About this file

This document is a FAR 52.212-2 Addendum outlining the evaluation factors for a small business set-aside commercial services contract for security escort services. The government intends to award to the lowest-priced technically acceptable quote, using a simplified acquisition procedure where quotes will be ranked from lowest to highest price. Technical capability will be evaluated through a 20-page narrative that must include a fully completed DD 254 form, and offerors must provide proof of having the proper number of cleared escorts available by the required start date, including their full legal names, phone numbers, and email addresses.

The solicitation is for security escort services for Building 23201, issued by the Department of the Air Force Space Command, with a NAICS code of 561612 and a size standard of $29.0 million. Quotes are due by 1:00 PM PDT on Tuesday, 11 July 2025, and should be submitted via email to the Contract Specialist Luciana De Casas and Contracting Officer Kristofer Clark. The contract will be firm-fixed price, with full details provided in the attached Performance Work Statement and Pricing Schedule.

FAR 52.212-2 Addendum

Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services

Evaluation Factors for Award: The Government intends to award to the lowest priced quote that is technically acceptable. In accordance with 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows:

1. Price: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price. The total evaluated price is the sum of all Contract Line Items and is highlighted green in Attachment 2 – Pricing Schedule.

2. Technical Capability: Offerors shall prepare and submit a technical narrative with sufficient information to allow the Government to evaluate the technical capability. The offeror shall include Attachment 4, DD 254, with block 6 completely filled out as part of the technical narrative. The technical narrative shall be limited to 20 pages. The Government will evaluate the lowest priced offeror’s technical capability statement to ensure it meets the requirements set forth in the attached Performance Work Statement.

If the offerors response to the technical capability document is determined NOT to meet the Government’s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government’s requirement.

Note: Offeror shall provide proof that they have, in accordance with the Performance Work Statement, the proper amount of cleared escorts available to start by the required date. Offeror will provide the following information for the identified escort(s): full legal name, phone number and email address.
