Questions and Answers

Camera Mobile Surveillance Units

6 June 2024

1. Period of Performance. The initial delivery date is specified as 15 July, 2024. Our company does not sell the end item, but the price is bundled into a monthly service fee. For us to provide FFP pricing for the service period, we need to have a target end date as well. Can you provide me with the end date, and if this type of quote will be considered compliant to your requirements?

The intent is for the Camera Mobile Surveillance units to be delivered on or before 15 July 2024 with a 1 year warranty/maintenance and 2 option years. See Amendment 1.

2. Salient Characteristics: The requirement for visual coverage requires 360-degree visual coverage. There is also a requirement for video analytics. Can you please specify the distance analytics must be capable for 360 – degree coverage? For example, if using 4 cameras with field of view at 90-degrees, the area of detection using analytics is further than if using 1 camera with 360-degree field of view. We need to know the distance for analytics detection, if required, vs just visibility in the camera.

The intent behind the request for 360-degree viewing capabilities without a specific number of cameras is to allow the contractor to meet the intent of not hindering the counter surveillance operability. The intent for the range of the system is the farther the better it is in detection.

3. The attached item description sheet, do you have any feedback if it’s not too much for this contract?

The requirements for this contract is on the solicitation and Attachment 3, Salient Characteristics.

4. Service Contract vs. Purchase. Is this for the outright purchase of six mobile units with a 3 year warranty and service contract? Question rationale: Is Option 1 acceptable or should we submit both?

Option 1 - Service Model: We offer a service/subscription sales model. We would provide you with six mobile trailer systems to include all hardware/software/data required for operation, we would own the units, insure them, maintain them, repair them, and ensure their operability for the duration of the contract. This is a service we are providing for other DOD organizations so I wanted to ensure our submission isn't offering a completely different solution.

Option 2 - Purchase Model: We do offer a purchase model with an ongoing annual software subscription + cellular data. This however would not include full-service and the components of the trailer would have their standard manufacturer warranty.

Yes, the intent is to purchase the equipment with warranty outright with no need for cellular data or cloud storage. The requirements for this contract is on the solicitation as amended (Amendment 1) and attachment 3 – salient characteristics.

5. Troubleshooting capabilities. We have a 24/hour technical support line that can assist anyone with troubleshooting. The system does not have a Technical manual that covers all of the electronics and functions for repairs. Under our service contract, we will ensure the system is maintained and operates as expected. We have trained technicians who can be onsite within 24-48 hours to remedy any issues. Does this suffice?

We do not need a service contact, only a warranty on the provided hardware. 24/7 tech support with 24hr response time within the warranty.

6. "Each unit must provide a 360-degree visual coverage from where it is staged". At what range (how many feet) of surveillance is expected? How many feet out are you expecting to detect?

There is no required range, the higher the better, the farther visibility the better.

7. "Needs to be compatible with data storage devices" we record all video on the unit itself and video retrieval is done via 5G through our cloud based platform. We do not support on prem video retrieval, it all goes through our Cloud VMS. Is 4G remote video retrieval acceptable?

We do not want 5G/4G data or cloud storage, the intent is for us to retrieve the data directly from the system as the owner/users. The system must have the ability to maintain at least 7 days of non-stop recording.

8. Live feed footage from BDOC. Will you be streaming live video 24/7 into your BDOC? Or will this be only when an alert is generated? Under both service and purchase models we cover the cellular data but our system is not designed to stream 24/7. This would consume a significant amount of data which is not reflected in our current pricing. Do you plan on streaming video to your BDOC 24/7?

Live streaming is not what we are looking for upon delivery but the ability to upgrade the systems in the future upon approval and acquiring of the equipment to support the live feed.

9. For the solar power option, may this be separate from the unit or must it be integrated into the unit?

Solar power is required to be integrated into the system.

10. Would you provide more detail on the video analytics? For example, are you looking for motion detection, facial recognition, or other specific features?

Must have motion detection capabilities. Optional - for the system to be able to differentiate between wildlife, personnel, and motorized vehicle when it is breeching the installation perimeter.

11. What is the required range from unit that must be illuminated? Will this be a motion-trigger, constant, scheduled, or require user action?

Illumination will be both motion trigger and at request of the customer.

12. Is there a preferred or desirable software for analytics?

No

13. What throughput requirements for the 4G device for the live feed?

We are not approved and do not have the equipment for live feed viewing.

14. Does camera data gained and/or stored have security requirements?

Data will be stored locally, the vendor will not have access.

15. What are the environmental operating conditions, such as temperature, precipitation, and wind speed?

Weather conditions are temperatures as low as -20F, Snow, 40+ MPH winds, snow/hail and rain.

16. What's the timeline from award to delivery?

Delivery date is July 15, 2024. Anticipated Award date is July 20, 2024

17. Is the delivery date able to be extended due to time required to process a purchase order?

NO, on or before July 15, 2024. If unable to meet delivery date, please state the reason and the proposed delivery date in your quote.
