About this file

This document contains the Questions and Answers from the post-site visit for Solicitation FA461324Q0022 for the Building 34 1st Floor Carpet Installation at FE Warren AFB, Wyoming.

The key details are:

  • Contractors are allowed to have a dumpster on the premises with prior approval on location from the CE project manager, facility manager, and Contracting Officer.
  • Minimal leveling of concave hallway surfaces is required to reduce the amount of glue needed for proper carpet installation.
  • Contractors can store materials in the basement mechanical room, which is not climate-controlled, or at an insured off-site facility at the contractor's expense. The government will not pay for advanced materials. Once the Project Manager verifies delivery, the contractor can invoice for the materials.
  • The preferred carpet colors are grey or blue tones, with the contractor providing color choices after award. The 18"x36" Kinetex Major Metro modular planks are to be installed in high traffic hallway areas.

POST SITE VISIT QUESTIONS

10 July 2024

1. Are we allowed to have a dumpster on the premises?

Yes. Approval for location of contractor-supplied dumpster shall be requested and coordinated with the CE project manager, facility manager and the Contracting Officer, at least seven days prior to start of on-site work. Contractor is also requested to coordinate at least seven calendar days prior to mobilization to the site and/or demolition of the site.

2. We noticed that some hallways are concave. Do you want to have them levelled with self-leveling compound?

No. Provide minimal leveling of surfaces to reduce amount of glue needed for the proper installation of flooring.

3. Can all the materials be stored on site?

Yes. The basement mechanical room is the only available space for storage of materials onsite. This room is not weather-controlled. The contractor remains liable and accountable for all materials until fully installed.

4. How soon will the contractor be paid for materials, or do we have to wait for completion?

When the Project Manager confirms/verifies that materials are delivered on site or secured at an approved "insured" facility, the contractor may invoice for materials under the designated CLINs. If delivered on site, the contractor remains liable for all materials until fully installed. If delivered at a storage facility off base, the Contractor is required to maintain insurance liability for the said facility (provide copy of insurance to the Government). The storage facility shall be at no additional cost to the Government. The Government is not liable for damaged/stolen/unprotected materials; contractor remains liable for materials until fully installed. No advanced payments are allowed for materials ordered.

5. What is the carpet color preference?

Per Solicitation Attachment 1 Performance Work Statement (PWS), the contractor is to submit colors for users to choose from. In general, FE Warren uses grey or blue color tones. Contractor will provide color choices after award.

6. Where on the plans are the Kinetex Major Metro 18” x 36” modular planks going to be installed?

Per Solicitation Attachment 2 Drawings, the Kinetex Major Metro 18” x 36” modular planks are to be installed in the high traffic areas (hallways) as indicated.

7. Due to the size of the project, is there a way that we could bill stored materials at our insured facility when the materials are delivered to us? OR, is there room in the basement of Building 34 to store all the materials?

The Contractor has the option to store materials at the basement mechanical room

(no heat) of the facility. The Contractor remains liable/accountable for materials until fully installed. Another option is to store materials at an insured facility at the Contractor's expense (no additional cost to the Government). Once the Project Manager verifies delivery, the Contractor may invoice for verified materials. The Contractor is to provide a copy of the insurance liability for materials stored in the designated facility. The Contractor remains liable for all materials until fully installed
