The Contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.

PART A - GENERAL REQUIREMENTS

1.0 SCOPE

1.1 Introduction

This PWS encompasses the full range of methods, technologies, and supporting activities necessary to conduct Project GHLN 17-6048 for F.E. Warren (FEW) AFB, which includes providing services to defuel and repair leaks in one (1) UST at Launch Facilities (LF): C-08. The LF site is located in Banner County, Nebraska (NE). The specific requirements for this project are highlighted in PWS Paragraphs 6.11.4, 6.13, 6.15, and in the following background paragraph.

The services to be provided have been evaluated and determined to be non-mission essential.

Background:

The Existing UST is a 4000 Gallon Diesel double wall fiberglass Fuel Tank which supplies fuel to a 300 Gallon Day Tank that feeds the Diesel Generator in the Support Building of the LF. Currently the 4000 gallon tank has the main fuel tank leaking into the interstitial area, and is in urgent need of repair.

The tank is a Xerxes tank installed in the early 90’s and has a Limited 30 yr Xerxes warranty. The Contractor is responsible to pump the tank (to include the interstitial area), clean the tank to a ‘three rinse’ standard, find and repair the tank leak/leaks using Xerxes qualified technicians, test and filter/replace the fuel back into the tank. It will also be the contractor responsibility to maintain the 300 gal day tank. This includes ensuring that it is full before work starts, have 100 gallons on hand that could be used to refill if necessary, then open up the fill line in the manhole area in order to fill and then make sure it doesn’t leak. Finally, ensure everything operates properly once the project is complete.

The site is located in Banner County, NE with the distance from FE Warren AFB being: C-08: 86 miles.

Access to the LF is controlled by the U.S. Air Force. All contracted personnel entering the site must be on an Entry Authorization List (EAL) created by the Government in order to enter the LF site.

The project shall include any necessary pumping, storage, cleaning, repair, certification of the tank and any other items necessary to restore the tank to totally functional and operational condition to Federal, State, and Local requirements and codes.

1.2 Policy and Requirement Statements

It is the policy of the Air Force to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects do not deplete resources, cause environmental degradation, or impact to human health and may reduce the burden of compliance for the Air Force. Mission requirements are met while also balancing cost and environmental responsibility. The Contractor shall incorporate pollution prevention and sustainability initiatives into all aspects of this project.

Requirements include efficient management including, but not limited to, the submission of accurate, on-time, quality contract deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include, but are not limited to, early involvement in the process to allow for the development of the most cost-effective and technically sound approach or solution.
