High-Efficiency Diesel Floor Scrubber Procurement for Large-Scale Facility Cleaning 777 Lindbergh Road East, Barksdale AFB, LA 71110, Building [6050], [2 MXS]

SCOPE / DESCRIPTION OF SERVICES: This Statement of Work (SOW) outlines the requirements for procuring and implementing a high-efficiency diesel-powered floor scrubber for a 41,202-square-foot facility with polished and painted smooth cement flooring. The objective is to reduce the current cleaning time of 7-8 hours to under 1 hour.

The facility experiences high traffic and contamination from aircraft fluids, dirt, debris, and animal contaminants. The contractor shall provide the equipment, delivery, operator training, and all necessary documentation.

BACKGROUND: Current cleaning methods are inefficient and require excessive time. This procurement seeks a modernized solution to improve cleaning effectiveness and efficiency.

LOCATION: 777 Lindbergh Rd East, Barksdale AFB, LA 71110, Building [6050], [2 MXS]

DELIVERY AND INSTALLATION: [60] Days After Receipt of Order (ARO).

REQUIREMENTS (OVERVIEW): The contractor shall provide a diesel-powered floor scrubber meeting the following specifications:

• Cleaning Efficiency: Capable of cleaning at least 100,000 square feet per hour.

• Unit Features:

o UL® Certified.

o Diesel-powered, forward and reverse operation.

o Operating noise level of 84 dBA or lower.

o Minimum 48-inch cleaning width (without side brush).

o Minimum 10-inch side brush cleaning width.

o Maximum 70 inches wide, 72 inches high (no length restriction).

o Cushioned suspension seat.

o Tilt steering wheel with horn.

o Retractable seat belt.

o Easy-clean solution and recovery tanks.

• Tank Capacity:

o Minimum 90-gallon recovery tank.

• Brush Speed and Pressure:

o Minimum 450 RPM cylinder brush speed.

o Minimum 400 pounds scrubbing pressure.

o Minimum 130 RPM side brush speed.

o Minimum 7.0 mph operating speed.

• Scrubbing System:

o Minimum 48-inch scrubbing width (without side brush).

o Minimum 10-inch side brush width.

o Parabolic (free-floating), retractable rear squeegee with breakaway system.

• Flooring Compatibility: Suitable for polished and painted smooth cement flooring.

• Debris and Contaminant Removal:

o Effective removal of aircraft fluids, dirt, debris, and animal contaminants.

o High-capacity dump hopper with a minimum 600 lb capacity and variable dump height.

o Dust filtration of 5 microns or smaller.

• Safety Features:

o Hopper fire sensor.

o Squeegee breakaway system.

o Corner rollers.

o Recovery tank full indicator.

o Solution tank empty indicator.

o Low oil pressure indicator.

o High coolant temperature shutdown.

o Wheel-mounted horn and water shutoff.

o Reverse alarm.

• Runtime: Minimum 8 hours continuous operation.

• Durability and Maneuverability: Durable for high-traffic areas, easy to maneuver, capable of cleaning along walls, maximum 128-inch turning radius.

• Service and Maintenance:

o OEM service representative within 50 miles of Barksdale AFB.

o Factory direct service availability.

o Built-in maintenance diagnostics.

o Easily identifiable maintenance touch points.

o Tool-less panel filter, squeegee, and brush changes.

o Complete parts listing and manual (paper, digital, or DVD) including maintenance intervals, basic maintenance guides, and detailed parts breakdown.

• Training: On-site OEM training for equipment setup and operation.

• Warranty: 24-month/1,500-hour (whichever comes first) factory parts warranty.

SECURITY REQUIREMENTS: Visitor Passes: To receive a visitor pass the contractor must complete a 2 SFS/SFA Form 74, and fax or email that form to the Contract Administrator.

This form will be sent to the successful offer or upon request. This information will be reviewed and forwarded to the passing office. If a pass is approved, the Commercial Visitor Control Center will issue a DBIDS AF Form 75 (Visitor Pass) to the contractor and his/her employees upon completion of screening process for the duration of the contact. The screening process takes time, and the contractor shall visit the Commercial Visitor Control Center prior to expecting base entry to receive required forms and instruction on the application process, to include estimated time of receiving the visitor pass. Although contractors will not be issued vehicles passes, vehicles are subject to search while on the installation. Employee privately owned vehicles will not be allowed access to restricted/controlled areas without a free zone being established. All Contractor vehicles should have markings with the company name for quick identification of ownership and notification if they are involved in an incident. Conduct Requirements: The contractor shall ensure that his/her employees comply with all base traffic regulations and properly conduct themselves while on the base.

Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, and ammunition on themselves or within their contractor or privately owned vehicles while on base.

SAFETY: The contractor shall adhere to all applicable OSHA safety regulations and provide a safety plan for their employees, including appropriate PPE. Accident reporting procedures shall be followed as outlined in the SOW.

HOUSEKEEPING: The contractor shall maintain a clean and orderly work area.
