About this file

This is Amendment 01 to Solicitation FA460826QS013 for communication services issued by the 2d Contracting Squadron (AFGSC) at Barksdale Air Force Base, Louisiana. The amendment extends the quotation due date from April 22, 2026 to May 4, 2026 at 3:00 PM Central Daylight Time and replaces the Performance Work Statement dated March 30, 2026 with an updated version dated April 17, 2026. The solicitation covers communication services to be delivered at 3811 Headquarters Drive, Barksdale Air Force Base, Louisiana, with AT&T identified as the incumbent contractor.

The amendment updates the Contract Line Item Number (CLIN) structure to add CLIN 0006 for a one-time transition and installation service in the base year. CLINs 0004, 1004, 2004, 3004, and 4004 cover international calls and require offerors to submit a separate International Calling Rate Chart detailing firm-fixed per-minute rates for all available international countries. For evaluation purposes, the Government established a Not-To-Exceed plug number of $1,000.00 per CLIN for international calls, with actual payment made in arrears based on actual usage and submitted rates. Evaluation criteria prioritize the lowest three offers for technical evaluation, with award based on best value determined by ranking quotes from lowest to highest price and awarding to the lowest-priced offeror meeting all technical requirements. The amendment includes a required Acknowledgement of Amendment 01 signature page that offerors must sign and submit with their quotations to signify agreement with all updated terms and conditions.

SUBJECT: Amendment 01, Solicitation FA460826QS013, Communication Service

1. The purpose of issuing Amendment 01 to Solicitation FA460826QS013, Communication Service, is to extend the due date for quotations, replace Attachment 1, Performance Work Statement, dated 30 Mar 2026 with the updated Performance Work Statement, update the Contract Line Item Number (CLIN) chart, update 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, update 52.212-2, Evaluation - Commercial Products and Commercial Services, and provide the government’s responses to questions submitted pertaining to this requirement. Be advised that Amendment 01 includes a required "Acknowledgement of Amendment 01" signature page.

2. Amendment 01 extends the quotation due date of Solicitation FA460826QS013. Quotations are now due by 3:00 PM Central Daylight Time (CDT) on Monday, 04 May 2026.

3. Amendment 01 hereby replaces Attachment 1, Performance Work Statement, dated 30 March 2026 in its entirety with Attachment 1, Performance Work Statement, dated 17 Apr 2026. Attachment 1, Performance Work Statement, dated 17 Apr 2026 supersedes all previous versions until otherwise stated.

4. Amendment 01 hereby updates the CLIN chart provided in the Combined Synopsis – Solicitation to add one (1) additional line item in (0006) in the Base Year for a one (1) time transition in /installation services. Additionally, CLIN 0004, 1004, 2004, 3004, and 4004 are marked with an asterisk with a note at the bottom of the CLIN chart stating rates provided in offeror’s separate International Calling Rate Chart will be incorporated into the resulting contract and will serve as the binding rates for those line items.

5. Amendment 01 hereby updates 52.212-1 to instruct offerors to submit a separate International Calling Rate Chart (e.g., in Microsoft Excel or PDF format) with their quote. Additionally, for the purpose of establishing a Total Evaluated Price (TEP), the Government has established a Not-To-Exceed (NTE) Plug Number. For each of the International Call CLINs (0004, 1004, 2004, 3004, and 4004), offerors are to enter a Unit Price of $1,000.00. This will result in a Total Price of $1,000.00 for each of these line items.

While this plug number will be used for evaluation, actual payment will be made in arrears based on actual usage and the rates submitted in the offeror's International Calling Rate Chart. Additionally, 52.212-1 updates the Performance Work Statement offerors will reference, and explains how offerors will price CLIN 006.

6. Amendment 01 hereby updates 52.212-2 to state:

“(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

(1) Price: The total evaluated price (TEP) will include the total price of all line items for the base period and all option periods. For CLINs 0004, 1004, 2004, 3004, and 4004

(International Calls), the TEP will include the Government-provided plug number amount specified in the Instructions to Offerors. The Government will evaluate the offeror's submitted International Calling Rate Chart to ensure the proposed per-minute rates are complete, fair, and reasonable. The price will be evaluated based upon the TEP and ranked lowest to highest. The price evaluation will determine whether the proposed price is complete, fair and reasonable, and not unbalanced

(2) Technical: Lowest three (3) offers will undergo technical evaluation. The offers will then be evaluated against the requirements of this solicitation. If any or all three (3) of the lowest offers require a major rewrite or such substantial revision that the Offeror’s prospect for award is not realistic, they may be considered non-responsive and removed from competition, and the Government may evaluate higher-priced offers. If three (3) or fewer offers are received, then all quotes received will be sent for technical evaluation.”

7. Amendment 01 hereby updates the section titled “Best Value Determination” in the Combined Synopsis – Solicitation.

8. Amendment 01 provides the government’s responses to questions submitted in accordance with the due date in Solicitiation FA460826QS013. Please be advised, the government’s answers are in bold text.

Question 1: Can the due date for quotes be extended by two weeks from the release of questions and answers to provide sufficient time for offerors to provide a complete, compelling, and compliant offer?

Answer: The due date for quotes has been extended from 3:00 PM CDT on Wednesday, 22 April 2026 to 3:00 PM CDT on Monday, 04 May 2026.

Question 2: Is there an incumbent contractor, and if so, who?

Answer: Yes. AT&T is the current service provider.

Question 3: Section 2 states the demarcation point(s)/location(s) are provided in Appendix 1. It does not appear that the point(s)/location(s) are in the PWS or Appendix 1. Will the Government please provide the demarcation location(s)?

Answer: 3811 Headquarters Drive, Barksdale Air Force Base, Louisiana.

Question 4: The SAM posting does not provide guidance regarding the desired format for the price submission. Is the Government going to provide a format or can offerors choose a format as long as includes the required CLINs? If offerors can choose a format, is Excel acceptable and can pricing be submitted in a separate file?

Answer: Offerors may use a format of their choice that contains all required Contract Line Item Numbers (CLINs) and adheres to all requirements outlined in the solicitation and amendment(s).

Question 5: Should pricing be submitted in a separate file or should it be integrated in the Technical document?

Answer: There is not a preference about whether the pricing is submitted as a separate file or included with the offeror’s technical plan. The only stated requirement for a separate file pertains to the International Calling Rate Chart (e.g., in Microsoft Excel or PDF format).

Question 6: Section (a)(4) requires quotes to include "Information necessary to evaluate the factors contained in the provision at 52.212-2." Other than the items in 52.212.-1(a) (1)-(6) and the Technical and Price factors described in 52.212-2, is the any other information required by the Government for a quote to be compliant?

Answer: Amendment 01 makes updates to the solicitation. Offerors are responsible for thoroughly reviewing the solicitation and amendment(s) entirely to ensure their submission adheres to all requirements.

Question 7: Section 2 states that "Lowest three (3) offers will undergo technical evaluation. The offers will then be evaluated against the requirements of this solicitation." Will the lowest price bid be awarded the contract if it is found to be technically acceptable or will all three (3) be evaluated and will there be a best value trade-off?

Answer: Contract award will be based on price and technical factors to determine best value.

As detailed in 52.212-2, best value will be determined by ranking quotes from lowest to highest price and awarding to the lowest-priced offeror that meets all technical requirements.

Question 8: What are the requirements for an offer to be considered technically acceptable?

Answer: Amendment 01 makes updates to the solicitation. Offerors are responsible for thoroughly reviewing the solicitation and amendment(s) entirely to ensure their submission adheres to all requirements.

Question 9: Section 4.3 of the PWS requires non-incumbent contractors to submit a draft Installation and Cutover Plan with their technical proposal. The Instructions to Offerors limit Technical Plans to two (2) pages. Two pages does not provide sufficient space to outline "how Offeror will accomplish the task outlined below in subsection (A)" that "should be clear, concise, and include sufficient detail for effective evaluation and to substantiate the stated information." and provide a draft plan.

Answer: The PWS has been updated to state “In the event the award is made to a non-incumbent contractor, the incoming Contractor shall develop an installation and cutover plan for submittal to the Government no later than five (5) business days after contract award.

Question 10: What are the requirements with regards to 911/e911 call routing, is there a need for enhanced caller ID with location-based routing for each of the 15K DIDs?

Answer: Barksdale has its own PSAP so no enhanced caller ID with location-based routing required per the Subject Matter Expert (SME) for this requirement.

Question 11: Offerors asked to provide "bill per minute per country for all international calls . . .".

There are a possible 200+ countries where rates can be provided. According to the SAM posting, this per month per country rate is to be integrated in the CLIN structure. Listing a rate for each country would make the pricing display very large. Recommend that the bill per minute per country for all international calls be provided as a separate rate sheet/card.

Answer: There must be a separate CLIN for International calls. 2 CS agrees with having a separate reference rate chart associated with the contract that shows cost per country. The billing per month will only show what country was called and for how many minutes. Without this 2 CS would have no way to audit the monthly billing.

Offerors are instructed to submit a separate International Calling Rate Chart (e.g., in Microsoft Excel or PDF format) that details the firm-fixed per-minute rate for all available international countries. The rates provided in this separate chart will be incorporated into the resulting contract and will serve as the binding rates for billing.

For the purpose of establishing a TEP, the Government has established a NTE Plug Number.

For each of the International Call CLINs (0004, 1004, 2004, 3004, and 4004), offerors will enter a Unit Price of $1,000.00. This will result in a Total Price of $1,000.00 for each of these line items. While this plug number will be used for evaluation, actual payment will be made in arrears based on actual usage and the rates submitted in the offeror's International Calling Rate Chart.

Question 12: What does the abbreviation "LO" stand for regarding CLIN X004 and x005?

Answer: “LO” stands for lot.

Question 13: How will pricing values for "charge per minute for all off net minutes above the 36,000 threshold" and "bill per minute per country for all international calls" be evaluated? Will rates be multiplied by the 12 LO units?

Answer: Yes initially, but funds will be added as required on the government side based on the monthly variability and when the initial load may get low. CLIN 4 on the current contract is for off net minutes billing above and beyond the 36,000 free thresholds. The 36,000 comes from the 120 concurrent call capability at 300 free minutes per call path which equals 36,000 free off net CONUS long distance minutes per month. CLIN 5 on the current contract is cost per minute per country called.

Question 14: What address will the services be delivered to? Either by the address or the coordinates of the building(s) in question.

Answer: 3811 Headquarters Drive, Barksdale Air Force Base, Louisiana.

9. Amendment 01 includes an “Acknowledgement to Amendment 01” signature page. Offerors must sign and submit the "Acknowledgement of Amendment 01" signature page (page 5 of this document) with their quotation to signify agreement with all updated terms and conditions.
