Why Mini SABER?
SABER Profile
• The Purpose of the SABER Contract
• Simple construction projects
• Requires little or no design
• Fast awarding process
• Multiple award provides competition
• Competition is Good for the Taxpayer
• Competition provides more work for more contractors
• Priced using the RS Means Unit Price Book
• Provides Fair Opportunity for All Contractors
SABER Objectives
• A contract vehicle to expedite the award of projects
• Complete minor construction projects, to include repair and renovation
• Minimal design requirements
• Minimal engineering requirements
Past Performance
• Submit three past performance examples
• Must be relevant
• Must be recent (within three years)
•DO NOT submit more than three, only three will be evaluated
Relevant & Recency Definitions
• Relevant
• Within the scope of the solicitation
• Should be within the $100,000 to $250,000 range
• Should be a repair and/or renovation project
•Recency
• Should be within the last three years
• From the date of the solicitation
• If older, it will be considered not technically acceptable
Developing Pricing
• Coefficients are factors multiplied against the standard unit prices in the UPG to calculate TO prices
• Offerors propose coefficients for costs such as overhead, profit, minimum design costs, G&A expenses, bond premiums, and gross receipt taxes
• Other possible expenses to be placed in your coefficient:
• local office expense
• RS Means training (Base Year)

•All coefficients from all CLINS will be added and averaged
•Then; all Proposals will be ranked from lowest to highest

The contractor shall perform maintenance, repair, and minor construction IAW
Attachment 1, Specifications for Simplified Acquisition of Base Engineering
Requirement (SABER) and as identified by other specific specifications/work statements in each delivery order issued against the contract.

Overall Proposal Evaluation
• All price proposals will be added up and averaged
• All price proposals will be ranked lowest to highest
• The lowest priced proposal will be evaluated for technical acceptability
•If the lowest priced proposal is technically acceptable it will be awarded one of the two contracts
•The second lowest priced proposal will be evaluated for technical acceptability
•If the second lowest priced proposal is technically acceptable it will be awarded one of the two contracts
• If either of the two lowest priced proposals are not technically acceptable, they will have one opportunity to make their proposal technically acceptable
•Example, submitting three past performances, only two are relevant or recent
• If your proposal is found to be nonresponsive, your proposal will not be evaluated.
• Example, submitting only one of three volumes
• Not signing the solicitation
Warnings
If you submit a negative coefficient, you are going to have to live with it. Don’t look to the government for empathy
Line Item Quantities are vital, not only do they tell us how many widgets you are going to use, they are used, on occasion, to de-scope a project and are required to make a equitable resolution.
We will provide a statement of objectives, you will in turn provide a detailed statement of work in your own words telling us how you are going to complete a certain project.
