About this file

This file contains Question and Answer (Q&A) responses to a Request for Information (RFI) for pest control services at Vandenberg Space Force Base and Pillar Point Air Force Station. The responses address contractor qualifications, service requirements, historical demand data, and operational procedures.

Prime contractors must either employ licensed and certified pest control personnel or subcontract to qualified firms, and are solely responsible for maintaining proper insurance coverage including pesticide pollution liability—subcontractor insurance cannot substitute for prime contractor coverage. Site visits are not permitted; a Vandenberg Space Force Base Road Atlas and acreage information will be provided post-award via Attachment 2 (Pricing Document). Over the past 12 months, the base experienced two emergency snake removal requests, four wasp service calls, eight bedbug-infested rooms in FY23 (requiring full dormitory inspection), zero bedbugs in FY24, one bedbug room in FY25, and zero termite services. Pillar Point Air Force Station requires quarterly rodent control services. The contractor must provide all supplies, equipment, and materials; bait station quantities vary monthly. For accessible bee, wasp, hornet, and yellow jacket removal, the tallest structure requiring service is approximately four stories. Access to sensitive areas requires use of a visitor request system, with two buildings requiring escorts at all times. Technical proposals should include relevant past or current contracts, evidence of performance capabilities, and required compliance certifications per the Performance Work Statement. Non-standard pesticide approvals typically require five business days. Vector surveys, coordinated with base Public Health, include site inspection, vector identification, population assessment, habitat evaluation, risk assessment, and documentation of corrective actions; laboratory testing is a contract requirement but may be available through the base Public Health office.

Pest Control Services Request for Information (RFI) Responses

Question 1: Are site visits permitted for this opportunity?

Answer 1: No.

Question 2: Please provide the full address or GIS map of services location.

Answer 2: A Vandenberg Space Force Base Road Atlas will be provided after the award.

Question 3: Request any available square footage or acreage information for the facilities and areas included under the recurring CLINs.

Answer 3: See Attachment 2 Pricing Document for estimated acreage on all recurring services.

Question 4: Will the government require Prime Contractors to have direct pest industry experience?

Answer 4: The prime contractor is ultimately responsible for fulfilling the terms of the contract.

This means they must either employ licensed and certified personnel or subcontract the work to a company that does.

Question 5: Will the Government require the Prime Contractor to maintain proper pesticide General Liability insurance to include pesticide pollution coverage or will the Government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance?

Answer 5: The government will hold the Prime Contractor responsible for ensuring proper insurance is in place, including specialized coverage like pesticide pollution liability. The government will not permit a Prime Contractor to simply use a subcontractor's insurance as a substitute for its own required coverage. The Prime Contractor has the ultimate responsibility for contract compliance.

Question 6: Has the government issued any CURE or Notice of Correction for pest control services over the past 24 months at any locations?

Answer 6: No.

Question 7: Can the government clarify how many emergency/unscheduled service requests there have been in the past 12 months? Reference: PWS 4.5.1 & 4.6, Answer 7: There have been two emergency requests for pest control in the past 12 months.

Both service requests were for snakes inside facilities.

Question 8: Can the government confirm the number of exterior rodent bait stations that are present? Will the government require these to be provided by the contractor upon award?

Reference: PWS 4.7.1

Answer 8: The number of bait stations required varies from month to month. Yes, the contractor will be required to provide all supplies, equipment, and materials to provide services as required.

Question 9: Can the government provide how many Bees and/or Wasp service requests have occurred in the past 12 months? Reference: PWS 4.6 & 4.13

Answer 9: There were four wasp calls last fiscal year. Bee work tasks went to a beekeeper for rescue. Typically, a beekeeper is used for bee rescues unless there is a safety concern or excessive difficulty, or risk of structural damage. There were zero bees exterminated last fiscal year.

Question 10: Can the government confirm if there is a height limitation for removal of accessible bees, wasps, and hornets and yellow jackets attached to the building? If no height limit, what is the maximum height of your tallest structure for services being requested? Reference: PWS 4.6 & 4.13

Answer 10: The tallest structure to be serviced if needed is approximately four stories.

Question 11: What is the number of bed bug service requests that have been made over the past 12 months? Reference: PWS 4.17

Answer 11: In FY23 there were 8 rooms with bedbugs and a full dormitory inspection was required for bedbugs. In FY24 zero bedbugs, and in FY25 1 room had bedbugs.

Question 12: What is the number of termite service requests that have been made over the past 12 months? Reference: PWS 1.3

Answer 12: In the past 12 months there have been zero termite services.

Question 13: Is a security clearance or escort required for subcontractor personnel working in sensitive areas on base or at Pillar Point AFS?

Answer 13: There is a visitor request system for site access. And 2 buildings require escorts at all times.

Question 14: How frequently are recurring rodent control services expected at Pillar Point Air Force Station (monthly, quarterly, or as needed)?

Answer 14: Pillar Point requires Quarterly rodent control services.

Question 15: Is there a preferred format or structure for the technical proposal, or is compliance documentation and pricing sufficient for evaluation?

Answer 15: Refer to Section 5 Paragraph 2 of the RFQ. Technical proposals should include previous and/or current contracts that relate to the requirement, evidence of capabilities to perform required work, and any compliance or certifications required in the PWS.

Question 16: What is the typical processing time for approval of non-standard pesticides not listed on the DoD approved list?

Answer 16: Turn-around for non-standard approval is typically 5 business days.

Question 17: Could you clarify the expected scope and species involved in the vector surveys?

Are laboratory identification services required?

Answer 17: Vector surveys may be required to prevent disease outbreaks. This work effort will be accomplished in coordination with base Public Health. A vector survey typically includes 1.

Site Inspection; 2. Identification of vectors; 3. Population assessment; 4. Habitat & condition assessment; 5. Risk evaluation; 6. Documentation recommending corrective actions. The base Public Health has accomplished laboratory identification in the past, however, the PWS does state that in paragraph 1.1, Description of Services, that laboratory testing is a contract requirement, however, the service may be available by the base Public Health office.

Question 18: Is a list of recurring service locations and frequencies (e.g., monthly, quarterly) available to assist in estimating resource allocation and pricing?
