1.2.2.1. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.

1.2.2.2. Contractor's personnel must present a neat appearance and clothing must be safe for all operations involved in the agreement performance and present a proper image in the military family fitness facility. Proper workout attire requirements are posted in the fitness center.

1.2.3 Certification. The Contractor shall ensure that all group exercise instructors certified in CPR and First Aid. Certifications from the American Red Cross or American Heart Association will be accepted.

There will be no substitutes allowed for CPR or first aid training, per DAFI 34-114.

1.2.3.1 At the start of the agreement, the Contractor will provide a listing of current certified instructors to the Fitness Center Director to include name, contact number and e-mail address for all instructors and provide a copy of each of the required certifications for filing. Each time the Contractor provides the names of instructors to the Fitness Center Director to complete the schedule, any updated certification copies will be provided to the Fitness Center Director. If instructors' certifications have expired, they will not be allowed to teach class.

1.2.2.2 The Contractor will arrange for any substitute instructors by calling 24 hours in advance of the class start time to notify the Fitness Center Director or representative. Recognizing that a 24-hour lead time is not always possible, this should be completed as soon as practicable. It is the responsibility of the Contractor to locate a suitable replacement instructor to teach the set class in a timely manner. Per 1.2.3 and APPENDIX A, substitutes must have current certifications in order to teach.

1.2.2.3 The Contractor is required to provide the instructor schedule to the monthly master schedule no later than the 20th of each month. The Fitness Center Director, or other designated fitness staff must approve the schedule. The instructor schedule will consist of which instructor is assigned to teach each class on the master schedule. “Schedule is subject to change” will also be annotated on the schedule. All class or instructor changes to the finalized schedule must be coordinated through the Fitness Center Director, or Fitness NCOIC, or OIC. For customers’ continuity, “no notice changes” will be used as little as possible and prior approval by the Fitness Center Director or his/her designated representative must be given.

1.2.2.4 The contractor will provide the fitness center staff with the daily attendance sheet immediately after the completion of class.

1.2.2.5 The contractor will invoice for classes taught within the month being invoiced. Invoice must reflect contract number, date submitted, vendor’s address, amount, type, day and time of class taught, day and time, each class and number of students in attendance. Invoice must be received by the fifth working day of the following month.

1.2.2.6 The contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform; such absence shall not constitute an excuse for nonperformance under this contract.

2. SCOPE OF WORK.

There will be one instructor per class. Instructors will teach low/intermediate/high varied impact aerobics or spinning to class participants. Instructors will use teaching methods that provide aerobic fitness for beginning, intermediate, and moderate fitness levels. Personal assistance and corrective techniques will be provided before and during classes.

2.1 Instructors shall arrive 10 minutes prior to the scheduled class start time to pick up the sign in roster at the front desk, prepare the facility and have participants sign in. When instructors cancel class because they cannot make it and do not get a substitute, then there is no pay for that class. If they show up late for class in any time frame, the Contractor will be notified accordingly. Class sign in sheets are the only way to guarantee correct payment. It is the instructor’s responsibility to turn in their class sign in sheet. If the Fitness Center does not receive a sign in sheet, payment may not be guaranteed. Fitness Staff will create a draft sign in sheet that includes the instructors name, time, date and name of class. If a drafted sign in sheet is not available, the instructor can use a piece of paper that includes the day, time, class name, instructor name and the signatures from class participants. If an instructor is subbing for another instructor, the subbing instructor must pick up the draft sign in sheet, cross off the original instructors name, and list their own.

2.2 The instructors will safeguard all equipment and aerobic media that are used in their classes.

2.3 Instructors must be courteous, use constructive criticism and be available prior to and after class to answer any questions. Instructors must be able to explain, demonstrate, and perform all aerobics and spinning exercises being taught.

2.4 Generally, there will be no charge for the classes. Some specialty classes may incur a charge. Classes that will incur a fee will be determined by the Fitness Center Director with advance notice to the instructor and patrons. Military personnel in the self-paced, monitored fitness programs have first priority over others attending the classes, per DAFI 34-114.

2.5 The Contractor is required to provide the instructor schedule to the monthly master schedule NLT the 25th of each month. The instructor schedule will consist of which instructor is assigned to teach each class on the master schedule. “Schedule is subject to change” will also be annotated on the schedule. All class or instructor changes to the finalized schedule must be coordinated through the Fitness Center Director or Fitness NCOIC or OIC. For customers’ continuity, “no notice changes” will be used as little as possible and prior approval by the Fitness Center Director or his/her designated representative must be given.

2.6 Per DAFI 34-114., at no time will children under 13 be authorized in the aerobics room during classes.
