Performance-based Work Statement (PWS) For
Fitness Center Sports Officials
2d Force Support Squadron Date: 1 May 19
Chapter 1
DESCRIPTION OF SERVICES/GENERAL INFORMATION
1.1 SCOPE. The contractor shall provide personnel, equipment, tools, materials, supervision and other items and services necessary to perform sports officiating as defined in this Performance Work Statement. The contractor shall provide the expertise and management necessary to conduct officiating services for a large military sports program in support of the 2nd Force Support Squadron Fitness Centers located in buildings 3800 on Barksdale Air Force Base, as set forth in this PWS.
1.2. SERVICES DESCRIPTION.
1.2.2 Specific Tasks the contractor is responsible for:
1.2.1.1. Basketball: Two officials, one scorekeeper and one timer will be provided for all contests.
1.2.1.2. Flag Football: Three officials and one downs marker will be provided for all contests Softball: Two officials and one scorekeeper will be provided for all contests.
Volleyball: Two officials and one scorekeeper will be provided for all contests.
Varsity Basketball: Three Varsity Sports Officials per game Regular season, playoff and varsity games for basketball along with the registration fees as identified in the attached.
Note
Varsity Volleyball: Two Sports Officials per game for Regular season, playoff and varsity games for volleyball, along with the registration fees.
1.2.1.2 Sport Official modified payments
• Basketball - No game will be conducted with one official. There shall be no charge to the government for a scorekeeper and/or timekeeper that are not present. However, if two officials are present and one timekeeper or scorekeeper is present, the timekeeper or scorekeeper will be paid their normal pay for a game, whoever is present, yet scoring and timing duties shall be accomplished. Compensation for both duties shall not be paid unless two separate individuals are conducting the duties of timer and scorer.
• Flag Football – If two officials are present only 66% of the pay will be paid.
No game will be conducted with one official.
• Softball – If an official is present and no scorekeeper only the official will be paid
**two games at a time are played for softball contractor must provide one official per field **
• Volleyball – If one official is present and no scorekeeper only the official will be paid
• Varsity Basketball- – If one official is present only 50% of the pay will be paid.
**Note: contractor/head official will give the fitness center director/ sports director a 2 week notice if unable to meet the officiating needs of the Varsity Basketball**

1.2.1.3. If the Fitness Center cancels a contest, the Fitness Center will notify the head official not later than 1400 the day of the competition.
1.2.1.4 The head official shall review scorebooks/score sheets to ensure all required information is present to include time, date, the participating teams, officials and scorekeepers names. The head officials’ duties are not complete until the official scorebook/sheet is approved by and signed by all officials and scorekeepers at the end of each contest. The head official shall ensure the field lights are turned off following the last scheduled contest of the evening. The officials will turn in all equipment and scoreboards to the front office of the Fitness Center. The head official shall notify the Fitness Center staff if a contest is protested, when a player is injured, or a player receives an ejection. Specific procedures for officials to take will be outlined within the by-laws for each sport. Officials must report any player/coach being ejected due to unsportsmanlike conduct or inappropriate behavior, both verbal and physical, towards players, officials, or spectators. A detailed description of the situation, listing name, rank, unit, and what/why/how will be entered into the official score book/sheet, and in the case of an ejection, a written statement must be submitted to the Fitness Center, Barksdale AFB Sports/Intramural Director by noon (12:00 p.m.) of the next business day (Monday-Friday).
1.2.1.5 CONTRACTOR REQUIREMENTS:
POINT OF CONTACT. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate(s), who shall act on behalf of the contractor in the contractor’s absence, shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract. The contract manager or alternate shall be available two (2) hours upon notification to meet on the installation with Government personnel to discuss problem areas.
AVAILABILITY. The contractor shall ensure all officials and score/time keepers arrive at the game site a minimum of 30 minutes prior to the scheduled start time of all contests. The Government will provide the contractor a published schedule of all games and matches approximately two (2) weeks prior to the beginning of a sport season or as soon as a schedule is available, whichever is first. The contractor or contract manager shall provide a rules interpreter at all coaches meetings and for all protests. The contractor shall have a coach’s clinic two (2) weeks prior to the start of each sports season. The contractor shall abide by established official sport-specific rules and local by- laws for the games scheduled each upcoming season.
The head official will notify the fitness center director and/or the Sport director by phone or email and receive a response no later than 1400 the day of to cancel games due to an official not being able to make it with no cost to the government. If a score keeper and/or time keeper the head the official will call no later than 1400 the day of and notify fitness center director and/or the Sport director by phone or email, if manpower permits fitness center staff will assume the position of timekeeper/score keeper, an email will be sent to the 2nd Conn the following day to ensure the contractor not be pay the amount allotted for the time keeper. If the fitness center staff are not able to fill the timekeeper/score keeper positon the games will be canceled with no cost to the government.
CONTRACTOR MANPOWER REPORTING. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Sports Official services via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September.
While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
*Reporting Period: Contractors are required to input data by 31 October of each year.
However, due to the delayed implementation, input of FY year data is required by 31 Mar 13 of each year.
*Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

1.3. GENERAL INFORMATION.
1.3.1. HOURS OF OPERATION. Scheduled games and other activities shall be conducted Monday through Sunday, as stated in Appendix 4.2 excluding the ten
(10) federally observed holidays.
1.3.1.1. DUTY HOUR EXTENSIONS. The contractor is required, when requested by the Government and approved by the contractor’s management, to accommodate an occasional duty hour extension when deemed necessary by the Contracting Officer (CO). This shall be at no additional cost to the Government.
1.3.1.2. INCLEMENT WEATHER. Contract performance is vital to the Government and shall continue without interruption. There shall be no charge to the government when contests are cancelled due to inclement weather. The Government shall notify the contractor of the weather- related cancellations or postponements No Later Than 1630 on the day of the scheduled contest. After the scheduled start time of the game(s), the officials shall have the authority to suspend/postpone games due to inclement weather.
Officials will be paid for the first contest, but shall not be paid for subsequent scheduled contest that are postponed/cancelled due to inclement weather or cancellation by the head official.
1.3.2. QUALITY ASSURANCE. The contractor shall employ his commercial quality control program/procedures to identify, prevent and ensure non-recurrence of defective services within 15 days of contract award and provide this information to the Contracting Officer. Through implementation of the contractor's quality control program/procedures, the Government shall receive quality services meeting the requirements of this PWS. The Government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The Government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's quality control program and receipt of complaints from base personnel. The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the Government may decrease the number of quality control inspections if performance dictates. The Government will also receive and investigate complaints from various Barksdale’s Air Force Base customers. The contractor shall be responsible for initially validating customer complaints. However, the Government representative shall make final determination of the validity of customer complaint(s) in cases of disagreement with http://www.ecmra.mil/ customer. The Contracting Officer may require the contract manager to meet with the Contracting Officer, contract administrator, QAP, and other Government personnel as deemed necessary. Written minutes of any such meetings shall be recorded in the contract and signed by the contract manager and Contracting Officer or contract administrator. If the contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the contracting officer within ten (10) calendar days following receipt of the minutes.
1.3.3. GOVERNMENT REMEDIES. The Contracting Officer shall follow Federal Acquisition Regulation (FAR) 52.212.4, Contract Terms and Conditions-Commercial Items (Feb 2007) for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
1.3.6. SECURITY REQUIREMENTS. All personnel employed by the contractor in the performance of this contract or any representative of the contractor entering the Government installation, shall abide by all security regulations of the installation. The contractor shall sign an agreement stipulating the security requirements of this contract.
The Government reserves the right to restrict employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, or general well being of the operational mission of the installation and its population.
1.3.7. CONFLICT OF INTEREST. The contractor shall not employ any person who is an employee of the United States Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval from his/her supervisor, commander and any/all applicable Air Force, DoD and federal government regulations. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Paragraph 3, Industrial Labor Relations Activities. The contractor is cautioned that off-duty military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance.
1.3.6. BASE PASSES. Contract employees shall not enter any restricted areas. No security clearance is required, but the contractor shall provide, on company letterhead, the names of each employee with the following information. This information shall be provided to the DD Form 577 holder for the 2nd Force Support Squadron for approval and completion of a Long Term Contractor Access Pass. Once approved, the list of names shall be given to the contracting officer to put in the contract file. The contractor shall be responsible for the return of passes issued to employees who separate from the contract before the expiration date of each contract period including any extensions to the contract. Lost or stolen passes shall be reported immediately to the contracting officer and the DD Form 577 holder with a written follow up within 72 hours.

1.3.7. HEALTH REQUIREMENTS. The contractor shall ensure all employees are in are in excellent health prior to their being scheduled to conduct any sports activity. The Government will not be responsible for any and all costs of health examinations for Contractor employees.
1.3.7.1. The Occupational Safety and Health Administration (OSHA) requires that all contract personnel who shall have occupational exposure to blood or body fluids, or other potentially infectious materials, shall receive Hepatitis B vaccine or have documented proof of immunity to Hepatitis B infection. Proof of Hepatitis B vaccination or documentation of immunity to Hepatitis B shall be provided to the contracting officer prior to any official officiating any sports program on Andrews Air Force Base.
1.3.8. CERTIFICATION/LICENSE. The contractor shall recruit and schedule qualified officials who possess, as a minimum, current professional certifications from the sport’s governing organization(s) followed by the Fitness Center for all sports programs/activities. The contractor shall ensure all officials are certified in the sport(s) he/she is officiating by documenting test scores from national organizations or by developing and implementing evaluations of a comparable nature and documenting all results. The results of all exams and evaluations on all officials from any organization/association of which the official is a member will be made available to the Government upon request. Unless determined by a national certifying organization, the minimum score on all examinations should be 75%. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, and general well being or operational mission of the installation and its population.
All certifications shall be valid prior to the official being scheduled to officiate any contest(s) and remain in effect throughout the period of employment with the contractor. A list of rules for sports governing organizations used by the Fitness Center is listed in Appendix 4.3. Required officials uniforms for each sports/activity are listed in Appendix 4.1.
1.3.9. CONTRACTOR IDENTIFICATION. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the official and the name of the company/organization. The contractor for the following sports shall wear officials’ uniforms: football, basketball, softball, soccer and volleyball. Officials shall have the athletic ability and stamina to run for the full length of all athletic contests, approximately 1 to 3 hours. Each official must demonstrate hustle, knowledge of game rules, being in position and ability to make proper, quick, and accurate calls, ability to handle potentially tenuous on field/court situations and conduct himself/herself in a professional manner at all times.
1.3.10. PERFORMANCE OF SERVICES DURING CRISIS DECLARED
BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS
COMBATANT COMMANDER.
1.3.10.1. EMERGENCY OR SPECIAL EVENT SERVICES. Special and emergency situations (i.e., Joint Services Open House Air Show, weather warnings resulting in base closure and base alerts) may necessitate the Fitness Center to curtail operations for the duration of the situation. The contractor shall not be required to provide services during these situations. The QAP, CC, or designated representative will verbally advise the contractor of the situation and service(s) to be or not to be provided by the contractor.
1.3.10.2. CONTINGENCY SERVICES. Operations, which may alter workload, to include performance of service during crisis declared by the National Command Authority or Overseas Combatant Commander such as military exercises, deployments, emergencies, natural disasters and other contingency operations. The numbers of operations vary, but can be reasonably predicted from history. The contractor shall be notified by the Fitness Center of what actions and/or services that are provided during contingencies.

Officials will enforce the local sports by-laws. Officials will support the following sports governing bodies and enforce their official rulebooks. These rulebooks will govern play when items are not covered in the sports by-laws.

Contractor shall wear appropriate professional officiating attire. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company and employee name. No military attire will be worn at any time during officiating or scorekeeping.

GOVERNMENT FURNISHED
PROPERTY AND SERVICES.
3.2. The Government will provide the following equipment, supplies, and services listed below:

3.1.2. The Fitness Center will also provide officials sign-in forms at the SrA Bell Fitness Center for each game played. All officials and score/time keepers shall sign these forms the day/night of each contest to ensure each official is credited with working these games and to show responsibility for all contests.
3.1.3. Contract officials shall pick up all officials forms, balls, score books/score sheets, tear away flags, etc. at the SrA Bell Fitness Center prior to all games each day contests are scheduled. Officials shall also return the same equipment to the West Fitness Center at the conclusion of all games each day/night.
3.1.4. Basketball and Volleyball games shall be played at the SrA Bell Fitness Center unless directed other wise. Softball games shall be played on the softball fields east side of the base unless directed other wise. Football and Soccer games shall be played on fields designated by the Fitness Center staff.
3.2. SERVICES. The Government is responsible for:
3.2.2. FURNISHED UTILITIES. The Government will provide indoor and outdoor facilities, including all utilities, necessary to conduct a full-fledged sports program.
3.2.2. TELEPHONE SERVICES. Telephone services are for official business only; no personal calls are authorized.
3.2.3. The contractor shall receive Level One Anti-Terrorism Awareness Training annually.
3.2.4. The Level One AT Training shall be documented on a locally devised form.

Appendix 4.3.
Authorized Sports Governing Organization Rules.
Basketball: National Collegiate Athletic Association (NCAA) – Maintain membership in a recognized officials association, pass all annual written and floor exams as established by the national organization. Alternative option: maintain membership in a local branch of the Interscholastic Approved Basketball Officials Association (IABOA), pass all written and floor exams as established by the national and local organization.
Softball: American Softball Association (ASA) – Maintain membership in the ASA, attend annual clinics; pass all annual written and field exams.
Volleyball: United States Volleyball Association (USVBA) – Maintain membership in USVBA, attend annual clinics, pass all annual written and court exams.
Flag Football: United States Flag Football Association (USFFA) or National Intramural Sports and Recreation Association (NIRSA)– maintain membership in either or both organizations, pass all annual written exams and field exams.
Soccer: Federation Internationale de Football Association (FIFA)– maintain membership in either or both organizations, pass all annual written exams and field exams.
