About this file

This document is Amendment 01 to Solicitation FA460824QC021 for Automatic License Plate Reader (ALPR) Speed Trailers. The amendment extends the Request for Quotation (RFQ) response deadline from 19 April 2024 to 22 April 2024 and provides the government's answers to questions submitted by offerors. The solicitation is for two ALPR speed trailers for the 2nd Security Forces Squadron at Barksdale Air Force Base, Louisiana. Key details include: the government's preference for concealed cameras, a requirement for the ALPR system to generate automated tickets based on a specified speed threshold, and a need for the system to monitor traffic in both directions. The period of performance for software and hardware support is indefinite, with the ability to renew annually. Offerors should provide pricing for additional years of support beyond the initial period. This is a total small business set-aside solicitation with a NAICS code of 334511 and a size standard of 1,350 employees.

Solicitation FA460824QC021, Amendment 01

DEPARTMENT OF THE AIR FORCE

2D CONTRACTING SQUADRON (AFGSC)

BARKSDALE AIR FORCE BASE LOUISIANA

16 April 2024

MEMORANDUM FOR OFFERORS/BIDDERS/VENDORS

FROM: 2 CONS/ PKP

801 Kenney Avenue, Building 4400, Suite 2300 Barksdale Air Force Base, Louisiana 71110

SUBJECT: Amendment 01, Solicitation FA460824QC021, Automatic License Plate Reader (ALPR) Speed Trailer

1. The purpose of issuing Amendment 01 is to extend the Request for Quotation (RFQ) on solicitation FA460824QC021 from 19 April 2024 to 22 April 2024 and provide the government’s answers to the questions submitted in accordance with (IAW) the timeline identified in the SAM.gov posting.

2. The questions and answers are listed below. Please be advised, the answers are in bold.

Question 1: What is the expected minimum and maximum distance to the license plate from the LPR cameras?

Answer: Roughly 300 Feet.

Question 2: Is there a need or requirement to have the cameras concealed in a covert container and behind tinted glass so that the cameras are not observable? Or can the cameras be visible on the exterior of the trailer?

Answer: Would prefer cameras to be concealed.

Question 3: Do the LPR cameras need to be able to be able to be moved and aimed for traffic travelling on a roadway in both directions? (for example, a trailer is parked in the median and captures both directions of travel on the roadway).

Answer: Yes.

Question 4: Is there a need or desire for a variable message board on the trailer in addition to the radar function?

Answer: Yes. A sign that gives driver feedback.

Question 5: What is a Ticket buffer? Can you please explain what this line item will be doing?

Answer: You can call it a “buffer” or whatever you want, but the software system needs to be able to automatically generate tickets based off speed limit and “threshold” of the vehicle speed.

For example, if the posted speed limit is 25mph, we want to set the software to generate a ticket if the vehicle is clocked at 31mph or whatever speed we want to set it at.

Question 6: Is the Cloud Based Software Support required for the LPR system, radar system, trailer power and status, or all of these?

Answer: All of these things.

Solicitation FA460824QC021, Amendment 01

Question 7: What is the period of performance for software and hardware support?

Answer: Indefinite or able to renew on an annual basis.

Question 8: Should pricing be provided for additional years of software and hardware support after the initial period of performance?

Answer: Yes. We expect the company to provide software/hardware support for as long as we have the equipment and be able to renew on an annual basis if we desire. The hardware should also have a warranty.

Question 9: How many lanes they'd like to monitor, the speed of the vehicles, etc?

Answer: Lanes would be 2 (both directions) and speed would vary, depending on where we would set up the equipment, but would be between 15-65 MPH. This is the reason we stated previously that we need to be able to adjust the speed accordingly.

3. In the event there are questions regarding Amendment 01 on Solicitation FA460824QC021, please contact Mrs. Quaya Ervin by telephone at (318) 456-2201 or through email at ruquayyah.ervin@us.af.mil.
