About this file
This is a Questions and Answers document for Air Force solicitation FA460026Q0088, Basketball Court 4 Resurfacing, issued by the Department of the Air Force Air Combat Command. The Q&A provides clarifications on a performance work statement for resurfacing a severely damaged basketball court located in Building 321 at Offutt Air Force Base.
The court resurfacing project requires contractors to perform a complete sand-to-bare-wood refinishing using no fewer than five levels of sanding with contractor-selected grit sequences, followed by application of water-based high-solids gym-floor finish. The court dimensions are 64.5 feet wide by 105 feet long with two 9-by-4.5-foot basketball hoop extensions, totaling 6,853.5 square feet. Additional work includes repainting existing basketball court lines in their current locations and colors, stenciling a 129-inch-wide by 73-inch-tall Air Force Fitness logo in red, blue, and gray at center court, and installing two in-floor volleyball net sleeve systems with contractor-specified standard-compatible sleeves and covers. The government will provide the volleyball court layout responsibility to the contractor, remove basketball hoops and bleachers, and supply digital logo graphics. Contractors are expected to serve as subject matter experts for grit sequencing, volleyball sleeve specifications, and determining when the facility is safe to return to service. The solicitation deadline for questions was September 16, 2026 at 1100 Central Time, with offers due September 21, 2026 at 1100 Central Time. The period of performance is October 15 through November 15, 2026. No site visit attendance is mandatory, though one was conducted September 14, 2026. Site visit photographs and logo files were attached in Amendment 00002. No bonds are required, and the 8(a) program subcontracting limitations apply, requiring at least 50 percent of personnel costs to be performed by the 8(a) participant's own employees. The government point of contact for daily coordination is the Director of Sports and Fitness, Michelle Hannah.
