About this file

This document is a Use of a Single Source Below the Simplified Acquisition Threshold (SAT) form for the Department of the Air Force, Air Combat Command, 55th Contracting Squadron at Offutt AFB, Nebraska. The contract is for the 55 Security Forces Squadron to purchase four Vesper UAV drone systems from Vantage Robotics, LLC, with a total estimated cost of $43,522.00. The specific procurement includes four Vesper UAV (1.8 GHz) Microhard radio units with Recon rotor assembly, 3-axis stabilized EO/IR gimbal, two 65 watt-hour lithium ion smart batteries, and a 2-year extended warranty.

The document justifies the single-source procurement by stating the Vesper Drone is the only BsUAS drone platform currently authorized under the installation's Rules of Use of Force, with trained and certified operators. Market research was conducted from September 2-12, 2025, including a Sources Sought posting on GSA, which only resulted in responses from Vantage Robotics and its three authorized small business resellers. The Contracting Officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available for these DoD Approved Non-Commercial-Off-The-Shelf items with modified spectrum band capability.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: Department of the Air Force, Air Combat Command, 55th Contracting Squadron, Offutt AFB, NE.

Project/Program Name: 55 Security Forces Squadron Vesper Drone

Purchase Request / Local ID Number: F3H3F15247A001

Estimated Contract Cost (including Options): $43,522.00

Section B: Description of the Supplies/Services Required

55 Security Forces Squadron is requesting Four (4) Vesper UAV (1.8 GHz) Microhard radio including Recon rotor assembly and 3-axis stabilized EO/IR gimbal, two (2) Vesper UAV 65 watt-hour lithium ion smart battery with magnetic attachment to UAV fuselage, and 2-year extended warranty that covers each unit ordered for an additional 2-years beyond the 1-year manufacturer's limited warranty. These are DoD Approved Non-Commercial-Off-The-Shelf Items(COTS) due to the modified spectrum band capability.

Section C: Rationale for Soliciting from a Single Source or Brand Name

The Vantage Robotics, LLC Vesper Drone System is a critical piece to the security and defense of Offutt Air Force Base. The Vesper Drone is the only BsUAS drone platform currently authorized under the installation Rules of use of Force, Authority to Operate, BECO and has trained and certified SFS BsUAS operators. As the manufacturer of Vesper Drones Vantage Robotics, LLC and any authorized resellers are the only ones that could fulfill this requirement.

Section D: Efforts to Obtain Competition

Market Research began on 2 September 2025. We went through all mandatory sources to determine if the product existed via mandatory vehicles. Once we determined that the product was not on any vehicles we searched GSA and found the items were not listed on Vantage Robotics, LLC's schedule. We reached out to Vantage Robotics and were made aware their schedule was in the process of being updated and all prices for Drones as well as items were outdated. We posted a Sources Sought on GSA on 4 September - 12 September (9 Days) to see if any other vendors could provide them. Only Vantage Robotics repsonded as well as providing us with a list of authorized resellers. All 3 authorized resellers are listed as small businesses in SAM.gov under NAICS 336411. We believe we have solid evidence this product has a competitive market to compete on this brand name requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future purchases of BsUAS drone systems will potentially differ depending on the needs of the Installation and any upgrades to the technology used. We will conduct market research to see if any other BsUAS Drones become DoD approved or if BECO increases the approved drones list.
