EBS-SLC 8

STATEMENT OF WORK

Environmental Baseline Survey

Space Launch Complex 8 (SLC-8) Vandenberg Air Force Base, California

June 2019

BACKGROUND – The properties to be addressed by the Environmental Baseline Survey (EBS) at Vandenberg Air Force Base (AFB), California are required in support of closing out the leasing/permitting actions to ensure any known environmental conditions are identified.

OBJECTIVES – The objective of this project is to complete an EBS for Parcels 2A & 2B (Blue and Yellow) in Attachment 1 at SLC-8 in accordance with Air Force Instruction (AFI) 32-7066 Environmental Baseline Surveys in Real Property Transactions to evaluate the physical and environmental condition of the property to establish baseline data for use in Air Force decision making for property transactions.

The EBS shall document the environmental condition of specified parcels relating to the storage, release and disposal of hazardous substances and petroleum, or their derivatives, landfills or other relevant environmental conditions on the property. The Contractor shall utilize appropriate health, safety, and environmental protection experts to analyze the results of all sampling, investigations and other available data, including any site or remedial investigations conducted under the Environmental Restoration Program (ERP) and Military Munitions Response Program (MMRP), to determine if any health, occupational or safety risks are associated with the intended use of the property. The EBS report shall disclose the findings of the ERP/MMRP investigations (presence of contaminants or hazards) and recommend restrictive provisions to be incorporated into the leases (if required) to mitigate the effects of contamination to reduce any environmental, health, occupational or safety risks associated with the use of the property; and prevent interference with ERP/MMRP investigations or remedial actions. Data regarding adjacent properties shall also be presented in the EBS evaluations.

At a minimum, the EBS will provide information to allow the Air Force to evaluate the following:

• Extent of environmental contamination on Air Force property considered for the proposed actions to include delineated mapping of the property

• Identify environmental contamination liability associated with property proposed and establish environmental due diligence

• Develop enough information to assess health and safety risks

• Protect human health and the environment

• Determine potential effects of contamination on property

• Serve as a basis for notice of environmental condition when required under section 120

[h][1] of the Comprehensive Environmental Response, Compensation and Liability Act of 1980, (CERCLA) as amended (42 U.S.C. 9620 [h][1] or any applicable state or local real property disclosure requirements

The Contractor shall also conduct, but not be limited to, the following study elements:

• Attend a kickoff meeting.

• Conduct Phase I EBS evaluation to include VSI of all properties. This shall include photo documentation of all properties.

• Conduct record searches of all related data (ERP reports, MMRP investigations, audits, compliance inspections, landfill closure documents, natural resource studies). This shall include a title search, review of historic aerial photographs, and review of historic topographic maps.

• Conduct interviews with past and current Air Force personnel and regulatory agencies regarding the proposed properties.

• All properties shall be categorized per AFI 32-7066 which indicates the degree of contamination for the properties.

• Based on the findings, the EBS reports will contain statements of findings as to the environmental condition of the property, and certifications of the survey results to be signed by the Contractor.

• If any of the specific media, contaminants or issues listed in the EBS outline does not apply to the subject property, briefly state so in the report.

• Determine the presence/absence of Threatened and Endangered Species on the property and give the current and future use of the property and communicate these finding with 30 CES/CEIEA through appropriate correspondence.

The Contractor shall gather data for evaluation in the EBS through a records search, visual inspections, and interviews. The records search shall include a title search, review of aerial photographs, and a review of available Air Force and other agency records to include environmental restoration and compliance reports, records, audits, and inspections. Interviews shall be conducted with current and former employees. Visual inspections of the subject property and facilities shall be conducted and photo documentation shall be obtained. This shall also involve a site survey to document natural resources. The EBS shall include an assessment of environmental conditions of off-site properties immediately adjacent to or relatively near the property that could pose environmental concerns and/or affect the subject property.

The Contractor shall use to the fullest extent possible all previously developed information necessary to prepare the EBS. The Contractor shall analyze all pertinent data and provide sufficient detail to (a) document the nature, magnitude, and extent of any environmental contamination of property considered for acquisition or transfer, lease, sale, or other disposition;

(b) define potential environmental contamination liabilities associated with the subject real property transaction; (c) develop sufficient information to assess the health and safety risks, and ensure adequate protection of human health and the environment related to the subject property transaction; (d) determine possible effects on property valuation from any contamination discovered; and (e) provide notice when required under CERCLA Section 120 (h) (1) of type, quantity, and time frame of any storage, release or disposal of hazardous substances on the property.

GOVERNMENT FURNISHED MATERIALS – The Government will provide access to the sites as well as previously gathered data related to the project area.
