About this file
This is a Questions and Answers document for solicitation FA460025R0003 regarding infrared heater maintenance services at Offutt Air Force Base. The document addresses three key contractor questions about PWS Section 7.1's threshold requirements for repairs and maintenance.
The government clarifies that the $75 and 3-man-hour threshold is meant to cover consumable items that can be installed during preventive maintenance without approval, with repairs exceeding this amount to be billed under the Repair CLIN. Two spreadsheets will be provided: an "EXAMPLE – Pre Priced List" to be completed with bid proposals and an "IR Heater Report Template" for use after award during annual PMs. The quantities for CLINs 2 and 3 represent estimated callouts for unit heater service, not hours. The government notes that the majority of the 520 heaters are expected to be in working order, with the contract focused on field verification, cataloging, and repairing outlying units.

FA460025R0003 Infrared Heater Maintenance
Last group of Questions from Contractors:
1. PWS Section 7.1. The threshold for $75 and 3 man hours is incredibly hard to estimate, especially without having complete knowledge of the condition of all 520 units on base. Theoretically, if we were to provide a $75 allowance per unit for the parts alone, it would be a $39,000 increase in our proposal costs. What if only 10% of the units would need the minor repairs specified in 7.1? Then it would only cost $3,900 in parts. Neither of these hypothetical figures include man hours. The guesswork on this PWS requirement could result in the low bidder getting pinned into losing money, or another bidder playing safe and their quote is too high to even have the opportunity. My request would be to tie the PWS 7.1 into section 7.2, making all repairs Work Orders. More likely than not the repair costs would remain under the $2,500 threshold and could be expedited while on site.
The government estimates the majority of heaters are in working order, the purpose of this contract is to field verify, catalog, and repair any outlying units. This is for the contractor to determine as part of the proposal.
We are aware that $75 per heater would equal $39,000; The $75/3 hour threshold is meant to cover “Consumable Items” mentioned in Section 2. These can be installed during the PM’s without approval. Repairs that exceed this amount will be billed from the Repair CLIN.
2. Is Offutt's expectation we fill out the equipment list spreadsheet and provide it with our bid?
The government will provide two (2) spreadsheets.
- “EXAMPLE – Pre Priced List – Infrared MX – 11 Aug 2024” should be filled out as part of the bid proposals.
- “IR Heater Report Template DL001” should be used after award during the annual PM’s.
3. Are the quantities for clins 2 & 3 representing hours? Please provide clarification.
These are the estimated number of callouts to address a unit heater. The threshold is $75.00 and/or up to 3 man-hours per heater unit.
