Performance Work Statement
For
55 SFS, Modular Range
Modular Range Cleaning Contract
1. Project Scope: The objective of this PWS is to provide the 55th Security Forces Squadron with routine cleaning and filter replacement services for the 55 SFS modular firing range that is in compliance with OSHA standards and United States Air Force Safety requirements. It is integral that the modular firing range always remain operational through regular maintenance to ensure mission and deployment readiness for units across the installation.
2. Description of Work:
2.1 CLIN 1 (Range Cleaning and HAZWASTE Removal)
The contractor shall vacuum from floor to ceiling, vacuum top of target retrieval track and check for ammunition brass, remove debris from bullet trap such as shotgun wads, paper, etc., clean shooting booths and stall areas for 14 points, clean booth glass, clean ventilation vents, maintain client’s HEPA vacuum, vacuum out rear of range behind bullet trap, clean fan shroud in weapons cleaning area, vacuum hallway just outside of range and weapons cleaning area, and check/maintain Auger and swap/containerize barrels. Contractor must containerize used/expired air filters in original boxes, label them, and dispose of said labeled boxes in accordance with proper HAZWASTE handling procedures. The contractor shall don all necessary personal protective equipment (PPE) when handling hazardous materials.
2.2 CLIN 2 (Removal and Replacement of Filters)
Remove/replace and containerize Camfil HVAC System air filters (must be OEM Camfil Filter parts) as well as remove/replace HEPA vacuum bags and filters.
2.2.1 Parts List: The following items shall be furnished by the contractor for installation at the Offutt AFB Modular Range for the Removal and Replacement of Filters, CLIN 2:
2 Certification: The contractor shall have the following certificates:
• OSHA Certification required for lead/ hazardous material abatement
3 Installation Access: The contractor shall ensure all employees authorized to perform work under this contract obtain installation access as required by DoDM 5200.08 Volume 3.
Contractor employees and property may be subject to search and seizure upon entering and leaving government installations and facilities. Government furnished identification shall be returned to the government upon termination of an employee. Contractor employees shall comply with government physical security plans in effect at government facilities. The contractor shall be responsible for keys (and accountable for their use) that are provided to the contractor by the government. Contractor employees shall not duplicate or provide keys to unauthorized personnel and shall implement procedures to prevent loss or misplacement.
4 Warranty: Equipment shall be covered for replacement and or repair for 6 months beginning the day of Government acceptance. Installation shall be covered for 12 months beginning the day of Government acceptance. Standard commercial warranties apply, and contractor will provide all warranty information to the government no later than 10 working days after install.
5 Test and Acceptance: The contractor must log all cleaning for continuity purposes, remove all produced waste to approved disposition agency, ensure OSHA and USAF safety

24 H9114400-034 requirements are met, and provide quality range cleaning so that the CATM program has no training deficiencies or obstacles in accomplishing mission requirements. The 55 SFS POC will validate these requirements to ensure full functionality of the system before the system is turned back over to the Government.
6 Quality Assurance: The contractor shall ensure quality, timeliness, and within budget delivery of products and services. The QA Manager will employ internal audits/inspections to ensure established policies and procedures are followed.
