MEMORANDUM FOR Vendors/Offerors
FROM: 2d Contracting Squadron/PKP 801 Kenney Avenue, Building 4400, Suite 2300 Barksdale Air Force Base, Louisiana 71110
SUBJECT: FA460825QC063 – Weapon Racks, Amendment 01
The purpose of issuing Amendment 01 is to provide supplemental information in the form of a Question and Answers document. The following questions were submitted to 2 CONS by the deadline of 1:30 PM CDT on 5 June 2025 and the answers to each are highlighted below in red:
1. The salient characteristics state that this is for 88x universal weapons racks but the this is not realistic with the weapons listed. Can the proposal include more weapons racks that take into consideration those listed and potential future growth?
A. Yes, the proposal may include more weapon racks but please provide a quote for what is asked with optional additions to ensure evaluations can be made based on what was solicited for.
2. Is there a seismic or anti-tip requirement in this proposal?
A. Yes.
3. Can you please define what the mobile requirement is? Is this a mobile carriage system on track that has a specific rail type for the flooring or are the racks on casters and mobile without being on a rail system?
A. Racks should be on rail system and be able to fully collapse.
4. There are no specific salient characteristics for the weapon storage itself.
A. Rifles will be stored buttstock down Muzzle up. Handguns should be hung above the rifles.
5. Can you please have the unit list the type and quantity of weapons and gear per unit?
A. 2 SFS Weapons M4A1’s storage would need to secure 700 wpns M18’s storage would need to secure 700 wpns NVG’s storage for 596 PEQ 15’s storage for 700 M240B storage would need to secure 80 wpns M249 storage would need to secure 80 wpns M320 storage would need to secure 80 wpns M110A1 storage would need to secure 6 wpns 50 tripods M870 storage would need to secure 80 wpns
B. OSI
M4’s storage would need to secure 10 wpns Glock 26’s would need to secure 15 weapons Glock 19’s would need to secure 15 weapons
C. 307th SFS
M4’s storage would need to secure 70 wpns M18s storage would need to secure 70 wpns M240B storage would need to secure 4 wpns M249 storage would need to secure 8 wpns
D. 2 CES EOD
M4’s storage would need to secure 20 wpns M18s storage would need to secure 24 wpns M240B storage would need to secure 2 wpns M110A1 storage would need to secure 2 wpns POWs (Personal Owned Weapons) Our armory is required to store weapons of dorm residents, TLF members, TDY members and members in the process of PCSing. We would need space to store 100 rifles and 100 pistols of base personnel.
E. Other Units
The 2 SFS armory is operational 24/7 and other units courtesy store weapons deploying and returning from deployment.
The armory would need the ability to store 150 rifles and 150 pistols from other units
Broken Weapons Broken weapons need to be separated from serviceable weapons and 50 rifles and 50 pistols would need to be stored.
6. Does the unit require a welded cabinet to store the weapons? Welded will meet the DOD 5100-76.M physical security requirement as the cabinets cannot be disassembled like 4-post boltless shelving can.
7. Does the unit require weapon racks with locking doors? There may be some cabinets on the exterior of the system with doors that help secure the system.
A. The inner cabinets do not require locking doors, however, when the system is collapsed the exterior cabinets must have locking doors.
8. Does the unit require a fully slotted back panel inside of the weapon racks so components can be adjusted as needed in the future?
9. Will the M4A1s be stored with side mounted optics or flashlights? Typically with flashlights, M4s require a minimum of 5.5" clear width to not collide with the next weapon over.
A. Some will have flashlights mounted, but most will not.
10. Does the unit require weapon holders to secure the front and back of each rifle buttstock? This prevents side to side movement of the weapon as it is stored and creates an angle so the weapon is angled to the rear of the cabinets.
11. How to store the weapons: There are many ways to store weapons in weapon racks. Most vendors store weapons in a linear line across each vertical weapon rack tier. The cabinets can include partial or fully slotted back panels to adjust barrel saddles, shelves and other components on the back panel as needed by the end user. Does the end user require individually adjustable barrel saddles to account for varying weapon heights throughout the system?
12. Do the barrel saddles require a retainer cord so the weapons cannot come out of the barrel saddle on their own?
13. A partially slotted back panel requires the end user to purchase additional support rails or disassemble their existing support rails to relocate within the rack when they need to adjust the height settings. Does the end user require a fully slotted back panel inside of the weapon rack to allow for ease of interchangeable and reconfigurable components?
14. Does the armory want rifles stored turned 90 degrees front to back or inverted (upside down)?
A. The rifles will be stored buttstock dock muzzle up and the Magazine well pointing out.
15. Does the unit require storage for radios and asps? If yes, how many sets. Do these require locking doors?
A. Yes, 600 of each. Do not require locking doors.
16. Are any adjustable storage shelves required inside of the weapon racks for ancillary storage such as detached NVGs or other sensitive serialized items?
17. Do they require any storage for X26 tasers? These are not included on the list of weapons to store in the
SOW.
A. Yes, 80 Tasers.
18. Does the unit require the high-density system track/rails to be fully grouted and anchored to the concrete slab to prevent them from being unlevel?
19. Does the unit want heavy duty rubber matting provided over the wood decking so they do not have raw, exposed plywood between the tracks?
20. How many access aisles are required inside of the carriage system for armorers to store/retrieve weapons?
A. 6.
21. Does the unit want finished steel end panels to conceal the gear box covers on both ends of the carriage system?
22. Does the unit require heavy duty wide span shelving for the non-weapon items that traditionally don't get stored inside of a weapon rack?
23. Are hand cranks required on both sides of the carriage system? This would be called a dual access system.
24. With the system fully collapsing, one side of the carriage system will require a side ramp so there is no tripping hazard. Does the unit want the side ramp?
25. Does the unit want the system to lock down to the left- or right-hand side of the room?
A. Left.
26. If to the right, do they want a fixed carriage against the right wall?
A. N/A
27. What are the working hours for disassembly and installation? Are weekend and regular business days acceptable? As the armory will be vacated of weapons for any vendor to disassemble and assemble a new system, could we work extended daily hours to complete the project?
A. Weekend and regular business day are acceptable. Coordination is required but extended work hours would be acceptable with proper coordination/approval.
28. How many ammo sets are required for storage? 30 round PMAGs and M18 sets, are these to be stored together as one set or separated by weapon type?
A. 200 sets of each. Separated by weapon type.
29. Do the ammo sets need to be locked within the system?
A. No.
30. Does the unit want 5" wheels on the mobile carriage system? This is an industry standard and reduces the number of handle revolutions required to open an access aisle.
31. Do you have dimensions and/or pictures of the NVG’s PEQ15’s, and tripods?
A. The tripods are approximately 3ft long and 1.5 ft wide. Pictures of the NVGs in the soft case as this is how they are stored and a PEQ15 is listed below:
The due date and time of 1:30 PM CDT on 12 June 2025 has been postponed until 1:30 PM CDT on 19 June 2025 to allow adequate time to review the amendment and information within this document.
