About this file

This document is a Q&A attachment related to a solicitation for a brand name 160-ton Trane chiller for the Department of the Air Force Global Strike Command. The key details are:

The solicitation is for the purchase, delivery, and start-up of a Trane chiller with a 2-year warranty, to be installed at F.E. Warren AFB, WY. The contract period of performance is 210 calendar days. Questions were submitted and answered regarding site visits, tax exemptions, the required SAM registration, and the fixed-price, lowest price technically acceptable award methodology. The government will not be scheduling a site visit, as the contractor is only responsible for delivery and not installation. Taxes should not be separately identified, and the SAM registration is required. The government is seeking the lowest price quote that meets the technical requirements, with a 210-day delivery timeline.

10 September 2024

MEMORANDUM FOR INTERESTED VENDORS

FROM: 90 CONS/PKAB

SUBJECT: FA461324Q2001 B1235 Trane Chillers – Brand Name, Attachment 5 – Questions & Answers

Q1: Would it be possible to schedule a site visit?

Per Amendment 01 of the Solicitation, the Contractor is responsible for delivery to the shop, rather than the site itself. The 90th Civil Engineer Squadron (CES) is responsible for installation on site. As the Contractor will not be involved with installation on site, a Site Visit is determined to not be required.

Q2: If I download my FAR's and DFAR's from my Sam profile, would I still need to complete the reps and certs attachment?

The download from SAM.gov will suffice.

Q3: Will the government be tax exempt for this project?

The Government is exempt from taxes; however, as the Contractor is performing the purchase with Trane, this does not exempt the Contractor from taxes. Taxes should not be identified separately when providing a quote to the Government.

Q4: Will the two previous attachments from the source sought need to be resubmitted as well?

The attachments from the Sources Sought will not need to be resubmitted.

In the Combined Synopsis/Solicitation, Attachment 01 Salient Characteristics was updated in Amendment 02 to account for the Period of Performance increase from 190 to 210 calendar days, and remove any references to installation, as this will be performed by 90 CES.

Q5: Is there a current unit that needs to be removed?

Installation, to include possible removal of an existing unit, is the responsibility of 90 CES.

Q6: Will this contract be best value or lowest price?

Lowest Price Technically Acceptable.

Q7: Will lead funds be available for this project?

Funds are not currently available for this project.

Q8: Is 190 days for completion negotiable or a hard time frame?

Per Amendment 01 of the Solicitation, the Period of Performance is exactly 210 calendar days.

There is an estimated 3 weeks factored into the PoP for the time between delivery of the chiller to the shop, to installation of the chiller on site by 90 CES, weather permitting.
