Introduction: This document was designed by the 90 CES/CEAN Green Procurement Program

Manager to provide guidance to 90 CONS and contractors on the method used to properly determine the use of “green” products for projects awarded to contractors on F.E. Warren Air

Force Base, Wyoming.

1.0 Overview: Green procurement is the purchase of environmentally preferable products and services in accordance with one or more of the established federal “green” procurement preference programs. To prevent waste and pollution, F.E. Warren Air Force Base is requiring all contractors awarded work by the base to consider environmental impacts, along with price, performance and other traditional factors, when making purchasing decisions. The following categories are addressed in F.E. Warren Air Force Base Green Procurement Program:

Products manufactured from recovered materials, Environmentally preferable products, Energy efficient products, Bio-based products, Alternative fuels and fuel efficient vehicles, and Non-ozone depleting substances.

1.1 Criteria: Contractors performing work for F.E. Warren Air Force Base shall comply with the Resource Conservation and Recovery Act (RCRA), Federal Acquisition Regulations (FAR), Department of Defense (DoD) Policy and U.S. Air Force Engineering Technical Letter (ETL) 00-1 for the incorporation of environmentally preferable products and services into the project.

“Green” products specified for use on this project must take into consideration determinations provided by all regulating agencies. These agencies and their specific criteria for green product determination can be reviewed at the following web sites:

2.0 Determination:

As the determination is made for the procurement of “green” products, the contractor shall note these products on the Green Product Determination Form (Appendix A) and provide a list of all products designated to be utilized during this project (Appendix B). The contractor shall submit this completed form and product list to 90 CONS, building 208, F. E. Warren, AFB, Wyoming 30 days prior to the start of the project or 72 hours for contracts with a POP of less than 30 days. The form and list will then be forwarded to the 90 CES/CEAN Green

Procurement Program (GPP) Manager for review 20-30 days prior to the start of the project or

72 hours for contracts of less than 30 days. Additional actions and information may be required by the contractor if requested by the 90 CES/CEAN GPP Manager.

3.0 Cost Analysis: If it is determined that the cost of using green products poses a significant negative impact on the budget of this project, the contractor shall complete a comparison cost analysis of “green” products verses traditional products and submit the information gathered.

Ozone Depleting Substances (ODS):

Air Force purchasers must maximize the use of safe alternatives to ODS, phase out the procurement of Class I and Class II ODS products, utilize the Defense Logistics Agency (DLA) ODS Reserve to reclaim and recycle Class I ODS for mission critical uses, and work toward phasing out use of all ODS products.

Examples of products that include ODS are refrigeration and air conditioning systems and components, foam insulation, cleaning solvents, fire suppressants, aerosol solvents and propellants, sterilants, adhesives, coatings and inks.

Priority Chemicals:

Air Force purchasers must look for alternatives for products containing the chemicals identified by the U.S. Environmental Protection Agency (EPA) as the five (5) priority chemicals. The EPA five (5) priority chemicals are:

Lead Cadmium Mercury Naphthalene Poly Chlorinated Biphenyls Examples of products containing these chemicals are: batteries; pigments, metal coatings and plastics; solder, thermostats, calculators, thermometers, barometers, and other small appliances; light fixtures and lamps; electrical switches, cameras and cathode tubes; mothballs, moth repellant and toilet deodorant blocks.
