FA461322Q1012, Cold Weather Gear

1. I have 2 questions on the solicitation that I hope you can answer for me. The first is that you specify Gore-Tex for the fabric. All L6 solicitations from DLA refer to a laminated fabric with the characteristics that are found in both Gore-Tex and other manufacturers products. We utilize a fully compatible fabric provided by Brookwood Companies that meets all of the specifications in DLA L6 solicitations. In fact, it is highly unusual for us to see a named item specified in the solicitation. Will you accept L6 items using other than Gore components?

Yes we will accept L6 Items using other Gore components as long as they are water proof/resistant.

2. Secondly, I need some clarification on statements made in the “salient characteristics” section of the solicitation. The NSN numbers provided in the solicitation match those of the L6 jacket and trouser.

However, there are differences in the PDs for those NSNs and your solicitation. For example, the L6 trouser does not, per the PD for the related NSNs call for suspenders to be required.

The government is not requesting suspenders or internal 4-point suspender loops incorporated in to the pants. Suspender references have been removed.

3. The salient characteristics for the trouser indicates that the “Pants should have suspenders that can be used with the trousers if desired.” The Layer 6 Trousers that we manufacturer under DLA-TS contracts confirm to GL-PD 06-17D, and match the NSN that your RFP references, do NOT contain suspenders or suspender loops. We will need clarification if suspenders are required and if so, what are the specifications of the suspenders since suspenders are not required under the specification.

Suspender references have been removed.

4. In the attachment for the bid it mentions the "Buy American-Free Trade Agreements-Israeli Trade Act". It then refers to a list of countries where it is acceptable to source the product from. That being said, are there any restrictions with sourcing from US territories specifically from Saipan, Mariana Islands?

According to the FAR the “United States means the 50 States, the District of Columbia, Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, and Wake Island.”

So the Buy American act doesn’t apply since it is considered part of the U.S.
