Question/Comment/Clarification Government Response

1)

Based on Q&A response to questions 50 and 60 issued on March 19th, it seems now the project is to be complete within 365 days and not spread over a 5 year period. Therefore, will the pricing sheet (Attachment 2 – Contract Line Item Number Structure) be revised for this new period of performance?

RFQ is for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract (period of performance of 1,825 days). The quantities listed in Attachment 2 are for all 5 years and not per year. This will allow for the escalation of pricing for each outyear. Government is asking offeror to confirm the ability to complete the entire project within 365 days to ensure that offeror has the ability to do so if the Government receives funding.

Attachment 2 will not be revised.

2) clarification on attachment 2 pricing schedule. It appears the calculations demonstrate the anticipated quantity to be the 955 total units PER YEAR, which is contradicting to what was explained in the scope and RFI clarifications.

Can you confirm the quantities in attachment 2 are the total for ALL 5 YEARS, and not PER YEAR? This would drastically change contractor pricing.

The total not to exceed quantity (955) provided within “Attachment 2 – Contract Line Item Number Structure” is multiplied by the option years (5) in the attached pricing spreadsheet, resulting in a much higher cost than what is understood to be intended.

Should we alter the pricing spreadsheet, or can you review, update the document, and provide an extension for responses?

Given that the government now anticipates having all funding to perform the work in one year, should we provide pricing for only the initial Task Order and a separate 1-year full project pricing? Or does the government still require a total price per Contract Line Item Number (CLIN) for all out-years to be quoted?

Please confirm whether a Total Price for the entire scope of work (excluding the initial Task Order) needs to be provided. The pricing templates did not include a field for this total amount. If required, we will include this Total Price in the body of our bid proposal.

Attachment 2 shall be completed for all years. Using the excel document, please ONLY add unit prices for each year. Once that is complete, the form will auto generate the overall total price. CLIN pricing should cover the entirety of the efforts performed IAW the

PWS.

The Response to Questions_and_Answers #59 states that the initial Task Order pricing should be broken out by submitting Attachments 2 and 9. However, Attachment 9 does not appear to contain any fields for breaking out the initial Task Order pricing.

Could you please clarify what pricing details should be provided in Attachment 9 related to the initial Task Order?

Correction to question #59 from the first Q&A.

Attachment 2 shall be submitted for the entire project.

Attachment 7a shall be completed and submitted for the first Task Order – the offeror shall provide the quantities for each CLIN and pricing shall match the CLIN pricing provided in Attachment 2 Attachment 9 is not for pricing, but contractor may complete and provide IAW

5.1.1. of the RFQ.

The current pricing format requests pricing for all three styles of faceplates for the other 26 buildings to be priced each year. The government provided pricing excel file totals all five years as the (Overall Total). This calculation represents the same work being performed five (5) times and escalates the (Overall Total) cost. Is this the governments intent?

The quantities listed in Attachment 2 are for all 5 years and not per year. This will allow for the escalation of pricing for each outyear.

Within the Pricing, one of the items to be complete is "Total Price for all periods excluding initial Task Order", based on the government pricing sheet this amount shows a cost five times higher due to the same level of effort being repeated each year. In this portion, can the contractor use the total amount of year one assuming the level of effort could be completed in the first year?

Will the government breakout specific building numbers to be completed each year in order to receive a more accurate cost proposal with repeating pricing for the same level of effort?

Government will not provide a building breakout for each year. Government will request work to be completed as funding is received.

10) Assuming the government will breakout specific buildings to be priced each year, will government provide a revised Attchment 2?

See answers to question 1 and 9.

11)

Contractors must make assumptions on the number of locations for Asbestos and Lead testing and remediation per building which will affect each contractors cost proposal. In order for all contractors to propose equally, will the govenrment an assumed number of locations per building for this effort to be performed?

Government is requesting a one for one swap of all cables. All cables already have an established path.

If the contractor uses the established path there should be no drilling of real property; therefore, there should be no need for asbestos testing. IF contractor determines a new path is needed and there is drilling of real property, asbestos testing will be required.

There is no way for the Government to know this prior to a TOPR request. Offeror must include this in their original pricing.

12) Will the government require air clearances for the any abatement efforts?

Clearance testing should be conducting before the abatement containment is taken down to prevent the potential release of fibers in the air.

13)

Please clarify that Offeror Representations and Commercial Services are not included in the 5 page count limit. The completed information would greatly exceed this requirement.

Only the pages unique to your proposal count against the 5-page limitation (i.e. response to technical).

Offeror Representations will not count against the 5 page count limit.

14)

Please clarify that the cover page(s) do not count toward the 5 page count limit.

Please clarify that the pricing does not count toward the 5 page count limit.

Only the pages unique to your proposal count against the 5-page limitation (i.e. response to technical).

Completing pricing of Attachment 2 and 7a do not count against the 5 page count limit.

16)

INSTRUCTIONS TO OFFERORS:

Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Commercial Services.

It also says this: 5.1.1.9. Offer must be no more than five (5) pages and may only include the vendor’s name and any identifier on the first page or the cover page of the offer. The 52-212-3 is 19 pages, is this not considered part of the offer?

17)

Do we need to include the completed provisions in attachment 5 with our submission or are the completed reps and certs found in SAM.gov acceptable?

As part of your offer, the offeror is required to submit the completed representations and certifications as required in attachment 3. The SAM.gov representations and certifications alone are not adequate to be considered responsive to this solicitation.

18)

Do the following required attachments go against the 5 page limitation listed in 5.1.1.9.?

Completing Attachment 9 does not count against the 5 page count limit. Attachment 7 is not required to be submitted as this will be used for future task order proposal requests. Please submit only 7a.

19)

Are there any buildings that would require a manlift or is a step ladder sufficient?

An extension ladder in open areas may be helpful.

20)

Can you further clarify the operating condition of the building when the work is expected to begin? Will personnel still be working in these buildings, or will the building be vacated?

Reference PWS 1.2.2. Work will begin based upon the approved schedule of work.

Reference PWS 1.1.9.1 for working Government employees.

21)

Can every existing data port be removed from service for the demo of the existing wiring and the installation of the new wiring? Will any data ports need to remain active for as long as possible (i.e. hot swap)? If so, can the expected number of these ports be provided?

If a user is using a port location, that port will stay active until such time a cut over can take place. Or, the user will have an option to telework or VPN.

Active ports or users will be identified during the walk through with the COR. Every building will be different depends on occupant’s daily operations.

22)

Does the scope require a full-time safety supervisor and/or full-time quality supervisor?

Per the contractor’s company policy:

However, Per PWS 4.9.1.2, The contract manager shall be available within 24 hours of a request by the Government to meet to discuss problems.

23)

It would be good to know if we should assume all work will be done during normal 7-5:00 M-Fri working hours or if any after hours will be required?
