About this file

This is a Request for Information (RFI) Responses document for federal contract solicitation FA461026Q0047, addressing contractor questions regarding a carpet installation project at a secure Air Force facility.

The project involves complete carpet replacement throughout a multi-floor building, with work anticipated to commence on or before September 30, 2026. Contractors must select and price one carpet product from approved options specified in the Performance Work Statement (PWS), with one carpet type and color installed uniformly throughout the facility. Existing wood baseboard (approximately 1/2 inch x 3 1/2 inches) will remain in place with adequate clearance for new carpet. Floor preparation pricing should include only ordinary adhesive removal, minor patching and crack filling, and limited self-leveling to achieve a reasonably level surface within 1/4 inch tolerance. Furniture handling is limited to lifting modular workstations and desks in place; only Room C202 contains furniture requiring contractor attention, with no disconnection, dismantling, removal, or storage required. The work will be completed in one phase, coordinated with 30 Civil Engineering Squadron (30 CES) Point of Contact, with contractors able to choose removal and installation sequencing. Rooms C305, C307, and C309 contain raised floor areas with steps and treads requiring carpet treatment. No additional site visits beyond the original deadline will be provided; the drawing is accurate to scale and available in AutoCAD format for estimating. Material staging and storage must be coordinated with 30 CES POC and comply with fire codes and emergency access requirements. The contractor will not be responsible for asbestos-containing materials or black mastic; if suspicious materials are encountered, the Contracting Officer will provide direction. The facility is secure, requiring contractor coordination with 30 CES for base access and escorts provided by area occupants. All deadlines reference Pacific Daylight Time.

Solicitation No. FA461026Q0047 RFI Reponses

Carpet Base / Cove Base

1. Is new carpet base / cove base required under this solicitation?

The PWS background and CLIN 0004 reference carpet base, while the listed carpet products state “Carpet Base: Not applicable.”

Answer: No carpet base is required under this effort. Existing wood base will remain.

2. If new carpet base / cove base is required, please provide the material/type, size/height, color, estimated linear footage/quantity, and installation locations.

Answer: No carpet base is required under this effort. Existing wood base will remain.

3. What size and type of base is currently installed?

Answer: The existing base is wood, painted or stained/varnished depending on location, and is approximately 1/2 inch x 3 1/2 inches.

4. In areas with existing wood baseboard, should the contractor leave it in place, detach and reset it, or remove and replace it with new cove base?

Answer: Existing wood base should remain in place. There should be adequate clearance for the new carpet to slip underneath.

Carpet Product Selection / Existing Flooring

5. Will the Government select the carpet product before award, or should contractors choose and price one approved product in their quotations?

Answer: Contractors shall select and price one of the carpet options provided in the PWS.

The proposal should identify the manufacturer, collection name, colorway, and installation pattern specified in the PWS.

6. Is one carpet product and color required throughout the project, or will different products/colors be assigned by room, corridor, or work area?

Answer: One carpet product and color shall be installed throughout the project.

7. Please confirm whether any required manufacturer, style, color, backing, installation pattern, or adhesive is associated with specific spaces.

Answer: One carpet product and color shall be installed throughout the project. Carpet shall have the specified backing, and the installation pattern shall be used throughout the entire area.

8. Is the existing flooring carpet tile or broadloom?

Answer: Existing flooring varies. For example, the corridors are believed to be broadloom due to borders in some areas, and office spaces are believed to be carpet tiles. The contractor shall verify.

Drawings, Specifications, and Technical Package

9. Is there a separate finish schedule, architectural flooring specification, demolition plan, room finish schedule, transition detail, enlarged flooring detail, furniture photos, or any other flooring-related drawing/specification beyond the PWS, Carpet Plan, and current attachments?

Answer: No additional information will be provided beyond the PWS, Carpet Plan, and current attachments.

10. If no additional documents are available, should the PWS and Carpet Plan be considered the complete technical package?

Answer: Yes. The PWS and Carpet Plan should be considered the complete technical package. Any questions or concerns should be raised now so they can be addressed prior to bidding.

Furniture Moving / Room Conditions

11. Please clarify the contractor’s furniture-handling responsibility. Is the requirement limited to lifting/moving furniture in place to complete flooring installation, or does it include disconnecting systems furniture, dismantling modular/workstation components, removing furniture from rooms, storing furniture, reconfiguring furniture, or reinstalling/reconnecting furniture?

Answer: Furniture lifting will be the bulk of the effort. There will be no disconnection, dismantling, removal from the immediate area, storage, reconfiguration, reinstallation, or reconnection. Some miscellaneous items, such as mobile pedestals or small lateral files, may need to be moved from one side of a room to the other during removal and installation.

12. Will Government personnel relocate any furniture or equipment, or is all furniture moving expected to be performed by the flooring contractor beyond what is stated in the PWS?

Answer: There will be no requirement beyond what is stated in the PWS.

13. What types of furniture will require moving, such as modular cubicles, typical office desks, standalone metal desks, filing cabinets, or other items?

Answer: Furniture lifting includes modular workstations, some desks, and minor freestanding furniture, such as mobile pedestals and small lateral files, that may need to be moved from one side of a room to the other during removal and installation.

14. The PWS notes Room C202 as “Furnished.” Is Room C202 the only room where furniture moving will be required?

Answer: That is the intent. Room C202 should be the only room with furniture the contractor will be required to address. Most furniture should be lifted rather than moved.

15. Is Room C202 the only room with modular furniture, and are all other rooms either empty or furnished only with typical desks and filing cabinets?

Answer: Rooms other than C202 should be essentially free of furniture, except for minor loose furniture as described above.

Asbestos / Black Mastic / Hazardous Material Responsibility

16. Attachment A6 identifies trace chrysotile in black-mastic layers associated with samples MEC-07, MEC-08, and MEC-09. Please identify the locations represented by those samples.

Answer: The samples were found on the third floor in Rooms C305 and C307, near the raised-floor stairs.

17. If asbestos-containing or suspect black mastic is encountered, is the contractor expected to include disturbance/removal, containment, disposal, additional testing, abatement, clearance, or encapsulation, or will the Government provide separate abatement services?

Answer: The contractor will not be held responsible for any additional suspect black mastic or ACM. If anything suspicious is encountered, notify the Contracting Officer for direction.

Floor Preparation / Leveling Scope

18. What level of floor preparation should contractors include in pricing? Please clarify whether pricing should include only ordinary adhesive removal, minor patching, and normal surface correction, or whether it must also include extensive leveling, self-leveling underlayment, moisture mitigation, major grinding, or correction of concealed substrate deficiencies.

Answer: Pricing should include only ordinary adhesive removal, minor patching and crack filling, and normal surface correction, including limited self-leveling as needed to ensure the floor is reasonably level within 1/4 inch or less.

Performance Period / Start Date / Phasing / Work Area Access

19. Please confirm the required period of performance, anticipated start date, and required completion date following award.

Answer: The contractor should provide an estimated delivery date. The anticipated start date will be on or before September 30, 2026.

20. Will the work be performed in a single phase, or will the Government phase the work by area or floor?

Answer: The work should be completed in one phase and coordinated with the 30 CES POC to avoid interruptions. The contractor may choose to remove all carpet at one time and return for installation or perform removal and installation in the manner most efficient for its processes.

21. Are there any restrictions on access to occupied work areas that contractors should account for in pricing or scheduling?

Answer: This is a secure area, and the user will provide access and escorts for the work areas. Room C202 may have a small number of personnel who can be relocated during the work. All other areas are unoccupied, and the contractor should have full access.

Site Conditions / Building Access

22. Is there elevator access for installation on the second and third floors?

Answer: Yes. There is a freight elevator at the far end of the building with ground access at a loading dock. The building is approximately 425 feet long.

23. In Room C307, is there a stage or other elevated section that contractors should account for? The floor plans appear to show an elevated portion of the room.

Answer: Rooms C305, C307, and C309 all have raised floor areas with steps, including tread and riser surfaces, that will receive carpet. Room C307 also has an additional raised area, one step up, that will require treatment.

Site Access / Base Access / Badging / Escorts

24. Are there any project-specific base access, badging, or escort requirements beyond those already identified in the solicitation?

Answer: This is a secure area, and the contractor will be responsible for coordinating access with the 30 CES POC. The user/owner of the area will provide the required escort.

25. Because the original site-visit access deadline has passed, can an additional escorted site visit or other access opportunity be provided for quantity verification and confirmation of existing conditions?

Answer: No additional site visit will be scheduled.

Material Staging / Storage / Delivery

26. Are there any restrictions or requirements concerning material staging, storage, or delivery locations that contractors should consider when preparing quotations?

Answer: The contractor shall coordinate material staging and storage with the 30 CES POC. It is anticipated that materials may be stored on site, but the contractor will be responsible for securing them. Storage must not violate fire codes, emergency access/egress requirements, or building operations in other occupied areas.

Quantity Verification

27. Since PWS Section 2.6 states listed quantities are informational only and must be verified by the contractor, please clarify whether any additional access will be provided for quantity verification.

Answer: No additional site visits are anticipated. The provided drawing is relatively accurate, to scale, and can be provided in AutoCAD format for estimating purposes if needed.

Solicitation Deadline Time Zone

28. Please confirm the controlling local time/time zone for the solicitation’s questions and quotation deadlines, which are identified as “PST.”

Answer: Yes. The controlling local time zone is Pacific Daylight Time.
