Single Source Justification (Simplified Acquisition)

The PinPoint II-R is a multi-strategy system for faultfinding and testing circuit boards. This system tests all types of device technology using advanced pin electronics. It has up to 240 digital dynamic test channels, and up to 15MHz data rate. The high and consistent data rates ensure more thorough testing of a device with a more accurate fault finding method. The PinPoint II-R test methods include: In-circuit, functional edge, boundary scan, cluster, analog, mixed signal, analog signature (VI), CPU assisted, fixture-less, bed-of-nails, and reverse schematic generation.
The Contractor shall provide all necessary labor, tools, diagnostic equipment, training and materials to perform maintenance on the PinPoint II-R System at Offutt AFB. All service shall be in accordance the manufacturer's instructions, industry standards, and by properly trained and qualified personnel. The Period of Performance will consist of a base year (1 July 2020 - 30 June 2021) and four (4) 12-month option periods through 30 June 2025.
The PinPoint II-R system is a commercially available bench-top multi-strategy test system manufactured and maintained by Diagnosys Systems, Inc.
The PinPoint II-R System can be used for the safe test of any device. It includes an extensive library of device functional test routines including Western and Russian devices; furthermore, the system's capabilities that allow for reverse engineering of schematic diagrams, provides an endless list of capabilities for testing circuits.
The Air Force Repair Enhancement Program (AFREP) program is an Air Force initiative that encourages maintenance repair shops to effectively repair damaged equipment. The AFREP program's motto is "to fix the unfixable", and this mission can only be accomplished through the utilization of innovative techniques and equipment. The PinPoint II-R System provides infinite capabilities for miniature and microminature electronic repairs. The capabilities afforded by the system, has made it one of the go-to technologies recommended by the AFREP program. The requirement to have a PinPoint II-R System can be found on the SharePoint site, which states, "every AFREP should have and use the PinPoint system for troubleshooting circuit cards."
The 55th Maintenance Group (MXG) purchased a PinPoint II-R System, as required by the AFREP program. The PinPoint II-R System is an essential tool to the maintenance and repair of equipment located on Offutt AFB, NE. As such, the 55 MXG has requested contractor support to provide system maintenance on the PinPoint II-R System located on Offutt
AFB.
Diagnosys Systems, Inc. is the original equipment manufacturer, owner of the proprietary data for the operation and maintenance of the system, has the unique qualifications to provide the supplies and services necessary to keep the system operational, and is the only known organization that has the capabilities to provide the maintenance and support requirements for the PinPoint II-R System.

On April 15, 2020, a Sources Sought notice was published on the betaSAM.gov contract opportunities website for a period of fourteen (14) days. Diagnosys Systems, Inc. was the only contractor to reply to the sources sought and stated they are the only source capable of providing the services required.
Additionally, a search was conducted on the Federal Procurement Database System-Next Generation (FPDS-NG) to locate previously awarded contracts of a similar nature. Ellsworth AFB, in South Dakota procured the same maintenance requirements under a single source contract to Diagnosys Systems, Inc.
Diagnosys Systems, Inc. was contacted via a Request for Information (RFI) to validate that the company was the original equipment manufacturer (OEM) and to identify any approved services providers if available. The company informed Offutt AFB that Diagnosys Systems, Inc. is the OEM, is the proprietary manufacturer for all parts of the PinPoint II-R System, and does have any approved service providers outside of the company. Therefore, all service requests and maintenance contracts must be made through Diagnosys Systems, Inc.
There can be no steps to preclude future single source of this particular acquisition, as Diagnosys Systems, Inc. is the sole source for maintenance and repairs on the PinPoint II-R System. However, the requirement owner and contracting personnel will continue to monitor the marketplace to identify any other emerging sources.
In the event that future preventative maintenance is needed for the PinPoint II-R System, market research will be performed to identify any changes to the market, which may allow for other potential vendors.
