FA460019QA014 Questions/Answers

1) Is this a new or replacement contract?

This is a replacement contract for contract FA460015P0063 which expires 31 August 19. The new contract will need to run concurrent with this contract for 3 weeks, in order to certify the new equipment.

2) If a replacement contract, who is the incumbent and what is the contract number?

The incumbent is Abbott Laboratories and the contract number is FA460015P0063.

3) Is there a brand name preference?

There is not a brand name preference at this time.

4) What does Ehrling Bergquist want to do with the equipment at the end of the final option year?

At the end of the final option year, the 55 Medical Group (who operates the Offutt Base Medical Clinic, which is the Ehrling Bergquist building) will want to have the equipment removed and a new contract put in place to lease the newest available chemistry analyzer equipment.

5) The notice states “installation reagents”. In the PWS Section 2.1 calls for reagents. Are the reagents to cover the initial delivery period or will reagent supply program be required? Section 5.1 uses the terms in the last sentence “installation and performance”… Is performance to be interpreted as “operation"?

The reagent will be needed throughout the life of the contract. The contract will be structured as cost per test. The Section 5.1 terms of “installation and performance” refers to the performance of the machine leased and the key performance items listed in the PWS that are needed to make sure that the leased machine can meet the certification parameters, as specified in the PWS.

6) If a reagent supply program is required, what are the historical usages? Planned usages? Usage frequencies? Are tests conducted regularly or is there a variable pattern?

The PWS stated the last three FY test numbers for each year, 173,811 tests in FY18, 184,587 tests in FY17, and 198,448 tests in FY16. Below you will find the numbers for the CY18 tests per patient. The test are conducted regularly throughout the year, not in a variable pattern. The customer states that we are expecting approx. 175K tests in the first year of the contract. The tests per year will not be capped, the 55 MDG will work with the contractor to negotiate increased amounts if the need arises.

7) Why was the solicitation issued and then cancelled very quickly and is this the same procurement?

The solicitation was issued with the incorrect solicitation number and then deleted and resubmitted with the correct solicitation number.

8) What are the individual patient volumes at the test level?

Below please find the individual patient volumes per test for CY2018.
