About this file
This is a Technical Questionnaire for a Catholic Music Director position at Vandenberg Space Force Base, California, under CLIN 0001. Offerors must provide a detailed technical plan limited to twenty pages, excluding resumes, references, and supporting documentation. The questionnaire requires comprehensive responses across eight major areas: technical approach and service delivery for the worship community; Catholic music direction experience including liturgical knowledge and weekly music selection processes; staffing qualifications with documented music director experience and instrument proficiency; volunteer management procedures including screening and supervision for programs involving minors; administrative and equipment procedures for government property safeguarding and copyright compliance; scheduling and quality control mechanisms; relevant past performance examples demonstrating comparable experience; and subcontracting plans with quality assurance approaches.
Key requirements include demonstrating the Music Director's ability to provide music direction and accompaniment for Roman Catholic worship services, selecting music aligned with the liturgical calendar and scripture readings with weekly submissions to the Priest by noon Wednesday, managing volunteers through required agreements and orientation, maintaining a master volunteer list, ensuring proper setup and teardown of government-furnished equipment, documenting and resolving performance concerns, and providing an equally qualified alternate for known absences with Priest approval at least two weeks in advance. Offerors must also address experience in pluralistic military environments, coordination with Chapel staff and military personnel, and the ability to handle multiple stakeholders, volunteer personnel, recurring schedules, and short-notice changes.
