Solicitation FA4613-17-R-0008

REPAIR LF CONTOURS, ACCESS ROAD, VEHICLE PAD AND FENCE

Q U E S T I O N S and A N S W E R S

1. In regards to LF Contours FA4613-17-R-0008 solicitation, it states in 13a that no bid bond is needed. Is this accurate? If not accurate and a bid bond is needed, should it be for the base year or the total of all 5 years?

Yes, this is accurate. Bid Bond is not required.

2. The solicitation shows a base year and 4 option years. Will the performance and payment bonds for the base year be in the amount of the base year bid and then closed out once the 20 locations are completed? Then a new bond required for Option year 1 with the new estimate amount?

This question will be answered no later than 21 March 2017.

3. Will separate task orders/contracts be issued for each of option separately.

The contracting officer may exercise the option on the requirements contract on an annual basis. Task orders will be issued as needed or required based on government needs.

4. At the site visit, you indicated that we can wash and reuse the existing ballast onsite. Can you confirm if we would need to perform independent lab services on that material to ensure it meets the contract specified gradation?

The materials must meet the requirements in section 321123 of the Statement of Work (SOW).

5. At the site visit, you indicated that you do not anticipate that there are sufficient quantities of ballast and riprap onsite. Can you confirm that you anticipate some or most of these materials will need to be imported?

There may or may not be sufficient quantities of ballast or riprap on site. The construction drawings provided may call for more or less material to be installed. Each site is different.

6. Do we need to attempt to match the existing contours or will you provide detailed drawings indicating the new sloping and grading we are to match?

Detailed construction drawings will be provided for each site. See Exhibit 1, SAMPLE DESIGN, as a reference on the type of document used for construction. PLEASE NOTE, Exhibit 1 IS AN EXAMPLE AND IT IS SPECIFICALLY FOR LAUNCH FACILITY L-03

ONLY.

7. At the site visit, you indicated that we are responsible for negotiating a material stockpiling location and payment with the adjacent land owner. Is there an average amount that contractors typically pay the land owners for this rental?

See Section 013113, paragraph 1.17 of the Satement of Work (SOW). The Government is not involved in the contractor’s negotiations with private landowners.

8. What if the adjacent land owner will not provide use of their land. Will additional funding be provided for the additional hauling and staging costs?

See Section 013113, paragraph 1.17 of the Satement of Work (SOW). The Government is not involved in the contractor’s negotiations with private landowners.

9. You indicated at the site visit that the site was fairly plain and flat. Can you provide some photos of some of the more extreme sites? Bravo 4 and Fox 2 were mentioned as examples.

See Exhibit 2, Contours Photos.

10. The material produced by the supplier located west of Cheyenne is the only material that we have been able to find that meets the requirements for 100% crushed rock, fractured face, abrasion, and meets the gradation. However because the material is made from 100% crushed rock, it will be difficult to get the required Plasticity Index. Will a variance on the PI be allowed or will bentonite need to be pug milled into the material?

All materials shall meet the gradation requirements in the SOW.

11. What sites will be included in the next set of construction contracts and how many sites can be expected?

The sites can be any Launch Facility (LF) in A through O flights. Attachment 1 of the solicitation, Bid Breakdown, is based on twenty (20) sites. However, this is a requirements contract, therefore, the bid breakdown are estimates only. See FAR Clause 52.216-21.

12. Can the material removed from the site be reused?

The rip-rap and ballast rock can be reused if it is cleaned prior to re-installation as outlined in the Specifications. Base and sub-base material must meet the graduation requirements in the Specifications.

13. Some sites are more challenging than others, is the performance period of ten (10) calendar days expected to be met on each site?

The period of performance is ten (10) calendar days for each site.

14. Are herbicides required to clear and grub the area?

No, mechanical means will be used to clear and grub the site.
