MEMORANDUM FOR CONTRACTORS

SUBJECT: Amendment 01, FA460825QS026, P-51 Aircraft Paint
1. The purpose of this Amendment is to:
a. Provide supplemental information in the form of a Question and Answers document.
2. The following questions were submitted to 2 CONS by the Request for Quote (RFQ) question deadline of 12:00 PM CST, 12 May 2025:
1. Question 1: Quote Submission Format & Standards Could you confirm the required format for quote submission (oral solicitation sheet 25QS026, CLIN pricing, or other)? If oral solicitation sheet 25QS026 is required, where can we locate this form or format? Are there file type, naming conventions, or formatting standards (font, margins) to follow? (Reference: Attachment 1, p. 1
Answer: Please see the revised COMBO – FA460825QS026 to include the CLIN structure
2. Question 2: Attachments and Page Limits Are the attachments such as past performance references, experience verification, proof of insurance/certifications, and optional supporting documents (e.g., resumes or org charts) to be included within the 3-page Technical Approach limit, or can they be submitted as annexes? (Reference: Attachment 1, p. 2 & Attachment 2, p. 2

3. Question 3: Instructions to Offerors Compliance Should our submission fully adhere to FAR Provision 52.212-1 “Instructions to Offerors
– Commercial Products and Commercial Services,” as referenced in the solicitation, or are there any agency-specific deviations or supplemental instructions we should follow for this opportunity? (Reference: Attachment 1, p. 1)
Answer: Yes, your submission should fully adhere to the FAR 52.212-1 Instructions to Offerors.
4. Question 4: Insurance & Environmental Compliance Documentation Timing What specific insurance coverage documentation and OSHA/environmental certifications (HAZMAT, VOC compliance) are required at submission, and which, if any, may be validated post-award? (Reference: Attachment 2, p. 2 & Attachment 1, p. 1)
Answer: All Environmental Compliance is enforced via Barksdale environmental shop. All SDS’s must be submitted to environmental shop before work can begin. We will also setup a meet and great for the Do’s & Don’ts within Barksdale’s Environmental Permit.
5. Question 5: Travel Costs – GSA Per Diem Applicability Additionally, should any travel-related expenses (if applicable) adhere to the GSA per diem rates for Louisiana, or is another standard expected?
Answer: All cost for this solicitation should be included in CLIN 0001.
6. Question 6: Scope Clarification – Single Aircraft Only?
Could you confirm that this contract is limited strictly to the single P-51 aircraft restoration, with no anticipated options or follow-on work for other displays within the same period? (Reference: Attachment 2, p. 1)
Answer: This solicitation is for a single P-51 aircraft restoration.
7. Question 7: Pre-Performance Site Visit/Meeting Will the contractor have the opportunity to conduct a pre-performance site visit or coordination meeting with the museum curator to confirm paint types, markings, and other historical restoration details prior to mobilization? (Reference: Attachment 2, p. 2
Answer: A pre-performance visit can be coordinated once the contract has been awarded, but please see pictures on page 2 of Attachment 2 – Statement of Work)
8. Question 8: Clear Coat Alternative Approval Process If proposing an alternative to the Valspar AC4400 clear coat, should this be submitted for curator approval as part of the proposal, or can it be submitted post-award?
(Reference: Attachment 2, p. 1)
Answer: Post award is acceptable, however if the SDS’s or application method do not comply with Barksdale’s EPA Permit, the contractor will have to find a suitable sub.
9. Question 9: Invoicing Method – WAWF Requirement Is WAWF invoicing mandatory for payment processing, or are there alternative accepted methods? (Reference: Attachment 1, p. 13 & Combo Document, p. 1)
Answer: Yes, WAWF is required for all invoicing
10. Question 10: Preferred WAWF Document Type If using WAWF for invoicing, should we utilize the Invoice 2-in-1 method, or is another document type preferred under this service contract? (Reference: Attachment 1, p. 13
Answer: Yes, Invoice 2in1type will be utilized for this solicitation
11. Question 11: Government Oversight During Painting Will there be any technical oversight or daily inspection from government personnel during the painting process?(Reference: Attachment 2, p. 2)
Answer: There will be no day-to-day inspections, however museum staff will stop by to ensure nothing is missed and no rework will be necessary. A final inspection will be accomplished by museum staff before considering the project complete.
12. Question 12: Resumes and Organizational Chart Submission Is there a requirement to submit resumes or an organizational chart as part of the technical volume, even though not explicitly stated in the SOW? (Reference: Attachment 2, p. 2)
Answer: No, the vendor does not need to submit resumes or organizational chart.
13. Question 13: Clear Coat Substitution Clarification For the clear coat, the SOW specifies Valspar AC4400 or better; can an alternative brand be proposed, and is curator approval needed before submission or post-award?
(Reference: Attachment 2, p. 1)
Answer: Post award is acceptable, however if the SDS’s or application method do not comply with Barksdale’s EPA Permit, the contractor will have to find a suitable sub.
14. Question 14: Clauses and Provisions Requiring Completion Are there any specific clauses or provisions listed in Attachment 1 – Provisions and Clauses that require a direct response, acknowledgment, or completion as part of our proposal submission (e.g., fill-ins, certifications, representations)? I see the ones marked as “X” in front of them—are these the only ones that apply?

Answer: No
15. Question 15: Mandatory Qualifications Documentation Location For the mandatory qualifications (10 years' experience, 5 references, similar/larger projects, and base access/insurance proof), can these be addressed fully within the technical narrative, or should they be provided as separate appendices? (Reference:
Attachment 2, p. 2 & Attachment 1, p. 2)
Answer: The mandatory qualifications should be addressed within the technical narrative
16. Question 16: “My concern is about the Valspar automotive paint that contains low VOC is only applicable by spraying with conventional equipment. The other products that can be applied by using a brush or roller are industrial enamel or latex products.”
Answer: Environmental will not allow spraying. All paint must be applied by roller or brush as stated in the SOW.
3. It is the responsibility of the Offeror to read the entire Performance Work Statement and all accompanying attachments of the RFP and RFP Amendment(s) for FA460825QS026.
