical facility protection guidelines are followed, and the government project leader will conduct inspections to ensure guidelines are met. For camera installations around exterior doorways or outside, penetrations must be filled with the outer surface’s matching the color of its surroundings. Penetrations through and into historic brick must be filled with mortar matching the type and color specifications found currently in
CES/CEIE.
5.12. Hours of Operation. The contractor shall perform the work required under this contract during the normal operating hours of 8:00 AM to 4:00 PM Mountain Standard Time (MST), Monday through Friday, excluding base closures/down days and Federal Holidays. Contractor may start the day of or the day after award of the contract.
Coordinate with the Government Project Manager or the Contracting Office if additional or off-hours are required to accomplish and complete work.
5.12.1. Recognized Holidays. The contractor is not required to provide service on the following days, unless otherwise noted:
• New Year’s Day (January 1).
• Birthday of Martin Luther King, Jr. (Third Monday in January).
• Washington’s Birthday (Third Monday in February).
• Memorial Day (Last Monday in May).
• Juneteenth National Independence Day (June 19).
• Independence Day (July 4).
• Labor Day (First Monday in September).
• Columbus Day (Second Monday in October).
• Veterans’ Day (November 11).
• Thanksgiving Day (Fourth Thursday in November).
• Christmas Day (December 25).
5.13. Licenses and Permits. Follow local, State, and Federal rules and regulations relating to licenses and permits required throughout the entirety of the project, as applicable.
5.14. Facilities will be occupied throughout the duration of the project. Coordination and/or notification with the Facility Manager and/or Government Project Manager at the beginning/ending of each workday for access to work areas.
5.15. The Government shall evaluate the contractor’s performance by monitoring to ensure the work is completed efficiently. The Government shall evaluate the contractor’s performance through on-site inspections and receipt of customer complaints. The Government shall inspect each task as completed.
5.16. Operational Security (OPSEC). The Contractor shall adhere to the following minimum requirements in support of this requirement:
5.16.1. Contractor personnel shall not discuss government operations in public or over unprotected or unencrypted communications. Controlled unclassified information (CUI) may only be transmitted as directed in this PWS.
5.16.2. The Contractor shall not post to company websites, publications, newsletters, or other media any images, data or information that reveal sensitive government operations, personnel, equipment, and/or classified or controlled unclassified information. When in doubt, company press releases related too this contract should be coordinated through Contracting Officer.
5.16.3. Because observation of events, operations, physical changes, etc. may reveal National Security information, specific restrictions are needed to preclude unintentional release of this information to unauthorized parties. Unauthorized disclosure and transfer of National Security Information is punishable under 10 USC § 793. Therefore, contractor personnel shall not disclose to unauthorized third parties, post to unofficial sites (including Social Networking sites) any images, data/information, or observed events that reveal sensitive government operations, personnel, equipment, including, but not limited to:
5.16.3.1. Tactics, techniques and procedures, production, or work schedules, any visible or concealed modifications, upgrades, additions to vessels, aircraft, or weapons or equipment; increases, change, or decreases in work/deployment frequency or government personnel, vehicle, vessel, or aircraft movements; specialized equipment orders, deliveries, shipments, etc. Unauthorized disclosures and attempts to solicit this type of information by unauthorized third parties or others not affiliated with this contract shall be reported to the Contracting Officer.
5.16.3.2. Government issued badges, identification shall be removed and/or concealed form plain sight when off base and shall not be left in vehicles or unprotected areas. Badges and passes may not be duplicated, copied, or loaned to others. Lost or stolen identification badges, vehicle passes, etc. will be immediately reported to the Contracting Officer and/or Installation Security Office (i.e., Visitor Control Center).
5.16.4. Contractor(s) shall be required to produce information and documents needed to gain access to F. E. Warren AFB. A valid driver’s license, state issued identification card or U.S. passport, identifying person’s photo and applicable information of which, the documents cannot be expired, and a current unexpired automobile insurance document and vehicle registration will be needed.
5.17. Antiterrorism:
5.17.1. Notification. If the Contractor (contract employees/subcontractors) identify any suspicious activity, they shall contact the Base Defense Operations Center
(BDOC) at 307-7733501 (On-installation)/Missile Security Control (MSC) at 307-773-2701 (Off-installation) and notify the CO and COR (if appointed) that they contacted the BDOC and/or MSC.
5.17.2. Training. Contractor employees that require routine physical access to a Federally controlled facility or military installation shall complete Level-1 Antiterrorism Awareness training within 30 days of requiring access and annually thereafter and send a copy of their employees’ training certificate(s) to the CO and COR (if assigned). Training is located at Joint Knowledge Online (JKO) website: https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf.
5.18. Environmental Controls.
5.18.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, federal, state, and local laws, regulations, and requirements regarding environmental protection, to include Section 01 57 19.05 32, Environmental Protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost because of the change, the contractor shall inform the CO pursuant to notice requirements and negotiate a modification to the contract.
5.18.2. Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor or its agent shall immediately report the incident to the F.E. Warren AFB Fire Dept at 911 (landline) or 307-773-2931 (cell phone). The liability for the spill or release of such substance(s) rests solely with the contractor and its agent.
5.18.3. Hazardous Material (HM). If hazardous materials will be used in the execution of this contract, the contractor shall comply with all federal, state and local regulations concerning the use, storage, and reporting of HM in accordance with AFMAN 32-7002, Environmental Compliance and Pollution Prevention. The contractor shall be required to obtain authorization per the Installation Hazardous Materials Management Program before ordering or purchasing any hazardous product and may not bring a HM onto F.E. Warren AFB property, nor use a HM, until the contractor receives all required authorizations. This authorization process may take up to three weeks. The contractor shall provide the information listed in Attachment 1 of Section 01 57 19.05 32 to request authorization for all hazardous materials proposed for use on FE Warren AFB or the missile field.
5.18.4. Green Procurement Program (GPP). In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water
Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.
6. SCOPE.
6.1. The Contractor shall furnish all labor, materials, equipment, transportation, tools, supplies, supervision, etc., and all other direct/indirect costs to complete the work.
6.2. Cameras shall be installed at the location identified within this PWS. Monitoring and any annunciation will occur at the security office and BDOC.
6.3. The Contractor shall provide a work plan/schedule as part of their proposal incorporating all equipment tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this PWS.
6.4. Building 34 is listed on the National Register of Historic Places and is within the national Historic Landmark. Design and specifications for work to be done on these buildings must meet the requirements of the Secretary of the Interior’s Standards for Historic preservation and must be approved by the Wyoming State Historic Preservation Office (SHPO) and the federal Advisory Council on Historic preservation (ACHP). All work in historic buildings is expected to meet all applicable code but must be coordinated and approved through 90 CES and Cultural Resources before installation.
6.5. Installation and Configuration.
6.5.1. The Contractor shall install camera(s) according to manufacturer’s specifications.
6.5.2. The Contractor shall comply with all current, applicable TIA telecommunication installation and testing commercial standards. All equipment shall meet all applicable TAA/BAA/NDAA requirements.
6.5.3. Contractor shall comply with all facility modification requirements for mounting and installment of hardware. All existing conduit and raceway infrastructure shall be reused as much as possible. If installation includes attachments to any interior or exterior brick, installation must meet F.E. Warren Historic Preservation Mounting in Historic Brick/Mortar requirements.
6.5.4. Any applicable software application needed to operate/function camera(s) shall be a direct point-to-point connection and will not be connected to the Air Force Network (AFNet), however, may utilize relay points to connect from camera endpoint to monitoring location (i.e., Bldg. 34).
6.5.5. The Contractor shall install the cameras that have already been purchased by the government and provide cameras to cover the two outdoor areas, IAW the PWS.
The Contractor shall provide enhanced NVR for within the facility’s security system.
6.5.6. Contractor shall provide a breakdown of the equipment data sheets and documentation to further explain the capabilities of the equipment.
6.5.7. All cameras must be compatible with the digital monitoring system, WiseNet Wave, currently utilized in BDOC.
6.6. Specification(s).
6.6.1. Equipment specifications will be equal to or better as identified in Table 1.1. to Attachment 1 of this PWS.
6.6.2. System shall be anti-tampering to prevent damage or removal.
6.6.3. System shall have the ability to be placed into blackout mode for privacy, if applicable.
6.7. Training and Materials.
6.7.1. Contractor and Customer shall coordinate a date/time where the Contractor can provide initial training on how to use, operate, function test, and troubleshoot common errors regarding the installed equipment. In the case where the Contractor and Customer cannot agree to a specified date/time. Initial training will be accomplished prior to Government acceptance of installed equipment but equipment must be fully operational/functional.
6.7.2. Contractor shall provide three (3) copies of manufacturer’s instructions, technical orders, and equipment manuals, as applicable. Copies can be provided in either hard-copy and/or digital mediums.
7. PERIOD OF PERFORMANCE (PoP).
7.1. To include lead time and training, PoP for a fully functional/operational system shall be at 150 calendar days after the contract award date.
8. OPERATING CONSTRAINTS.
8.1. Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements specified in this PWS.
8.2. Key Personnel. Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Office no less than fifteen (15) business days in advance, submit written justification for replacement, and provide the full name and qualifications of any proposed substitute(s). All proposed substitute(s) shall possess qualifications equal to or superior to those of the Key personnel being replaced, unless otherwise approved by the Contracting Office. The Contractor shall not replace Key Contractor personnel without approval from the Contracting Officer. The following Contractor personnel are designated as “Key” for this requirement.
8.2.1. Project Manager (PM). The Contractor shall provide a PM who shall be responsible for all Contractor work performed under this PWS. The PM shall be a single point of contact (POC) for the Contracting Officer and any assigned Contracting Officer Representative (COR). The name of the PM, and the name(s) of any alternate(s) who shall act for the Contractor is the absence of the PM, shall be provided to the Government as part of the Contractor’s proposal. The PM is further designated as Key by the Government. During any absence of the PM, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The PM and all designated alternates shall be able to read, write, speak, and understand English language. Additionally, the Contractor shall not replace the PM without prior coordination with the Contracting Office.
8.2.1.1. The PM shall be available to the COR (if assigned) via telephone between the hours of 8:00 a.m. and 4:00 p.m. Mountain Standard Time (MST), Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within three (3) hours of notification.
8.2.2. Employee Identification.
8.2.2.1. Contractor’s employees shall comply with all applicable local, state, and federal laws, ordinance, regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off-limits” areas, possession of weapons/drugs (to include Marijuana and/or similar products), et al.) when visiting or working at Department of Defense (DoD) Government facilities and/or installations. The Contractor shall ensure contractor employees always present a professional appearance, and their conduct shall not reflect discredit on the U.S. or the DoD. The PM shall ensure contractor employees understand and abide by the DoD and FEW AFB established rules, regulations and policies concerning safety and security.
8.2.3. Removing Employees for Misconduct or Security Reasons.
8.2.3.1. The Government may, at its sole discretion (via the Contracting Office or by 90 SFS, when relating to Law and Order and/or Security concerns), direct the Contractor to remove any contractor employees from FEW AFB facilities and/or installation for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under this PWS.
9. WARRANTY.
9.1. The Contractor shall ensure that all equipment is configured to the same standard as the equipment installed at BDOC. The Contactor shall coordinate with the contractor that provided the servicing and sustainment of the security surveillance systems to ensure that all equipment must be covered under that same workmanship warranty of the current system which begins from government acceptance date.
9.1.1. The Contractor shall warrant the entire product and workmanship. Faulty or defective work or product shall be corrected at no cost to the Government. The Contractor shall provide a warranty POC in their proposal.
9.1.2. Service shall include on-site repair, all parts, labor, and replacement, as necessary, and other costs associated with on-site repair within a 24-hour response time.
10. OTHER APPLICABLE CONDITIONS.
10.1. Security.
10.1.1. All contractor personnel will have a National Crime Information Check (NCIC) conducted, of which, person(s) with negative criteria as outline in the 90th Missile Wing (90 MW) Integrated Defense and Antiterrorism Plan (ID/ATP), 90 MW Plan 31-1, shall not have access to FEW AFB property. The Contractor PM will be able to coordinate with 90 SFG/A5B, Pass and Identification section, regarding installation access and issuance of Defense Biometric Identification System (DBIDS) passes for contractors. The Contractor PM will provide applicable information a minimum of fourteen (14) calendar days to 90 SFG/A5b prior to requiring installation access, to have proper vetting completed.
10.1.2. REAL ID-Compliant Identification. IAW DoDM 5200.08V3_DAFMAN 31- 101V3_DAFGM 2024-01, Installation Perimeter Access Control. Base access and Common Access Cards (CAC) requests will require REAL ID-Compliant identification for Base access and CAC creation. Failure of the vendor to ensure personnel have REAL ID-compliant identification will result in denial of Base access and CAC requests.
10.1.3. The following behavior or criminal record(s) pose unacceptable risk and are denied initial installation access IAW AFMAN 31-101, Volume 3, Installation Perimeter Access Control:
10.1.3.1. The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
10.1.3.2. The installation is unable to verify the individual’s claimed identity.
10.1.3.3. The individual has previously been barred from access to a federal installation or stand-alone facility.
10.1.3.4. Federal, State, Local, or other civil law enforcement authorities, regardless of offense or violation, want the individual.
10.1.3.5. The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.
10.1.3.6. The individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity (e.g., National Sex Offender Registry (NSOR), Violent Persons File (VPF), etc.).
10.1.3.7. The individual has been convicted of a firearms or explosive violation.
10.1.3.8. The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug possession with intent to sell, or drug distribution.
10.1.3.9. The individual has knowingly and willfully engaged in acts or activities designated to overthrow the U.S. Government by force.
10.1.4. Privately Owned Firearms are not authorized on FEW AFB with respect to contractor personnel, in the performance of this PWS.
10.1.5. Oversized commercial company vehicles will be required to be searched prior to base entry. All vehicles are subject to inspections while entering, exiting, and operating within the confines of FEW AFB boundaries.
10.1.6. Contractor personnel may be required to halt performance during periods of high alert, Force Protection Condition (FPCON) changes, base-level exercises, and/or natural or man-made emergencies. The Contractor PM will be notified by the Government when work can be resumed.
10.2. Safety.
10.2.1. The safety requirements will be the same throughout. Follow the Accident Prevention Plan (AAP) and Activity Hazard Analysis (AHA), as applicable, the Contractor has created for the entirety of the work.
10.3. Deliveries and Travel.
10.3.1. Vehicle inspections may be required at the Installation Access Control Point (IACP) prior to allowing installation access.
10.3.2. Coordination between Contractor and 90 SFG/A5 may occur to allow pre-delivery of materials regarding shipping/delivery address if space is available.
10.3.3. Travel is at the responsibility of the Contractor, as applicable, to fulfill the performance of this PWS.
10.3.4. Post Award Conference.
10.3.4.1. The Contractor shall attend a Post Award Conference with the Contracting Officer, Customer, and other Government entities, no later than ten (10) business days after the date of award. The purpose of the Post Award Conference, which will be chaired by the Contracting Officer or Government PM, is to discuss technical and contracting objectives of this contract and review the Contractor’s draft project plan.
10.4. Project Plan, when applicable.
10.4.1. The Contractor shall provide a draft Project Plan at the Post Award Conference for Government review and comment. The Project Plan shall include the floor plan design, as required within this PWS. The Contractor shall provide a final Project Plan to the Customer and Contracting Officer not later than five (5) business days after the Post Award Conference.
10.5. Document/Drawing Security.
10.5.1. Transmittal. Electronic transmittal is approved, unless otherwise instructed to do so.
10.5.2. Labeling of information on Drawings:

*NOTE: Inventory are to be equal to or better. A total of eighteen (18) total cameras will be installed. Fifteen (15) cameras will be furnished by the Government, an additional three (3) cameras shall be provided and installed by the Contractor. If any Government furnished cameras are inoperable, the Contractor shall provide and install a camera to replace it.
