20 APRIL 2026
PERFORMANCE WORK STATEMENT (PWS)
For
Emergency Power and Switchgear Automation Controls Repair
1.0 INTRODUCTION
1.1.1 Background: The electric power sources to United States Strategic Command (USSTRATCOM) must operate as a never-fail utility. Commercial Power loss is inevitable due to weather, manmade disasters, and natural disasters.
The Commercial Power grid is a target of United States adversaries. Emergency Power Generator systems and Electrical Switchgear must continuously perform at the highest possible level of operational resiliency.
1.1.2 Description of Services: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Emergency Power and Switchgear Automation Controls Repair as defined in this PWS except for those items specified as services. The contractor shall perform to the standards in this contract.
1.1.3 Objectives: This project will improve the Building 1000 (B1000) Switchgear through three main efforts:
updating the control programming, repairing identified issues in the control wiring configuration, replacing equipment that has reached end of life.
2.0 SCOPE/TECHNICAL REQUIREMENTS: The contractor shall accomplish the following upgrades, repairs, and/or replacements to the Emergency Power Generator Systems and Electrical Switchgear Systems located within B1000.
2.1 Upgrades/Repairs/Replacements
2.1.1 Program capability to manually via Human Machine Interface (HMI) initiate NB0A & SB0B electrical busses separation from commercial power for a closed transition to generator power.
2.1.2 Program capability to manually via HMI simultaneously separate Global Operations Center (GOC) from commercial power sources at SU1C & SU2C breakers
2.1.3 Program should enable ability to use emergency generator test automation in situations when Mission Support bus ties are closed and only one commercial source is in use.
2.1.4 Program capability to manually manage minimum generators required to meet load demand without N+1 programming limitation
2.1.5 Program capability to use load banks in conjunction with live load generator testing.
2.1.6 Install input devices, output devices, and control switches as needed to enable stated logic capabilities, manual modes, and automatic modes.
2.1.7 Establish and limit Electric and Power System controls access to 55 CES specified personnel via HMI.
2.1.8 Establish and limit Electric and Power System view access to USSTRATCOM specified personnel via HMI.
2.1.9 Replace/Upgrade Master A and Master B existing Programmable Logic Controllers (PLC) with latest hardware
2.1.10 Repair power to Primary I/O PLC and Secondary I/O PLC so that modules have separate fuses
2.1.11 Perform and document on-site systems field tests of new integrated logic for proper Power Plant and Electrical Switchgear function and controls operations. (CDRL A001)
2.1.12 Correct local/remote indication light. Verify Local/Remote annunciation and correct if necessary.
Potential change to match switch legend, "Manual/Automatic."
2.2 Documentation, Commissioning, and Training
2.2.1 Develop, document, and provide system restoration software/hardware/licenses and recovery implementation methods needed to back up and restore the power controls system. (CDRL A002)
2.2.2 Update and test the switchgear's PLC programming to define the system's response to concurrent failure scenarios, and based on the final code, develop a comprehensive Sequence of Operations (SOO) document and a supporting Failure Modes and Effects Analysis (FMEA) report detailing all normal, abnormal, and failure modes. (CDRL A001)
2.2.3 Perform commissioning tests on all upgrades, repairs, and replacements to demonstrate successful implementation of intended sequence of operations as well as the successful retention of previous system settings that provided automatic system recovery from simultaneous unforeseen total commercial power grid loss. (CDRL A003)
2.2.4 Perform training to on-site maintenance personnel integrated with commissioning activities as well as upon completion of successful implementation to include a video disk (as security allows) for Operations, Maintenance, and Facilities Engineering personnel. Training will clarify “red button” operation and troubleshooting. Areas contained within Sensitive Compartmented Information Facility (SCIF) will not have video recordings required. (CDRL A004)
