About this file

This is a Questions and Answers document for federal contract FA460026B0005 addressing the replacement of Chiller 2 in Building B500. The document clarifies the scope and responsibilities for contractors bidding on this HVAC replacement project.

Key clarifications include: the existing Building Management System (BMS) in B500 is inoperable, so contractors need not integrate with it but must install per specifications to enable future Government tie-in when the BMS is repaired or replaced; the Government will furnish existing controls documentation to the successful bidder; control valves are not included in the scope of work as they are not shown for replacement on the drawings; analog thermometers and pressure gauges must be new, while other control devices are to be removed, saved, and reused; the contractor has discretion in determining whether to source the Refrigerant Monitoring Control Panel and associated sensors (ten total sensors for both R-134a and R-515B refrigerants) from the chiller manufacturer or as a standalone system; the existing exhaust fan VFD (EF-202) should be assumed to require modification to accommodate a full-speed safety override for refrigerant leak detection; and existing dampers, actuators, and control panels are to remain and be reused. The document provides technical direction on system coordination requirements while granting contractors flexibility in equipment sourcing and integration approaches.

Q&A Document for FA460026B0005 - Replace Chiller 2, B500

Q1 — Existing Front End: The Temperature Control Notes on MD1.0 require integration of the new equipment into the existing building management system and updating of system graphics. Please identify the existing front end (manufacturer, model, and version), and confirm the Government holds and will furnish the credentials and licensing necessary for the awarded contractor to add the new equipment points and graphics.

Existing BMS in B500 is inop. Therefore, contractors need not tie into existing system. Contractor shall install per spec, so future tie-in can be made by USG when BMS is repaired or replaced.

Q2 — Existing Controls Documentation:

Will the Government furnish existing controls documentation, point lists, and programming for the existing DDC systems that new work must coordinate with?

Yes, this data can be furnished to the successful bidder.

Q3 — Refrigerant Monitoring Panel Responsibility:

Sheet M3.0 shows a new Refrigerant Monitoring Control Panel with associated sensors, alarm horns, and beacons. Please confirm whether this panel is to be furnished by the chiller manufacturer as part of the chiller package or furnished separately by the contractor as a standalone refrigerant monitoring system.

To be determined by the contractor. Contractor is free to select whichever path provides a functioning system as designed.

Q4 — Control Valves and Sensor Scope:

Drawings M2.0 and MD1.0 indicate existing sensors are to be removed, saved, and reinstalled in new piping via new threaded olets (MD1.0 flag note 11; M2.0 flag note 2), and new analog thermometers and pressure gauges are to be provided (M2.0 flag note 1). No control valve replacement is shown. Please confirm: (a) no control valves are included in the scope of work; and (b) which temperature sensors and differential pressure devices are intended to be new versus reused existing.

Per drawings, if control valves are not shown to be replaced, they are not included in the scope. Per flag notes, Analog thermometers and pressure gauges are to be new, all other control devices referenced in this question are to be removed, saved and reused per MD 1.0 Flagnote 11.

Q5 — Exhaust Fan EF-201/EF-202 Existing Conditions:

The control sequences on M3.0 require EF-202 to be driven to full speed upon refrigerant leak detection.

Please confirm the existing conditions of EF-201 and EF-202: (a) does the existing EF-202 VFD have an available dedicated input for the full-speed safety override, or is a VFD replacement/modification anticipated; and (b) are the existing outside air damper actuators (CD-201 through CD-204) and the existing damper control panel to remain and be reused?

For bidding purposes, assume the VFD will need modification to accommodate. Existing dampers, actuators and control panels to remain.

Q6 — Refrigerant Sensor Supply:

Sheet M3.0 requires refrigerant sensors for both R-134a (existing chillers) and R-515B (new chiller), ten sensors total. Please confirm whether these sensors are to be furnished as part of the refrigerant monitoring panel supplier's package, furnished with the chiller, or furnished separately by the contractor.

To be determined by the contractor. Contractor is free to select whichever path provides a functioning system as designed.
