STATEMENT OF WORK

Statement of work for Repair Airfield Conductors from Vault to Manhole #10, AWUB 07-0130P1

Repair by replacement seventeen circuits (two wires per circuit) for a total of 34 conductors approximately 5000 feet from the regulators inside the vault building #6414 across the apron to manhole 10. Reviewed and revised by electric shop 3/12/12

Install new #8 AWG 5kV unshielded airfield lighting cable in the existing conduit. Pull conductors simultaneously where more than one is being installed in the same raceway. Use UL listed pulling compound or lubricant where necessary.

Label each of the seventeen different circuits using black plastic polyurethane 1" x 2" x 1/8" thick name tags attached by a wire tie to meet Exterior Electric approval. New cable shall be installed directly from cable reel into duct bank without damage from contact with the ground or the side of the manhole.

A joy splice kit FAA type L-823 (Copper Crouse Hinds part number 823KP-D4-D4) is required at every other manhole.

The splices shall be accomplished with two foot of slack. The contractor shall crimp the joy splices with a ratchet type crimper (Thomas & Betts hand held crimper cat # TBM25S or Cooper Crouse Hinds C-H33228) and supply one of these crimping tools to the Electric shop after project is complete. Joy splices on main runs shall be installed such that the series circuit loop can be closed from any man hole or hand hole joy splice back to the vault. Use heat shrink kits over each joy splice using to insure it won't come apart and to keep moisture out. Install heat shrink over the entire length of each joy splice. A joy splice kit FAA type L-823 (Copper Crouse Hinds part number 823KP-D4-D4) is required at every other manhole. Use Siemen's part number 71A0052 or equivalent heat shrink kit to keep moisture out (16" total sleeve length).

The contractor shall remove all the debris, created by this project. The contractor shall dispose of all waste material and rubbish at the end of each work day. Contractor is responsible for removing any dirt or FOD brought onto the airfield hard surface.

Clean internal surfaces of manholes including sump and remove all foreign material before installing cable racks and racking and labeling all new cable in each manhole. Before any cables are pulled into ducts, provision for supporting the cable ends on racks in the manholes shall be made. A Typical cable rack is attached. The channel which supports the rack proper is fastened to the manole wall with expansion bolts. Holes for the expansion bolts are drilled three inches deep. The spacing between racks adjacent to the proposed cable joint is usually three feet. In general, a cable should be supported at points 6 inches from each end of the sleeve covering the joint. Additional racks are spaced from 3 to 4 *s feet depending on the nature of the cable bends. (Label the conductor as directed by the electric shop). Label each circuit using black plastic polyurethane 1" x 2" x 1/8" thick name tags attached by a wire tie to meet Exterior Electric approval.

The contractor shall provide submittals for approval on all equipment and material prior to ordering. The contractor shall furnish a complete workphasing schedule per the attached network analysis specification. During inclement weather the approach lights are required for aircraft landing. The contractor will not be able to perform work in those areas while in use. Also the runway may not always be accessible due to mission support.

An airfield waiver is required in order to use heavy equipment adjacent to the runway and ramp.

This project includes work in security controlled areas. Contractors and employees must meet criteria as spelled out by the Security Police and by the Contracting Officer. The contractor shall coordinate vehicle and personnel access to the work area through the Airfield manager. The contractor is responsible for obtaining general airfield operating instructions before beginning work. This is accomplished at Base Operations Building 6402. The contractor must insure that all workmen are in compliance with these instructions. The contractor shall obtain the radio/radios from 2CES customer service and remain in radio contact with the BAFB tower at all times during working hours. The frequency shall be confirmed prior to the start of work.

Coordination with the electric shop airfield lighting to lock out regulators at beginning and end of shifts is required.

Runway shall be left in operating condition at the end of each day. Flight line driving and radio communication with airfield tower will be required.

The contractor shall conduct and schedule his work in a manner to cause as little disruption as possible to the existing operations. The contractor shall maintain existing airfield cable not currently being replaced and protect it against damage during construction.

All alterations which will cause service interruption to the power, airfield lighting or to the communication circuits shall be performed during daylight hours and in fair weather. Special permission must be obtained from the contracting officer before any service to the power, airfield lighting circuits or the communication circuits is interrupted. Any cable not scheduled to be replaced and damaged due to the contractor's operations shall be replaced, in kind, by the contractor at no extra cost to the government.

All metallic materials shall be protected against corrosion. All equipment removed shall be salvaged by the contractor.

All electrical work shall comply with the latest editions of the National Electrical Code, National Electrical Safety Code and the UNIFIED FACILITIES CRITERIA (UFC) VISUAL AIR NAVIGATION FACILITIES UFC 3-535-01.

Barksdale Standards Power outages: Coordinate power outages 10 working days in advance through the general contractor. Outages may be required to be completed on weekends. A digging permit will be required and is only good for a 30 day period. Temporary road closures, if required, will need to be cleared through the fire department, security forces, and base civil engineer with advance notification.

Executive means officers, managing partners, or any other employees in management positions.

First-tier subcontract means a subcontract awarded directly by a Contractor to furnish supplies or services (including construction) for performance of a prime contract, but excludes supplier agreements with vendors, such as long-term arrangements for materials or supplies that would normally be applied to a Contractor's general and administrative expenses or indirect cost.

Total compensation means the cash and noncash dollar value earned by the executive during the Contractor's preceding fiscal year and includes the following (for more information see 17 CFR 229.402(c)(2)):

(1) Salary and bonus.

(2) Awards of stock, stock options, and stock appreciation rights. Use the dollar amount recognized for financial statement reporting purposes with respect to the fiscal year in accordance with the Financial Accounting Standards Board's Accounting Standards Codification (FASB ASC) 718, Compensation-Stock Compensation.

(3) Earnings for services under non-equity incentive plans. This does not include group life, health, hospitalization or medical reimbursement plans that do not discriminate in favor of executives, and are available generally to all salaried employees.

(4) Change in pension value. This is the change in present value of defined benefit and actuarial pension plans.

(5) Above-market earnings on deferred compensation which is not tax-qualified.

The law requires all reported information be made public, therefore, the Contractor is responsible for notifying its subcontractors that the required information will be made public.

(c)(1) Unless otherwise directed by the contracting officer, by the end of the month following the month of award of a first-tier subcontract with a value of $25,000 or more, (and any modifications to these subcontracts that change previously reported data), the Contractor shall report the following information at http://www.fsrs.gov for each first-tier subcontract. 52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (APR 2012)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts--

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.

(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.

(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the rerepresentation required by paragraph (b) of this clause by validating or updating all its representations in the Online Representations and Certifications Application and its data in the Central Contractor Registration, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

(g) If the Contractor does not have representations and certifications in ORCA, or does not have a representation in ORCA for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

The Contractor represents that it ( X ) is, ( ) is not a small business concern under NAICS Code 238210- assigned to contract number FA4608-12-X-XXXX.

(Contractor to sign and date and insert authorized signer's name and title).
