BARKSDALE AIR FORCE BASE LOUISIANA

Solicitation FA460824QC057, Amendment 01

30 April 2024

MEMORANDUM FOR OFFERORS/BIDDERS/VENDORS

FROM: 2 CONS/ PKP

801 Kenney Avenue, Building 4400, Suite 2300 Barksdale Air Force Base, Louisiana 71110

SUBJECT: Amendment 01, Solicitation FA460824QC057, Comm Travel Kit Requirement

1. The purpose of issuing Amendment 01 to Solicitation FA460824QC057 is to provide the government’s answers to the questions submitted in accordance with (IAW) the timeline identified in the SAM.gov posting.

2. The questions and answers are listed below. Please be advised, the government’s answers are in bold.

Question 1. Could you please provide the incumbent contractor's name, their contract number, and the total value of the current contract?

Answer: This is a new requirement.

Question 2. Could you elaborate on typical deployment scenarios and usage patterns for the PACSTAR 447 kit within the AFGSC?

Answer: This kit will be utilized by the Air Force Global Strike Command (AFGSC) Commander (CC) and supported by the AFGSC Executive Communications team. The AFGSC/CC travels frequently, both in the continental United States (CONUS) and outside the continental United States (OCONUS). The kit is expected to be utilized multiple times weekly under all location scenarios. This includes usage within non-secure vault facilities and outside with variable conditions.

Question 3. Are there specific communication systems or protocols that our proposed solution should prioritize for seamless integration within AFGSC's existing infrastructure?

Answer: SIPRNet access through DISA’s gateway is a requirement. There is a limited number of approved assets for connection to DISA’s gateway, with the PACSTAR 447 being one. This is a mobility requirement that cannot be provided through AFGSC’s traditional infrastructure.

Question 4. Is the solicitation open to an alternate communications links (ie., Thales MissionLink versus Inmarsat BGAN?)

Answer: The AFGSC Executive Communications team is already postured with various 5G mi-fi pucks to provide external network connectivity. This solicitation is not open to procuring alternate communications links, as this would require further funding. Additionally, 5G offers speed throughput around 1 Gbps, as opposed to the Thales MissionLink 700 maxing out at 704Kbps. This additional bandwidth is required to assure connectivity and premiere services.
