12 Mar 2012

1.0 INTRODUCTION

1.1 GENERAL

The contractor shall perform HABS Level II recordation for Building 4133 at Barksdale Air

Force Base, Louisiana (BAFB), as outlined in paragraph 1.3, Scope.

1.1 BACKGROUND

Building 4133 Located on the west side of Barksdale Air Force Base at the intersection of Billy

Mitchell Ave. and Icarus Road. It is in the southwest corner at the edge of the boundary of the

Historic District. Building is currently vacant. Built to service all the bakery goods needs of

Barksdale Field in 1934, the facility was in use until after World War II when it became a meeting space for assorted scout units, Federal Employees Union, Morale Welfare and

Recreation, storage for non-appropriated funds sale items, and finally operations center for

Barksdale’s custodial contractor. The construction of Barksdale Field began in 1931 with the bakery being completed on 30 April 1934. While the bakery was built in a more utilitarian style, it does share features drawn from French styles including sandstone sills on windows, stucco finish and a Gambrel style roof (original structure). The building is historic and is located at

BAFB. The building was placed on the National Register of Historic Places on April 13, 1992.

Air Force procedures for implementing the NEPA regulations are contained in AFI 32-7061. 3. Clean Water Act (CWA), 1977 as amended

4. Endangered Species Act (ESA), 1973

5. Fish and Wildlife Conservation Act, 1980

7. Executive Order 11988

8. Resource, Conservation and Recovery Act (RCRA), 40 CFR, 1999

9. Toxics, Substance, Control Act (TSCA), 1976
